James City County Receives 2026 VML Innovation Award for Public Safety

October 12, 2026 -- James City County has been selected as the 2026 Virginia Municipal League (VML) Innovation Award winner in the Public Safety category for its RESTORe CARE initiative. The award recognizes the County’s innovative use of coordinated public safety strategies, including technology supported response models, to improve emergency outcomes and resident well-being.

RESTORe CARE (Rapid Engagement, Support, Triage, Outreach, Resource Coordination and Assessment for Resident Empowerment) strengthens coordination among public safety, human services, and community partners through early intervention and more responsive service delivery. It was recognized for its integration of public safety, health research, and technology to improve resident outcomes and serve as a model for other localities.

A key component of RESTORe CARE is the County’s participation in a national study evaluating whether drones delivering Automated External Defibrillators (AEDs) can improve cardiac arrest outcomes in rural communities. The study is funded by the American Heart Association and led by Duke University and Virginia Commonwealth University. James City County is the first locality in Virginia -- and only the second in the United States -- to conduct real world AED drone delivery trials. The County completed all testing phases and began live operations on August 1.

The James City County Police Department supports this research through its Drone as First Responder (DFR) program, which dispatches AED equipped drones to suspected cardiac arrest calls to evaluate whether they can arrive faster than traditional responders. In early tests, an AED delivered by drone arrived in 2 minutes and 30 seconds -- more than five minutes faster than the typical Fire Department response time in the same area.

The James City County Fire Department incorporates drone delivered AEDs into patient care and evaluates their impact on survival rates. Research shows that each minute defibrillation is delayed decreases survival by 7–10%, underscoring the value of faster access to lifesaving equipment.

All community members are encouraged to learn hands only CPR and how to use an AED. Residents seeking training opportunities are encouraged to contact the James City County Fire Department.

Halloween with Heroes started with a simple idea from Debbie Golub back in 2019. She approached our Community Services Unit with the concept, and one of our favorite annual traditions was born.

And speaking of traditions … we finally figured out who’s been raiding the candy stash.

Debbie is on the case, and Chief Jamison has some explaining to do!

Join us at the Law Enforcement Center on Thursday, Oct. 22 for a FREE night of fun, candy, and community! The event runs from 6-8 p.m. with a special sensory-friendly hour from 5-6 p.m.

See you there! And don’t worry, we’ll make sure we have plenty of candy!
