HUD OIG has published its latest Semiannual Report to Congress covering oversight activities from October 1, 2025, through March 31, 2026.

The report highlights investigative, audit, evaluation, and oversight work conducted to strengthen HUD programs, protect taxpayer dollars, and address fraud, waste, and abuse.

During this reporting period, HUD OIG’s work resulted in:

• $43 million in audit collections

• More than $30 million in recoveries and receivables • 86 arrests • 39 convictions, pleas, and pretrial diversions

The report also includes oversight work related to fraud risk management, improper payments, lead-based paint hazards, whistleblower protections, and program integrity across HUD-funded programs.

In his message to Congress, Acting Inspector General Brian Harrison emphasized the importance of accountability, oversight, and continued efforts to safeguard taxpayer resources in support of communities nationwide.

A HUD OIG Southeast Region investigation uncovered that a former Executive Director caused the housing authority to pay more than $200,000 for fabricated maintenance services, including lawn care and landscaping that were not legitimately performed. The individual also used agency credit cards and lines of credit for personal purchases.

HUD OIG has issued its Semiannual Report to Congress for April 1, 2025, to September 30, 2025.

During this period:

Audits resulted in approximately $19.1 million in collections, identified approximately $219.4 million in questioned costs, and recommended that $592,421 of taxpayer funds be put to better use.

The HUD OIG Hotline received and reviewed 12,724 complaints.

Investigations yielded approximately $17.1 million in recoveries and receivables, with approximately $5.4 million returned to HUD programs.

Individuals were held accountable with 19 arrests; 28 indictments, informations, and criminal complaints; 33 convictions, pleas, and pretrial diversions; 24 civil actions; and 64 administrative sanctions.

HUD OIG also supported the DC Safe and Beautiful Task Force, the Memphis Safe Task Force, and DHS Immigration and Customs Enforcement.
