Sovereignty remains whole in the People through the Reserved Powers of the 10th Amendment. In delegated government, that sovereignty is divided and expressed as logos in the Supreme Court, pathos in Congress, and ethos in the Presidency. Every act of governing is, at its core, an act of persuasion, the exercise of power through communication. That is the definition of Rhetoric; the axiom of Reserved Power.
