πŸ›οΈβ™»οΈ NEW MATTRESS & BOX SPRING RECYCLING OPTION!

The Town of Windsor Locks is pleased to announce that we are now participating in the Mattress Recycling Council’s Bye Bye Mattress program, giving Windsor Locks residents another convenient way to responsibly recycle their old mattresses and box springs.

Residents can bring eligible mattresses and box springs to the Public Works Garage from 8:00 AM to 12:00 PM on Saturdays.

A few important things to know:

πŸ“ Saturday Collections

Public Works Garage

♻️ Mattresses and box springs must be placed and stacked inside the designated collection container at the direction of the attendant. Town employees will not handle mattresses or box springs.

🚫 Certain items cannot be accepted, including severely damaged or soiled mattresses, stripped mattresses, pillows, cushions, loose toppers or bedding, water beds, fire-damaged units, and other items that do not meet the program requirements. Out-of-state mattresses are also not accepted.

The Town reserves the right to refuse any mattress or box spring that does not meet the requirements of the program.

πŸ’° There is no additional charge to residents for using this Town collection option. The costs associated with the statewide recycling program are funded through the flat recycling fee collected by retailers from consumers when new mattresses and box springs are purchased.

Residents who prefer curbside collection can continue to use All American Waste's existing mattress collection service for the $30 collection fee.

🚧 Great News! – Main Street Complete Street Improvements Update

The Town of Windsor Locks is pleased to announce that CT DOT has approved our request for a significant funding increase and scope modification for the Windsor Locks Downtown SR 159 Complete Streets Project (Project L165-0002).

Originally awarded $3,550,400 in 2018 through the Local Transportation Capital Improvement Program (LOTCIP), which is administered by the Capitol Region Council of Governments - CRCOG (CRCOG) and funded by the Connecticut Department of Transportation (CT DOT), the project has now received approval for an increased funding allocation of $6,500,000.

This funding increase represents a tremendous investment in the future of our downtown and reflects the Town's continued efforts to secure outside funding for important infrastructure improvements.

The original project proposed a roundabout installation, which was ultimately rejected by Windsor Locks residents. Since then, the Town has worked closely with our consultant designers at Fuss & O'Neill to develop a new design focused on improving roadway alignment, pedestrian safety, and the overall walkability of downtown.

As a result of the increased funding, the revised project will now incorporate:

Proven traffic-calming measures to improve roadway safety.
Additional drainage improvements.
Granite curbing.
Ornamental lighting to enhance roadway and pedestrian safety.
Additional Rectangular Rapid Flashing Beacons (RRFBs).
Increased on-street parking.

With construction costs rising significantly since 2018, the Town submitted a funding increase request to account for inflation and the expanded project scope. CT DOT's approval of the $6.5 million allocation is a major milestone.

The project is currently in the preliminary design phase. As design progresses, the Town will hold a Public Information Meeting (PIM) to formally present the plans and receive feedback from residents. Stay tuned for information about that meeting.

Main Street is just one of several roadway projects moving forward. Design work is also underway for the reconstruction of Spring Street, which is anticipated to proceed in two phases:

πŸ“ Main Street to West Street

πŸ“ Volunteer Drive to Route 75

Funding for the Volunteer Drive to Route 75 portion is also anticipated through LOTCIP.

These projects demonstrate the importance of pursuing state, regional, and federal funding opportunities to make significant infrastructure investments possible. The Town continues to work diligently to identify and secure funding for additional roadway improvements throughout Windsor Locks.

🚧 Windsor Locks DPW Highway Department at Work! 🚧

You may see our Highway Department out on roadways throughout Windsor Locks performing crack sealing as part of our ongoing efforts to preserve and maintain our streets.

Crack sealing is an important preventative maintenance measure that helps extend the life of existing roadways. The process involves cleaning cracks in the pavement and applying a specialized rubberized material that seals them from water and other debris. By keeping water from entering the pavement structure, crack sealing helps prevent further deterioration, including potholes and more extensive pavement failures.

Simply put, it is much more cost-effective to maintain a good road than to reconstruct or repave a failed one. Crack sealing allows us to get more life out of eligible roadways and helps reduce the frequency - and cost - of major paving projects.

Not every road is a good candidate for crack sealing. Roads must still be in generally good condition for this type of preventative maintenance to be effective. Our crews are focusing on the roadways where crack sealing will provide the greatest benefit and help protect the Town's investment in our transportation infrastructure.

This summer, our Highway Department is expected to install approximately 6,000 pounds of crack sealing rubber on eligible roads throughout Windsor Locks! πŸ’ͺπŸ›£οΈ

⚠️ Please use caution when traveling through work zones. Keep an eye out for our crews and equipment, slow down, and give our team the space they need to work safely.

Thank you for your patience as we continue working to maintain and improve Windsor Locks' roadways!

In case you missed it...

Briarcliff Drive and Druid Street received the first of two asphalt layers (the binder course) today!

With the binder course now in place, the contractor will return next week to install new curbs. After the curbs have been installed, the final top course of asphalt will be placed, bringing this roadway improvement project one step closer to completion.

Once paving is finished, Spazzarini Construction Co., LLC will complete the remaining work, including backfilling behind the curbs, restoring disturbed areas with topsoil and grass seed, and completing the final punch list items.

This project, which began last year, is funded through the Town's Fiscal Year 2020 Capital Improvement Program. Thank you to the residents of the neighborhood for your patience and cooperation as we complete these important roadway improvements!

