It was an honor for us to host our inaugural Reserve Excellence Celebration on Friday at the National Museum of the Unites States Army to recognize outstanding service and leadership across our Reserve Components and uniformed services.

Our partners at AAFES offer every honorably discharged veteran, including Guard and Reserve veterans, free online shopping. Note that proof of your discharge will need to state a characterization of service, and proof includes, but is not exclusive to, a DD214 (or DD214-1). AAFES is aware that most RC veterans who separated prior to 2025 did not receive a DD214.

Reserve veterans with a service-connected disability rating can also shop at physical Post and Base Exchanges using your Veterans Health Identification Card.

Calling all Reserve Noncommissioned Officers and Petty Officers!

ROA is writing curriculum for a Reserve Component-specific NCO Academy. Topics will include an overview of the Guard and Reserve forces, a deep dive into pay, benefits, and transition, an online wargame teaching the basics of mobilization, maintaining fitness off duty, the art and science of leading during and after drill, and resources to enhance your subordinate’s Reserve service.

From the New Mexico National Guard to the highest levels of National Guard leadership, Lt. Gen. Edward Baca dedicated decades of his life to serving our nation.

Baca joined the New Mexico Army National Guard in November of 1956. He graduated from Officer Candidate School in July 1962 and volunteered for Active Duty and overseas deployment to Vietnam soon thereafter. He was released from Active Duty in 1966 and returned to the New Mexico Army National Guard, where he assumed command of the 3631st Maintenance Company.

In 1977, Baca became the state military personnel officer and was assigned as the state assistant, G-1. A short time later, he was appointed as the adjutant general, New Mexico National Guard, commanding both the Army and Air National Guard of New Mexico.

Baca was promoted to lieutenant general in October of 1994 and assigned as Chief of the National Guard Bureau, making him the first Hispanic American to serve as NGB Chief. During his tenure, he helped lead America's Citizen-Soldiers and Airmen during a period of growing global engagement for the Guard. He served in this position until his retirement in 1998.

On October 13, 1994, the Uniformed Services Employment and Reemployment Rights Act (USERRA) was signed into law, strengthening employment protections for those who serve. USERRA helps ensure that Reserve and National Guard members can answer the call to serve by protecting their civilian employment rights.

For more than 30 years, USERRA has helped safeguard the citizen-warrior tradition, and ROA continues to advocate for the rights of those who serve our nation in uniform while building careers at home.

ROA’s Reserve Service Law Center also supports that mission by consolidating the the world’s largest repository of legal information related to USERRA. Our law center has also been recently redesigned to make it easier for attorneys, paralegals, or Reserve Component members to find the information they need fast.
