The Government in Exile (ETGE) forcefully condemns the People’s Republic of China (PRC) and the Chinese Communist Party’s (CCP) latest intelligence operation and psychological warfare campaign—coerced trips to for members of the East Turkistani/ diaspora, orchestrated by the United Front Work Department ( ), a key arm of China’s intelligence and influence apparatus.

A recent Human Rights Watch (HRW) report highlighted China’s severe travel restrictions on Uyghurs but failed to address a critical element of the PRC/CCP’s transnational repression: these so-called “homeland visits” are not merely restrictive—they are part of a global intelligence operation designed to infiltrate, monitor, influence and control the East Turkistani / Uyghur diaspora.

“China is using these incentivized and coerced trips as a weapon to infiltrate, manipulate, and spy on the East Turkistani diaspora. This is also a form of psychological warfare and intelligence gathering to undermine our resistance against China’s ongoing campaign of colonization, genocide, and occupation of East Turkistan.”

These trips are highly coordinated intelligence-gathering and psychological warfare missions, with participants often coerced into spying on East Turkistani pro-independence activists and organizations abroad and preventing pro-independence advocacy and sentiments. The PRC/ CCP pressures individuals to provide intelligence, spread disinformation, and weaken the East Turkistani independence movement. This strategy aligns with China’s long-standing goal of “preventing the internationalization of the East Turkistan problem,” as explicitly outlined in CCP Central Committee Document No. 7 of 1996.

In recent years, hundreds, and possibly thousands of Uyghurs, in the global diaspora have been incentivized and/or coerced to travel to East Turkistan, where they are often subjected to pressure to collaborate with Chinese intelligence operations.

Through incentives, blackmail, threats against family members, and psychological manipulation, the PRC /CCP forces participants into serving as covert agents in Beijing’s transnational repression network. ETGE Minister of Foreign Affairs and Security

warned of the grave security risk these operations pose, stating:

“The PRC is weaponizing ‘homeland visits’ as a covert operation to recruit informants, and influence and control the East Turkistani diaspora, undermining resistance to its occupation and genocide. Governments in the Free World must recognize this as a serious security threat and take decisive action to counter Beijing’s influence operations.”

Furthermore, these staged visits serve as a smokescreen to whitewash and deny the ongoing genocide against the people of East Turkistan. While millions remain imprisoned in concentration camps, enslaved as forced labor, or confined in high-security prisons, Beijing attempts to fabricate an illusion of “peace” and “development” through carefully choreographed tours, scripted testimonies, and manipulated imagery. The ETGE warns that this is not merely propaganda—it is part of China’s global strategy to suppress the truth and dismantle resistance.

Call to Action:

🔵The ETGE urges all East Turkistanis / Uyghurs to reject participation in these PRC/CCP-directed intelligence operations and warns that engaging in such trips puts both participants and their communities at risk.

🔵We call on democratic governments, particularly those hosting East Turkistani diaspora communities, to closely monitor individuals traveling to or from East Turkistan. Those returning from PRC-controlled territories should be scrutinized for signs of coercion, blackmail, or recruitment by Chinese intelligence agencies.

🔵We urge Western intelligence agencies and law enforcement to treat UFWD-led initiatives as a direct national security threat. The PRC/CCP is actively working to infiltrate, undermine, and dismantle the East Turkistani national movement abroad, and governments must take decisive action to counter Beijing’s transnational repression.

🔵We call on policymakers to implement strict counterintelligence measures against PRC influence operations targeting exiled communities. Western nations must recognize that China’s repression **does not stop with its occupation of East Turkistan—it extends into democratic societies, where it seeks to silence dissidents, co-opt community leaders and organizations, and use all means necessary to undermine East Turkistani pro-independence activism.**

The CCP’s own documents confirm its intent: CCP Central Committee Document No. 7 of 1996 outlines the regime’s strategy to prevent the internationalization of the East Turkistan issue through infiltration, surveillance, and propaganda. This is not a new policy—it is an extension of Beijing’s long-term war against the East Turkistani people.

The world must not fall for China’s deception. The ETGE reiterates that restoring East Turkistan’s independence is the only way forward to ensure the human rights, freedoms, and very survival of our people. The East Turkistani people remain resolute in our fight for justice, freedom, and the restoration of our nation’s independence.

