Section 53-3-165 of the South Carolina Code of Laws designates the third Friday in September of each year as POW/MIA Recognition Day in South Carolina, and provides that flags atop state and local public buildings shall be flown at half-staff. Accordingly, the Governor directs that on Friday, September 19, 2025, the flags atop state and local public buildings shall be flown at half-staff from sunrise until sunset in observance of POW/MIA Recognition Day.

September 11, 2001 is a day forever etched in our nation’s memory.

In those dark hours, we saw the very best of America: firefighters, police officers, and ordinary citizens who became heroes; men and women who later fought overseas to protect our freedom; and a nation that stood united across differences.

Many young Americans today were not yet born when the towers fell. It is our responsibility to tell them the stories — of courage, sacrifice, and unity — so that the lessons of 9/11 are never forgotten.

The attacks reminded us that freedom is never free.

We must remain vigilant, honor the fallen, and continue the work of protecting the liberty that defines us as Americans.

The stripes represent the original 13 Colonies and the stars represent the 50 states of the Union. The colors of the flag are symbolic as well; red symbolizes hardiness and valor, white symbolizes purity and innocence, and blue represents vigilance, perseverance and justice.

The President has issued a proclamation declaring December 7, 2020, as National Pearl Harbor Remembrance Day and urging all federal agencies and interested organizations, groups, and individuals to fly the flag of the United States at half-staff in honor of those American patriots who died as a result of their service at Pearl
Harbor. Accordingly, the Governor directs that flags atop the State Capitol Building be flown at half-staff from sunrise until sunset on December 7, 2020, in observance of National Pearl Harbor Remembrance Day and in honor of those who sacrificed their lives for our liberty and freedom during the attack on Pearl Harbor.
