RCAS should explain the $62 million before they get millions more.

A fair question answered.

A fair question answered.

Q: What about [the bond language] bothers you?
A: It's clear that there will be more than one issuance. EACH ISSUANCE will be payable and maturing up to 20 years from date of issuance. This provision COULD push the end of this debt far beyond 20 years from today. Interest rates are an unknown, and this or a future board could use capital appreciation bonds. No South Dakota or federal law prohibits capital appreciation bonds or back-loaded repayment. RCAS finances projects without a vote through capital outlay certificates, paid from the CO levy (outstanding about $49.3M). The open-ended language of "including, but not limited to..." should give everyone pause. There is nothing binding the spending to the projects listed. Finally, there is no provision for an oversight committee to assure that the bond money is used as stated.

When it comes to setting priorities, past is prologue.

REMEMBER, the LOCAL SALES TAX RATE WILL INCREASE to 7% by July 1, 2027. Consider it ALL before deciding whether or not to tax yourself and your children more.

Things that make you go Hmmmm...

South Dakota campaign finance laws don’t appear to specifically address whether a federal super PAC such as PSA PAC can or can’t contribute to state and local candidates.

The FEC report is in the first comment.

Q: Why would an out-of-state Political Action Committee (PAC) donate $10,000 to a local school bond issue?
A: According to FEC reports, this PAC has one money source, a local oil company. Out-of-state PACs are often used to circumvent South Dakota limits on campaign contributions or to take advantage of different reporting schedules. This PAC donated large sums to candidates in the primary, however, this donation will likely appear on the year-end FEC report. See the current FEC report in the first comment.

Did you know that your money may be spent to convince you to tax yourself and your children more? The law prohibits the use of public resources for political purposes, BUT with a HUGE loophole that has been exploited to spend tax money to mold public opinion.

Q: Is tax money being used to fund the promotion of this bond?
A: Very likely. According to the campaign finance report, Elevate Rapid City contributed at least $50,000 to the 'Yes for RCAS' ballot question committee. Elevate Rapid City receives roughly $230,000 in direct, tax-based funding annually. Also, many school district resources have been used to promote the bond under the caveat of "providing information", for example, the unprecedented "RCAS Annual Report" which contained several pages of bond advocacy mailed out at taxpayer's expense.

The way it should be done...don't settle for less.
