The DC Office of Tax and Revenue (OTR) is proud to share two major national recognitions that highlight our commitment to leadership, innovation, and excellence in tax administration.
Radee Skipworth, Director of the Collection and Enforcement Administration, has been named a recipient of the 2025 Harley T. Duncan Award for Leadership and Service. This prestigious honor recognizes Radee’s transformative leadership and lasting contributions to OTR and the broader tax community.
In addition, OTR has received the 2025 Innovation and Excellence in Tax Administration Award for its Criminal Investigation Division Community Working Group for FTA Members. This initiative created a much-needed forum for agencies with criminal investigation divisions to connect, share insights on emerging tax fraud trends, and exchange best practices for effective enforcement. The Community now includes 102 members from 44 agencies, reflecting the broad impact of OTR’s work.
John Fowler, Supervisory Criminal Investigator, accepted the award on behalf of OTR during the FTA Annual Meeting in Chicago this week.
Congratulations to Radee, John, and the entire OTR team on these well-deserved honors.
