The Council on Environmental Quality

The Council on Environmental Quality (CEQ) coordinates Federal environmental efforts and works closely with agencies and other White House offices in the development of environmental policies and initiatives. CEQ was established within the Executive Office of the President by Congress as part of the National Environmental Policy Act of 1969 (NEPA) and additional responsibilities were provided by the Environmental Quality Improvement Act of 1970.

One year ago today, Chair Brenda Mallory was sworn in by the Senate as the first Black woman and 12th Chair of the Council on Environmental Quality. Since then, Chair Mallory has traveled across the country to highlight opportunities through President Biden’s Bipartisan Infrastructure Law and key initiatives, like Justice40 and America the Beautiful. She has helped to coordinate and advance the Biden-Harris administration’s environmental policy agenda through meaningful engagements with elected federal, state and local leaders, Tribes, stakeholders, and many other communities.

CEQ Announces Public Listening Sessions and Training Webinars on Draft Climate and Economic Justice Screening Tool | The White House 03/04/2022

We announced a series of public listening sessions and training webinars on the beta version of the Climate and Economic Justice Screening Tool (CEJST).

The CEJST will help Federal agencies identify disadvantaged communities for the purposes of the Justice40 Initiative—a signature initiative of the Biden-Harris Administration that seeks to provide 40 percent of the overall benefits of certain Federal investments to disadvantaged communities. The current version of the tool is in a public beta form and will be updated based on public feedback and research. In addition to submitting written comments through the Federal Register, the public can also provide feedback directly on the CEJST website.
