The City of Winters City Council passed a new municipal code addressing common community concerns related to electric bicycles, scooters, boards, electric motorcycles, and other electric personal transportation devices that will go into effect September 3, 2026.

The purpose of WMC 10.44 is to complement existing California Vehicle Code requirements and promote safe operation of e-conveyances on public rights-of-way in the City of Winters.

What You Need to Know:

The new local ordinance establishes additional regulations for e-conveyance use in Winters, including:

🚫 Sidewalk riding is prohibited, with limited exceptions such as crossing driveways, designated shared-use areas, avoiding an immediate hazard, or while walking the e-conveyance.

🏍️ Off-highway electric motorcycles are prohibited from operating on public streets and public places.
📵 Handheld phone use while riding and headphones that block the ability to hear surrounding traffic are prohibited.
🛴 Parents may not knowingly allow minors to violate the ordinance.

State laws include:
👦 Riders under 16 may not operate a Class 3 e-bike.
⛑️Helmets are required for minors under 18 operating Class 1 or Class 2 e-bikes.

🏫 WHAT SHOULD FUTURE FACILITY FUNDING LOOK LIKE FOR WINTERS JUSD?

We need your feedback!

In our first facilities survey, the community helped identify the improvements that matter most across our schools.

Now we’re asking you to help us take the next step.

Facilities Planning Survey #2 asks you to:

✅ Review five potential facility funding scenarios
✅ Choose the scenario that best reflects your priorities
✅ Tell us what influenced your choice
🏟️ Weigh in on whether funding should be specifically reserved for student athletics and field improvements
📍 Tell us where athletic improvements should be prioritized
➕ Identify a project you believe may still be missing

And students — we want to hear from you too!

Students use our campuses every day, and their perspective on classrooms, outdoor spaces, athletics, and school facilities needs to be part of the conversation.

👨‍👩‍👧 Parents & Guardians
🎓 Students
🍎 Staff
🏡 Community Members

Everyone is encouraged to participate.

📅 Survey closes Wednesday, August 26, 2026
