BEHIND THE SCENES: SPECIAL EVENT PLANNING, TECHNOLOGY & PUBLIC SAFETY

Special events today involve much more behind-the-scenes planning than most people ever see.

Modern municipalities rely on data, technology, weather information, mapping, communications, and coordinated public-safety planning to help make decisions before and during large community events. Fire, EMS, law enforcement, Emergency Management, 911 communications, public works, utilities, event organizers, and other partners can all have important roles.

For Vincennes’ 250th Celebration, the fireworks show itself doubled in size, adding many more shells, including larger shells and additional special effects.

That is exciting for our community—but from a public-safety perspective, it also means additional planning considerations.

A larger and more complex fireworks display requires officials to consider the entire operating environment: launch and fallout areas, surrounding properties, spectators, traffic, emergency access, fire protection, EMS capabilities, communications, evacuation considerations, weather, wind speed and direction, and other hazards that could affect people both inside and outside the immediate event area.

Weather is especially important.

For outdoor events, wind, lightning, thunderstorms, temperature, and rapidly changing atmospheric conditions can significantly affect operations. When fireworks, fuels, natural gas, chemicals, or other hazardous materials are involved, wind speed and direction can become critical public-safety information.

Technology gives today’s emergency officials capabilities that simply weren’t available years ago. Real-time weather information, GIS mapping, communications systems, emergency notification systems, cameras, radar, and other data sources can help officials develop a common operating picture and adjust plans as conditions change.

But technology doesn’t replace professional judgment or coordination.

There are many moving pieces in special-event public safety, and conditions occurring outside an event can sometimes affect what happens inside it. Public-safety officials therefore have to look beyond the boundaries of the event itself and consider the larger community.

With that responsibility sometimes come decisions that may be inconvenient or difficult to understand without seeing everything occurring behind the scenes.

City of Vincennes Emergency Management officials respect individual concerns, questions, and comments. We understand that public-safety decisions can affect plans, schedules, businesses, residents, and visitors, and we sincerely apologize for any inconvenience those decisions may cause.

Our responsibility for any event within our jurisdiction is to continually evaluate the available information, identify potential hazards, coordinate with our public-safety partners, and take reasonable measures to protect the public and our responders.

The goal isn’t to eliminate great community events.

The goal is to help make great community events possible—and make sure everyone has the opportunity to enjoy them safely.

For Vincennes’ 250th Celebration, there is a tremendous amount of work occurring behind the scenes to accomplish exactly that.

Safety for all remains our highest priority.
