Cesar has been selected for one of the five summer creative residencies at The Prior Performing Arts Center, at the College of the Holy Cross, through their scholarship in action program. Go check out his incredible work!

-His documentary film project, “Abstract Beast: Creative Freedom Through Assistive Technology,” will explore his journey as an artist and inventor despite the challenges of adaptation resulting from disability. Through footage that revisits his early work in realism, his pivot to an abstract approach and the resulting development of his assistive painting system, this documentary will ultimately showcase how assistive technology can empower others with disabilities to create.

“As an artist with a physical disability, my work is rooted in adapting to limitations while continuing to create,” said Rodrigues. “I aim to document the relationship between intention, communication and ex*****on, highlighting how artistic control can exist beyond physical limitations.”

Last week, local disability rights advocates gathered to celebrate a big win for accessible affordable housing in Massachusetts. The Governor’s Executive Office of Housing and Livable Communities, recently adopted amendments to the Qualified Allocation Plan, which governs awarding of housing subsidy programs, and outlines how the state awards and administers federal and state, Low Income Housing Tax Credits (LIHTC) each year. This amendment mandates that properties with elevators, using state Low-Income Housing Tax Credits (LIHTC), will have to include 10% accessible units. This decision comes after several years of advocacy work, led by disability rights advocates from Your Access Advocates (YAA), formerly Center for Living & Working. This is great news for housing accessibility in Massachusetts and will support the development of hundreds of accessible, affordable apartments, across the commonwealth. As a YAA board member, I’m incredibly proud to be a part of this work.

Tomorrow is an exciting day for the Indian Lake Community Association (ILCA) Community Garden. The ILCA garden has grown year after year, thanks to the hard work of volunteers organizers, and leadership of Carl Gomes. It’s a wonderful community space, for green thumbs of all ages. Come on down to 3 West Boylston Drive tomorrow!

Violence on the Worcester common, or in any Worcester neighborhood, is unacceptable. For a city of over 200,000 Worcester is a safe community. Crime rates are down in Worcester in large part, due to the work of WPD, Worcesters Quality of Life team, and our neighborhood groups.
It takes a proactive approach to address public safety issues. After hearing public safety concerns from Canal District residents and Businesses this spring, I coordinated a meeting on April 10th with City Manager Eric Batista, Chief of Police, Paul Saucier and Central Mass Housing Alliance, to discuss expanding police presence and clinical outreach, to unhoused individuals in the Canal District and downtown area. Progress on these initiatives is ongoing.

Downtown Worcester is moving in a positive direction. The Worcester Public Library has programs and resources for all ages, in addition to drop in hours for social services. The Downtown Business Improvement District is expanding year round cultural events. The Canal District remains a vibrant hub of small businesses.

As a community and council we need to acknowledge and address the underlying public safety issues of mental health, substance abuse and the lack of transitional housing. Everyone deserves to feel safe in their neighborhood and downtown. I will continue to work with our City Administration, police department, and service providers to address public safety concerns and help those in crisis.

For the month of June 2026, the bulk waste drop-off facility at the Residential Drop Off Center at 1065 Millbury St. will be open for two additional days, Thursdays and Fridays. I’d like to thank City Manager, Eric Batista, DPW commissioner, John Westerling, and DPW Staff for making this possible.

The drop-off center allows residents to dispose of bulk waste items in a timely manner and at a low cost. With an appointment, residents may drop off bulk waste items for nominal fees during the following hours:

Wednesdays, 8:30 a.m. to 6 p.m.
Thursdays, 8:30 a.m. to 2:30 p.m.
Fridays, 8:30 a.m. to 2:30 p.m. (Closed June 19 for Juneteenth)
Saturdays, 9 a.m. to 4 p.m.
