The U.S. Government Accountability Office (GAO)'s August 2026 report on DoDEA schools confirms several of the systemic challenges Partners in PROMISE's own survey data has documented: gaps in screening tools for identifying literacy and math deficits, special education evaluations that don't consistently meet required timelines, referrals rejected due to incomplete data, and inconsistent support for highly mobile military-connected students moving between schools.

The numbers are striking. The share of DoDEA students with a specific learning disability rose 29% between the 2018–2019 and 2024–2025 school years, and 12% of special education evaluations in 2024–2025 weren't completed within the required 55-day window.

These findings echo what families have shared with PiP for years: that service disruptions during PCS moves, inconsistent implementation across installations, and gaps in identification and follow-through can leave children without the support they're entitled to.

GAO issued eight recommendations to DoD, and the Department agreed with five and partially agreed with three. We'll be watching how these are implemented and continuing to elevate the family perspective in that process.
