By the late 1990s, the Permanent Fund’s earnings were growing as oil production and revenue declined. The question was no longer only how to invest the money. It was what Alaskans should do with the income.

The Alaska Humanities Forum and more than a dozen partners launched Principles & Interests, a statewide public process that included a conference, local town halls, and a televised gathering. By 1998, organizers had held about 140 community forums and engaged thousands of Alaskans.

Participants debated dividends, public services, savings, and the Fund’s long-term purpose. The process did not produce a simple consensus. Alaskans could agree that the Fund mattered while disagreeing about what stewardship required.

APFC supported the effort with information and assistance while describing its role as nonpolitical. The Corporation’s responsibility was to explain the Fund and the consequences of different choices, not decide for Alaskans how the earnings should be used.

By the late 1990s, two lines that had defined Alaska’s financial story crossed. In 1998, APFC reported that Permanent Fund earnings exceeded state oil revenues for the first time. One year later, the annual report said Fund earnings were more than twice state oil revenues. The portfolio created from a share of Alaska’s resource wealth was becoming a larger source of income than the resource itself.

In 1994, APFC released a new way to teach Alaskans about the Permanent Fund: an interactive CD-ROM created with students at Delta Junction High School. Under instructor Jack Detzel, the students spent more than 3,000 hours over 15 months helping with research, design, and production of the multimedia guide. The project combined lessons about investing and the Fund with what was then emerging classroom technology.

The finished discs cost $2.53 each to produce and were offered free. The guide later won bronze in the national NewMedia INVISION competition, which drew more than 600 entries and was supported by major technology companies.
