From the Work Life Division, Office of Employee Relations (DOS) on the Affordable Care Act.
The Office of Personnel Management (OPM) issued guidance to clarify the Medical Loss Ratio requirement under the Affordable Care Act of 2010 (ACA) and its impact on selected enrollees in the Federal Employees Health Benefits (FEHB) Program. If a Federal Employees Health Benefits (FEHB) plan does not meet the minimum MLR, any rebates generated will go back to the Office of Personnel Management to help lower future health insurance premiums for Federal employees. No rebates will be issued to individual employees. For more detailed information, please visit the Office of Personnel Management at www.opm.gov/retire/pubs/bals/bal12.asp. Refer to Benefits Administration Letter (BAL) 12-205 for information and FAQ’s. For additional information, employees should contact their respective FEHB plan for further guidance about the Medical Loss Rebate.
