Windsor Volunteer Fire Department extends our deepest condolences to Franklin Fire & Rescue on the passing of former Deputy Chief Mark W. Carr.

Chief Carr leaves behind a remarkable legacy of service, leadership, and dedicationโ€”not only to the fire service and the City of Franklin, but to the communities throughout our area.

His commitment to serving others extended far beyond the fire station. Chief Carr was a familiar and respected presence throughout our community, giving his time, leadership, and support to causes and organizations that worked to make our area a better place. His willingness to serve others, regardless of whether he was wearing a uniform, reflected the kind of person he was and the values he carried with him throughout his life.

For those of us in the fire service, Chief Carr represented what public service is truly about: putting others before yourself, mentoring those who follow, building strong relationships within the community, and answering the call whenever someone needed help.

The impact of his service will be felt for years to come through the firefighters he mentored, the colleagues he served alongside, the community members whose lives he touched, and the many people who benefited from his generosity and dedication.

The members of Windsor Volunteer Fire Department stand with our brothers and sisters of Franklin Fire & Rescue during this difficult time. Our thoughts and prayers are with Chief Carrโ€™s family, friends, former colleagues, and everyone who had the privilege of knowing

Rest easy, Chief Carr. Your watch is ended, but your legacy of service will continue to live on in the communities and people you touched.

On September 3, 2026, at approximately 1742 hours, the Isle of Wight Emergency Communications Center dispatched Windsor VFD to a burn complaint in the 5300 block of Windsor Blvd. Due to multiple additional calls, the burn complaint was quickly upgraded to a residential structure fire, adding the response of Carrsville Volunteer Fire Department , Windsor VRS, Isle of Wight County Fire Rescue, and Ivor Volunteer Fire Department. Simultaneously, Ivor Volunteer Fire Department was dispatched to a residential structure in Southampton County on Rt 460, close to the county line, which was determined to be the same call for service in IOW. Windsor VFD 409 arrived on-scene within 6 minutes of the dispatch to find a two story single family dwelling with heavy smoke from the rear of dwelling. Command was established and a working fire was declared. Upon further investigation, heavy fire and smoke conditions were located on the rear of the residence. Smithfield Volunteer Fire Department was requested to provide additional manpower. Sedley Volunteer Fire Department was requested to respond an additional tanker due to limited water supply in the area. Crews entered the residence and completed a primary search while making their way to the fire. Crews operating on scene faced many challenges with one being the heat advisory the area was currently under. Crews operated in both offensive and defensive modes at different times throughout in the incident. Wakefield VFD was requested for an additional tanker as well. The fire was brought under control by 2000 hours. The residents of the home are being assisted by the American Red Cross. The cause of the fire is under investigation by the Virginia State Police. WVFD would like to thank all the responder for their assistance in mitigating the scene. We would also like to thank Suffolk Fire Rescue for backfilling WVFD and covering any calls in area, while crews operated at this incident.

Units Responded: Engines 40, 41, 20, Ivor 64, Ladder 20, Truck 50, Tankers 40, 20, Ivor Tanker, Sedley Tanker, Wakefield Tanker, Rescue 40, Rehab 60, IOWFR Battalion 1, Chiefs 401, 201, 60, Medics 71, 72, & 62

๐Ÿ‡บ๐Ÿ‡ธ Happy Independence Day from the Windsor Volunteer Fire Department! ๐Ÿ‡บ๐Ÿ‡ธ

As we celebrate our nationโ€™s freedom with family, friends, and backyard cookouts, we encourage everyone to make safety your top priority this Fourth of July.

๐ŸŽ† Remember: Consumer fireworks are illegal in Virginia unless specifically permitted by local ordinance or used by licensed professionals. Every year, fireworks cause preventable injuries, brush fires, structure fires, and property damage.

Help keep our community safe by:
๐Ÿ‡บ๐Ÿ‡ธ Leaving fireworks to the professionals.
๐Ÿ”ฅ Keeping grills away from homes, decks, and dry vegetation.
๐Ÿš’ Having a hose or fire extinguisher nearby when grilling.
๐Ÿ‘€ Supervising children around grills, campfires, and sparklers (where legally permitted).
๐Ÿ“ž Calling 911 immediately if a fire gets out of control.

From all of us at the Windsor Volunteer Fire Department, have a safe, happy, and memorable Independence Day!

On Tuesday, June 30, we had the pleasure of 39 children from the IOW Parks and Recreation Summer Camp come spend sometime with us at the station. The campers toured the station, learned about the fire equipment on the Heavy Rescue and Fire Engines. The campers got to hold and see the extrication tools and were explained how we stabilize vehicles and perform vehicle extrication. The campers then got the opportunity to flow water from the fire hose. After a quick lunch break, the campers got to get inside the trucks and take a brief ride in the parking lot. We thoroughly enjoyed the campers visit to the station!

It is with great sadness that we announce the loss of Life Member John W. Kello who served since 1970 as a former Engineer and Firefighter. John Wayne was a dedicated member of Windsor Volunteer Fire Department for 56 years serving in various roles. We would like to thank John Wayne for his service to the community and his family for sacrifices made. John Wayne may be gone and will certainly be missed, but the memories will not be forgotten. Rest easy sir, we have it from here. The Kello family represents a long history of service as John Wayne was also the son of our first Fire Chief. We would ask that you keep the Kello family in your thoughts and prayers.
