York County Treatment Courts York County, Pennsylvania operates four adult treatment courts: Drug, DUI, Mental Health and Veterans. Folks who

York County's Treatment Courts provide an alternative to incarceration for those with non-violent Drug & DUI related offenses. The program addresses the underlying causes of addiction and criminal behavior and also serves as a way for those with Drug & DUI charges to satisfy their various sentences. Drug Treatment Court was founded in 1997 and serves non-violent offenders with diagnosed substance abuse and/or mental health disorders. DUI Treatment Court focuses on addiction that leads individuals to commit the crime of DUI. Of the criminal court cases processed in York County, at least 1/3 are DUI or DUI-related offenses. Mental Health Court was established in 2005 to address defendants with mental health issues. People with mental illness are at increased risk for contact with law enforcement due to increased risks for homelessness, lack of service availability in the community and inability to access entitlements in a timely fashion. Veterans Court is a hybrid of Drug and Mental Health Court that recognizes the unique military culture while addressing distinct veteran issues, such as Post-traumatic Stress Disorder, Traumatic Brain Injury, and Military Sexual Trauma. Not only do the four Treatment Courts save taxpayers hundreds of thousands of dollars each year by avoiding incarceration but they also have an incredible rate of success.

Case managers are guides, advocates, and connectors — helping Pennsylvanians navigate treatment, housing, health care, and other supports that make sustained recovery possible.

Through Pennsylvania's local drug and alcohol offices, case management is a core part of the substance use disorder service system. Specialized case management services are also expanding to help Pennsylvanians experiencing problem gambling connect with care and support.

This Case Management Week, we thank the dedicated professionals who help people overcome barriers, build connections, and move forward in recovery.

🎉 Happy Retirement, Diane! 🎉

Today we celebrate Diane, our amazing MHIDD Case Manager, as she begins her next chapter! After 7 years serving in Drug Court and Mental Health Court, this week marked her final week in court, and we couldn’t let her go without celebrating all she has brought to our Wellness Courts family.

Diane is passionate, kind, patient, and deeply committed to her clients. Her advocacy for the individuals she serves and the mental health community is immeasurable. She has a way of making everyone feel like a friend, because to so many of us, she truly is everyone’s best friend. ❤️

Diane brings compassion, dedication, and plenty of fun wherever she goes (even if she arrives a little late! 😉). Her impact on our clients, our teams, and our community will be felt long after her last day in court.

Diane, thank you for 7 years of making a difference, standing up for others, and being such a special part of our Wellness Courts family. We will miss you more than words can say, but we are so excited for you and this next adventure!

Strong teams. Strong partnerships. Stronger communities.

The success of York County Wellness Courts is built on a commitment to continuous learning, evidence-based practices, and the community partnerships that make this work possible.
Last week, York County Wellness Court team members attended the PATCP 28th Annual Conference in State College, joining more than 450 attendees from across Pennsylvania and the country to learn from experts in the treatment court field and explore the latest evidence-based practices and treatment approaches.

Our team didn’t just attend — they shared their knowledge and experience with others! Laura Westover presented on the importance of public education , while President Judge Flannelly, Danielle Salisbury, and Brittany Thomas presented on juvenile treatment courts. We were also proud to see our community partners, Justin and Allen, present on sound meditation and peer support, highlighting the value of collaboration in supporting participants on their journey to recovery and success.

The importance of community support was also evident in a special message from former York County District Attorney and current Pennsylvania Attorney General Dave Sunday. Although unable to attend, he sent a letter of support that was read to conference attendees. Dave has long been a champion of York County’s treatment courts and continues to support this important work throughout the Commonwealth.

Continuing education strengthens our teams. Community partnerships strengthen our programs. And together, they help make meaningful, lasting change possible.

Thank you for your leadership and support April!

Today we celebrate Chief April J. Billet who retired on Friday after 24 years of dedicated service to York County. April has spent her career strengthening our community, supporting those we serve, and leading with compassion, courage, and unwavering commitment.
From her early days as an MH Case Manager to her leadership across adult and juvenile probation, April has shaped countless programs, partnerships, and people. Her work establishing CIT, supporting GVI, and championing treatment courts & evidence‑based practices has left a lasting impact on York County and beyond.
In her farewell message, April shared her gratitude for her colleagues and community, thanking everyone for their dedication and partnership. That gratitude is returned a hundredfold today.

Please join us in wishing April a joyful, well‑deserved retirement. Her leadership, heart, and steady presence will be deeply missed—and never forgotten.
