Investigation Into Illegal Gun Sales Leads to Two Arrests in Tulare

On October 21, 2026, at approximately 6:00 a.m., the Visalia Police Department’s Violent Crimes Unit served a search warrant at a home in the 900 block of Belmont in Tulare. The investigation began about a month ago after detectives received information that 21-year-old Fernando Sanchez Medrano was attempting to sell fully automatic fi****ms.

The search warrant was carried out by the Visalia Police Department’s SWAT Team, with assistance from the Tulare Area Regional Gun Violence Enforcement Team (TARGET), Narcotics Unit, and Special Enforcement Unit (SEU).

As officers arrived, Medrano and 18-year-old Alyse Fernandez ran out the back of the home. Both were later found hiding in a neighboring backyard and taken into custody without further incident.

During the search, detectives recovered numerous fi****ms, including weapons modified to fire fully automatically, high-powered ri**es, and stolen fi****ms. They also discovered equipment and materials used to manufacture fi****ms and convert weapons into fully automatic fi****ms.

Detectives also found that the home was being used to grow ma*****na.

Medrano was arrested on multiple fi****ms-related charges and for resisting arrest. Fernandez was arrested for resisting arrest.

39 Citations Issued For Hands-Free Cell Phone Violations

39 drivers were cited for violating California’s hands-free cell phone law during a distracted driving enforcement operation on October 15, 2026. California’s distracted driving laws have been in place since 2008. Under current law, drivers cannot hold a cell phone or other electronic device while driving. This includes talking on the phone, texting, or using apps.

Drivers caught using a handheld cell phone while driving can face a fine. A second conviction for the same offense within 36 months will also result in a point being added to the driver’s record.

Help keep our roads safe. If you need to make a phone call or enter directions into your navigation app, pull over to a safe place and park first. Before you hit the road, silence your phone or put it somewhere you can’t reach while driving.

Funding for this program was provided by a grant from the California Office of Traffic Safety through the National Highway Traffic Safety Administration.

Our Hearts Are With the Bend, Oregon Community

The Visalia Police Department extends our deepest condolences, thoughts, and prayers to the victims, their families, the Bend Police Department, and the entire Bend, Oregon community following today’s heartbreaking shooting at Silver Rail Elementary School.

According to preliminary information from a law enforcement source, three children and one adult lost their lives in Thursday’s shooting. The suspected shooter, reportedly a 16-year-old male, was also killed.

No parent should ever have to send their child to school and worry whether they will return home safely. Schools should be places of learning, laughter, and childhood memories, never scenes of unimaginable heartbreak.

Our hearts are with the families who have lost loved ones, the children and educators affected, and the first responders who answered the call.

We stand with the Bend Police Department and the entire community during this devastating time. Our thoughts and prayers are with you all.
