OSWEGO, N.Y. — A former officer with the City of Oswego Police was charged with official misconduct, the Oswego Police Department said.

Police Captain Bryan Thompson told CNY Central that Scott. L. Smith was arrested on Jan. 5. Captain Thompson said Smith is accused of paying for s*x and misusing police data.

Smith was released on an appearance ticket and is scheduled to reappear in Oswego City Court on Jan. 29.

Smith resigned from the Oswego Police Department in February 2023 as a result of an internal investigation, Captain Thompson said. Smith was with the department for 10 years.

Lewis County Sheriff Mike Carpinelli fired three warning shots from his handgun to break up a fight involving nearly 25 people that erupted just after midnight on New Year’s Day outside the Osceola Hotel, according to a report by TV station WWNY of Watertown.

Did Carpinelli have anything to DRINK at the HOTEL? or did he go there for food?

Could he Retreat? Did he have to fire the GUN, IF not arrested or criminally prosecuted. I suggest you follow this mans LEAD if you have a gun!

He isn't even in Oneida County. His Charges for the court to see.

- Public Discharge: Under New York Penal Law § 265.35, willfully discharging a firearm in a public place (other than in self-defense or official duty) is a Class A misdemeanor, punishable by up to one year in jail and a $1,000 fine.

- Reckless Endangerment: Firing a weapon into the air or at nothing can be charged as reckless endangerment because of the unpredictable path and landing of the bullet. This can range from a misdemeanor to a Class D felony, which carries up to seven years in prison if others' lives are endangered.

The Oswego County Sheriff’s Office (OCSO) is opening its doors to give interested applicants an opportunity to learn about careers in the agency’s corrections division. Jail administrators are inviting anyone who has considered working in law enforcement and corrections, those who have signed up for the upcoming employment screening, or others who are in search of a career that offers job security with competitive pay and benefits to join them for an informational session. The session will be hosted at the Public Safety Center located at 39 Churchill Road, Oswego. New York on Tuesday, December 16th from 5:00-7:00 P.M.

The event will cover topics such as job duties and expectations, the hiring and training process, current pay and benefits, and a guided question and answer session for interested parties.