Official Statement Regarding the Departure of Certain Organizations from the East Turkistan Independence Cooperation Forum (ETICF)

October 13, 2024

The East Turkistan Independence Cooperation Forum (ETICF), alongside the East Turkistan Government in Exile (ETGE), categorically rejects the false claims and disinformation being spread by the “East Turkistan Youth Congress (ETYC)” and its affiliates following departure from the Forum. Their accusations are not only baseless but part of a broader campaign aimed at undermining the ETGE and the cooperation necessary to advance the cause of East Turkistan’s independence.

1. The ETICF was established as a platform by the ETGE to foster collaborative efforts between the ETGE and diaspora organizations, with the singular goal of advancing the restoration of East Turkistan’s independence. It was never intended to centralize authority under the ETGE nor erode the independence of any participating organization. Rather, its mission has always been to unite efforts around specific, actionable collaboration initiatives while fully respecting the freedom of each organization. Despite the ETGE’s numerous proposals aimed at promoting meaningful cooperation, the departing organizations consistently rejected every initiative without offering actionable alternatives. Their focus remained on questioning the legitimacy of the ETGE and demanding unnecessary restructuring, which served only their own agendas. Their refusal to cooperate, while falsely accusing the ETGE of undermining unity, was a continuous and disruptive pattern throughout their involvement.

2. In addition to rejecting collaborative efforts, the ETYC and its affiliates resorted to unprofessional behavior, including the use of excessive profanity, personal attacks, and intimidation tactics directed at representatives of the ETGE and other representatives of Forum member organizations who didn’t necessarily agree with their views. These actions included repeated verbal threats against the ETGE, even threatening a coordinated attack if their demands were not met. On July 5, 2024, following a peaceful demonstration in front of the White House, the leader of the ETYC physically assaulted a representative of the ETGE in a deliberate attempt to provoke conflict. Despite these provocations, ETGE officials, alongside other Forum members, acted with restraint and ensured that the situation did not escalate, further demonstrating their commitment to cooperation, peace, and order.

3. Equally concerning is the ETYC's use of localism, a tactic designed to divide East Turkistan’s people along regional and town-based lines. They shamelessly attacked the town origins of some ETGE officials, a divisive strategy that echoes the Chinese government’s own efforts to fracture the unity of the East Turkistani people. This approach is not only counterproductive but dangerous, as it undermines the very solidarity and unity needed to achieve the restoration of East Turkistan’s independence. The ETGE has consistently maintained—and will continue to emphasize—that our sole enemy is the Chinese occupation forces, and our singular focus remains the restoration of East Turkistan’s independence.

4. The committed member organizations of the ETICF and ETGE have always conducted themselves with professionalism, adhering to the principles of mutual respect and cooperation. We remain steadfast in our commitment to working with organizations that are genuinely dedicated to advancing East Turkistan’s independence through cooperative and actionable efforts. The ETICF was established to foster unity in action, not to serve as a platform for power struggles or divisive tactics within the diaspora. The departure of these organizations from the Forum reflects their unwillingness to engage in the concrete, cooperative work needed to further the independence movement. Their decision to resort to disinformation and manipulation is not only an attack on the ETICF and the ETGE but also a direct threat to the cause of East Turkistan’s independence.

5. Moving forward, the ETICF along with the ETGE will continue to focus on coordinating efforts to advance the cause of independence, working with organizations and individuals committed to genuine collaboration. We will not allow the disruptive actions of others to derail our collective mission to restore East Turkistan’s independence. Our focus remains resolutely on the liberation of East Turkistan and the restoration of our nation’s independence and sovereignty. We call on all East Turkistanis to remain united in actionable cooperation and to reject any divisive tactics that distract us from our true enemy—the Chinese occupation forces — and our singular goal-the restoration of East Turkistan’s independence. The East Turkistan Government-in-Exile and the East Turkistan Parliament-in-Exile are pleased to announce the East Turkistan Political Action Conference, in conjunction with the 20th Anniversary of the East Turkistan Government-in-Exile. This year’s event is especially significant, as it marks 20 years since the founding of the East Turkistan Government-in-Exile on September 14, 2004. The conference will highlight two decades of unwavering dedication to defending East Turkistani rights and advocating for the restoration of sovereignty.

The East Turkistan Political Action Conference will serve as a platform for political mobilization and strategy development, focused on achieving East Turkistan’s independence and addressing China’s ongoing genocide, colonization, and occupation.

