York County Treatment Courts
York County, Pennsylvania operates four adult treatment courts: Drug, DUI, Mental Health and Veterans. Folks who
York County's Treatment Courts provide an alternative to incarceration for those with non-violent Drug & DUI related offenses. The program addresses the underlying causes of addiction and criminal behavior and also serves as a way for those with Drug & DUI charges to satisfy their various sentences. Treatment courts use cross-training to align practices across justice and treatment systems, and the Adult Treatment Court Best Practice Standards (latest edition: January 2026) emphasize cross-training as a core component to improve outcomes.
Yesterday some of our team members had the opportunity to visit Colonial House outpatient program, where many of our participants have received excellent substance use treatment!

Program Update: SSD Star
The York County Department of Probation would like to share an update about SSD Star, the facility dog who has been with us through our partnership with Susquehanna Service Dogs (SSD).
After thoughtful evaluation, both SSD and our department agreed that a busy facility environment isn’t the best long‑term fit for Star’s strengths and personality. She will be returning to SSD, where their team will work to identify a placement that better aligns with her needs and talents. We are grateful for the joy and comfort she brought during her time with us.
Laura Westover, Star’s primary handler shared, “Star brought a sense of calm and connection to everyone she interacted with. Even in her short time here, she made a meaningful impact, we will all deeply miss her presence but know she is destined for great things!”
We also want to reassure our community that the facility dog program is continuing. We will be welcoming another highly trained SSD dog in the future, and we’re excited for the support this future dog will bring to our clients and staff.
Thank you to Susquehanna Service Dogs for their continued partnership—and thank you to our community for supporting this important program.

Many of our Probation clients Wellness Court participants rely on bikes and e‑bikes to get where they need to go. We know transportation isn’t always easy, and we appreciate the effort you put into staying committed and moving forward.