Heat Advisory Public Safety Message

June 30, 2026

FOR IMMEDIATE RELEASE
Extreme Heat Warning Issued for Connecticut –
Residents Urged to Take Precautions

Windsor Locks Office of Emergency Management

The Windsor Locks Office of Emergency Management is advising residents to take precautions as the National Weather Service has issued an Extreme Heat Warning for Connecticut. The warning is expected to remain in effect for several days, with daytime temperatures approaching or exceeding 100 degrees and heat index values making outdoor conditions especially dangerous.

Extreme heat can quickly lead to heat-related illnesses, particularly among older adults, young children, individuals with chronic medical conditions, outdoor workers, and pets.

Residents are encouraged to limit outdoor activities during the hottest part of the day and to check on family members, neighbors, and others who may be vulnerable.

Heat Safety Tips

Stay in air-conditioned buildings whenever possible.

Drink plenty of water, even if you do not feel thirsty. Avoid excessive alcohol and caffeinated beverages.

Wear lightweight, loose-fitting, light-colored clothing.

Limit strenuous outdoor activities to the early morning or evening hours.

Never leave children, older adults, or pets unattended in a parked vehicle, even for a few minutes.

Watch for signs of heat exhaustion and heat stroke. If someone experiences confusion, loss of consciousness, or a body temperature above 103Β°F, call 911 immediately.

Cooling Center Available

To assist residents who need relief from the heat, the Town has opened a cooling center at:
Windsor Locks Senior Center
519 Spring Street
Hours: Wednesday and Thursday during normal business hours.

If additional cooling services become necessary due to prolonged heat or power outages, the Ella Grasso Room at Windsor Locks Town Hall will be opened on Friday and throughout the weekend as needed.

The Town Hall cooling center, along with any extended hours at the Senior Center, will be staffed by members of the Windsor Locks Community Emergency Response Team (CERT).

Residents should continue to monitor local weather forecasts and Town communications for updates. Information regarding cooling center operations and any changes in hours will be shared through the Town's social media platforms, Everbridge emergency notification system, and local media outlets.

For non-emergency questions regarding cooling center operations, please contact the Windsor Locks Office of Emergency Management at 860-627-1400.

🚧 Construction Season is Underway in Windsor Locks 🚧

As construction season continues, residents will notice several roadway and infrastructure improvement projects taking place throughout town. In addition to the Connecticut Department of Transportation project on South Main Street, the Windsor Locks Department of Public Works is actively managing and completing several important projects aimed at improving our roads, drainage systems, and pedestrian infrastructure.

πŸ”¨ South Street Improvements

The DPW Highway Department is currently utilizing in-house staff to repair catch basins and replace catch basin tops on South Street between South Center Street and Green Manor Terrace. Beginning the week of June 22, contractors will mill and pave this section of roadway. Following paving operations, sidewalks and curb ramps will be replaced and upgraded to meet current ADA accessibility standards.

This project was approved by Windsor Locks voters as part of the FY 2021 Capital Improvement Plan.

πŸ’§ Briarcliff Drive & Druid Street Drainage Improvements

Spazzarini Construction Co., LLC is currently performing drainage improvements on Briarcliff Drive and Druid Street. This project builds upon drainage work completed last year on Briarcliff Drive, Sutton Drive, and Sherwin Lane and is intended to address longstanding drainage concerns in the neighborhood.

The project also includes roadway reclamation, grading, and paving on both Briarcliff Drive and Druid Street.

Funding for this work was approved by voters as part of the FY 2020 Capital Improvement Plan.

πŸ›£οΈ Manhole Adjustments Throughout Town

Residents may also notice contractors resetting manholes at various locations throughout Windsor Locks. Most of this work is occurring on South Street, Webb Street, and Second Street to complete roadway reconstruction projects initiated last year. While mobilized in town, the contractor is also addressing several nuisance manholes in other locations.

🚜 Ongoing Highway Maintenance

In addition to these capital projects, the DPW Highway Department continues to perform essential roadway maintenance activities, including:

β€’ Pothole repairs
β€’ Roadside mowing
β€’ Street sweeping
β€’ Drainage maintenance
β€’ Sign repairs and replacements
β€’ Other tasks that help keep our transportation network safe and functional

⚠️ Please Drive Safely

With multiple active work zones throughout Windsor Locks, we ask all motorists to remain alert, reduce speeds, and follow posted signage and traffic control devices.

Most importantly, please remember that the men and women working in these construction zones deserve to return home safely to their families at the end of each day.

Thank you for your patience as we continue investing in and improving Windsor Locks' infrastructure.

🌳 Did You Know? 🌳

The Windsor Locks Public Works Parks Department maintains 30 properties across town, totaling more than 431 acres of public land. Of those acres, over 100 require regular mowing throughout the growing season.

While mowing is one of the most visible spring and summer tasks performed by our Parks staff, it is only a small part of what they do each day. Their responsibilities also include:

⚾ Preparing and lining ball fields each year for more than 200 recreational games and events

🏊 Opening, operating, and maintaining the Pesci Park Pool

🧹 Cleaning park restrooms, showers, and storage facilities

πŸ—‘οΈ Emptying trash and recycling containers throughout our parks

🌿 Trimming shrubs, bushes, and ornamental plantings

πŸ’§ Operating, maintaining, and repairing irrigation systems

πŸ”¨ Maintaining playgrounds, fences, and other park infrastructure

🚜 Repairing winter plow damage

πŸŽ‰ Preparing parks and facilities for community events

πŸ“‹ Responding to resident requests and addressing park maintenance concerns

And that's just a portion of their workload.

Our Parks Department works hard every day to keep Windsor Locks' parks, fields, playgrounds, and recreational facilities clean, safe, and enjoyable for everyone. The next time you visit one of our parks, take a moment to appreciate the dedication and effort that goes into maintaining these community assets.