Under the theme “20 Years of Defending East Turkistan Rights and the Restoration of Sovereignty,” the event will gather East Turkistani leaders, political advocates, human rights activists, and global allies to discuss and implement actions to further the cause of freedom and justice.

Our government has previously provided clear answers to such questions several times. However, there are still individuals who either lack the capacity to understand or deliberately choose to misunderstand. Therefore, this will be our final clarification on the matter, both for our friends and our enemies. We hope that this explanation will clarify the stark and clear distinction between governments, organizations, or corporations.

1. A government is an independent entity and is by no means a company or organization. Governments are inherently independent. They do not operate as "companies" or "organizations." Whether it be the United States, Canada, the Netherlands, or any other government, or exile governments like the East Turkistan Government in Exile or the Tibetan Government in Exile, no government in the world registers itself as a company or organization within any specific country. Registration is a legal process designed for corporations, businesses, organizations, NGOs, which is not applicable to governments.

When the East Turkistan Government in Exile was established in 2004, it was deliberately not registered for this reason, because it is a government; it is by no means a company, organization, or non-governmental organization (NGO). Therefore, registering the East Turkistan Government in Exile in any country would not only be incorrect but would also contradict its legitimacy and independence.

2. In 2015, to provide donors supporting the East Turkistan Government in Exile with tax-deductible receipts, we registered the "East Turkistan Government in Exile Diplomatic and Human Rights Office" in Canada as a "non-profit organization." This practice is common among governments. For example, the Canadian government manages the "Canada Innovation Fund" as a non-profit organization; similarly, the United States manages the "National Endowment for Democracy (NED);" likewise, the Tibetan Government in Exile's diplomatic offices, called "Tibetan Offices," are also registered as non-profit organizations, though the Tibetan Government in Exile itself is not registered. These offices exist for concrete operational purposes such as providing tax-deductible receipts to donors, but the governments they represent remain independent and are not registered. The same principle applies to the East Turkistan Government in Exile and its Diplomatic and Human Rights Office.

1. Our purpose in registering the "East Turkistan Government in Exile Diplomatic and Human Rights Office" as a non-profit organization in the United States in 2019 was to provide tax-deductible receipts to donors supporting the activities of the East Turkistan Government in Exile. As many of you are aware, our nation's enemies, namely China and its collaborators, have consistently attempted to infiltrate, sabotage, and disrupt the East Turkistan Government in Exile through subversive actions and psychological operations against our government and people. Nevertheless, they have largely failed, and God willing, they will continue to fail. In any case, in 2020, China employed traitors and collaborators under its influence to register a "non-stock corporation" under the name "East Turkistan Government in Exile INC." in Virginia, attempting to undermine the East Turkistan Government in Exile and our independence struggle.

On September 16, 2020, some traitorous collaborators, under the enemy’s plan, sought to belittle the East Turkistan Government in Exile by classifying it as an "organization" or "company," thus attempting to subvert both the government and cause of East Turkistan’s national independence. As we have previously stated, according to international law, governments, including exile governments, are independent entities and are not subject to registration. Such actions are neither legally nor diplomatically appropriate. Simply asking whether a government is registered in a country is itself evidence of extreme ignorance.

Our allies in the U.S. government have recommended that we take serious measures against this unlawful attempt by traitors and collaborators (who whether knowingly or unknowingly) are serving China's interests.

The "East Turkistan Government in Exile Diplomacy and Human Rights Office," being the first registered entity owned by the East Turkistan Government in Exile in the United States since its establishment on September 14, 2004, has secured the legal trademark of the name "East Turkistan Government in Exile." The East Turkistan Government in Exile Diplomacy and Human Rights Office retains exclusive legal ownership of this name. Any individual, organization, or entity using the name "East Turkistan Government in Exile" without explicit authorization from the East Turkistan Government in Exile Diplomacy and Human Rights Office will be violating U.S. and international law, and if we file a legal complaint, they will be held accountable under both U.S. and international law.

We would like to reiterate that the East Turkistan Government in Exile is an independent government, like other governments, and is not a company, organization, or ngo. We demand that all parties respect this truth and avoid further misunderstandings and misrepresentations going forward.

Any actions aimed at undermining our government will be viewed as deliberate subversion of the East Turkistan Government in Exile and the legitimate struggle to restore the national independence of East Turkistan, and those responsible will be held accountable.
