Today marks three years since October 7, the deadliest day for Jews since the Holocaust. As a Jewish state representative serving Delaware’s most heavily Jewish district, this day brings me great sadness.

More than 1,200 people were murdered by Hamas, and hundreds were taken hostage. The brutality of the attacks—including sexual violence and the images broadcast to the world—struck a deep nerve in the Jewish community. For many of us, it echoed the pogroms of our past: violent attacks targeting Jewish communities and meant to spread fear.

Today, we remember. We mourn those who were killed and stand with their families, the survivors, and everyone whose loved ones were taken hostage. We wish only for peace—and a future in which Israelis and Palestinians can live with safety and dignity.

In the past several years, we have made serious strides in ensuring that mental health is included in every healthcare conversation, from grade-school to retirement. And the passage of HB 54, legislation that I was proud to support, kept that momentum going this General Assembly.

HB 54 established the Office of Su***de Prevention in Delaware, making us the 50th and final state to have a dedicated office focused on preventing su***de.

145 Delawareans died by su***de in 2024, 15 more than in 2023. Keeping mental health at the forefront of the wellness conversation helps ensure that those who need access to these kinds of services do not get lost in the noise, and can get the help they need.

Good news! My bill to make sure our most vulnerable newborns get the care they need is now law.

HB 327 passed with strong bipartisan support and creates clear, statewide standards for levels of neonatal care that are aligned with national guidelines from the American Academy of Pediatrics. This is important because not every hospital has the same NICU capabilities, and the needs of newborns vary widely. This law will help make sure that high-needs patients are treated at facilities equipped to handle them, while babies who need less intensive care can stay closer to home with their families.

Thank you to my Senate sponsor Sen. Marie Pinkney as well as Nemours for their help in getting this bill across the finish line.

Delaware is growing! In the last five years, Delaware has experienced one of the largest population shifts in the country, with a 6.86% increase. And we’ve been working hard to ensure that as our state continues to expand, so do the resources available to residents.

SB 27 establishes the Office of New Americans in Delaware. This legislation acknowledges our state’s changing demographic and reaffirms our commitment to inclusion, economic growth, and opportunity for all.

In Delaware, we recognize the humanity of all immigrants who chose to move here, and we believe that adequate resources and support can lead to a real boost in economic development, social mobility, and comfortable integration as more people choose to call Delaware home.
