lth. Community health nurses provide services both at the clinic site and in the community. The nurses identify individual and family health needs and coordinate services to meet those needs. One of the divisions of the Bureau of Personal Health is the Communicable Disease Program. The Communicable Disease Program focuses on the following components:
- General Communicable Disease Control
- Community Immunization
- FREE STD/HIV Testing/Treatment/Counseling: Tuesdays 1-3PM walk-in or other times by appointment
- Tuberculosis
- Flu vaccination
- COVID 19 Resources

2) The Bureau of Environmental Health Services: responsible for protecting the City of Wilkes-Barre from unhealthy environmental conditions, through inspection and education. The presence of environmental health hazards poses a threat to the public health and safety of the community.
- The Bureau of Environmental Health Services implements the following programs:
Quality of Life Inspections, Rental Inspections, Lead Risk Inspections, Food Establishment Inspections, Solid Waste Management Program, Vector Control Program, Water Pollution Program, Childcare Facility and Safety Program, Public Bathing Places Program, Tattoo/Body Piercing Establishment Licenses, Schools Program, Animal Control
- The Wilkes-Barre City Health Department enforces public health requirements by providing inspections for the following establishments: bakeries, caterers, carrier pigeon, family care/group care, restaurants, tattoo and body piercing. The Health Department also provides reviews and other services to ensure that quality health and safety standards are maintained.

3) Bureau of Public Health Preparedness Services: The Wilkes-Barre City Health Department is a member component of the Wilkes-Barre City’s Emergency Response Team. The Public Health Preparedness Program includes the Wilkes-Barre City Health Department acting in a secondary/supportive role. Early recognition and effective response to threats of all hazards events depend upon a strong public health system reinforced, informed, and guided by advanced detection and communication systems, carefully developed response and treatment plans, and adequate resources and recovery. The components of the Emergency Response Plan include a disaster operations plan, a communicable disease protocol, disaster preparedness and a pandemic plan. The Wilkes-Barre City Health Department works closely with local hospitals and city, county and state agencies to facilitate a coordinated response should an emergency arise. Communication is essential when dealing with emergent situations. Education for first responders, community leaders, families and others in plans, procedures and skills required to meet challenges of an emergency is essential to serve, protect and recovery for our residents. The Wilkes-Barre City Health Department recently received re-recognition from the National Association of City and County Health Organizations (NACCHO) as a certified Public Health Ready health department. Out of 2,800 health departments in the country, Wilkes-Barre City is one of 500 municipalities that received this award.


4) Bureau of Preventative Health Services: The Bureau of Preventative Health promotes healthy lifestyles and the prevention of diseases through education, assessments and screenings.

5) Quality of Life Ordinance: In order to promote the health, safety, and the general welfare of the residents of Wilkes-Barre and to help to create a clean environment, the City has established a Quality of Life Ordinance.
- The ordinance addresses: Lack of maintenance of properties, Littering, Improper storage of trash and rubbish, Storage of inoperable/non-registered vehicles, High grass and weeds, Graffiti, Accumulation of snow and ice on sidewalks, Outside placement of indoor furniture, Animal waste accumulation, Lack of proper permits
- Tickets are issued for all violations and fines must be paid within 10 days. If tickets are not paid within 10 days, a citation will be issued.
