【與哈薩克斯坦財政部國家收入委員會進行第一次AEO互認安排雙邊會議及聯合認證工作🇰🇿🤝🏻】

繼去年10月香港海關與 #哈薩克斯坦財政部國家收入委員會 在哈薩克斯坦阿斯塔納簽署「認可經濟營運商互認安排行動計劃」後，哈薩克斯坦財政部國家收入委員會海關作業管理處副處長 Zhandos Sekenov 於2026年3️⃣月🔟日率領代表團到香港進行第一次雙邊會議及聯合認證工作⭐️。

貿易關係及公共傳訊科署理高級參事石玉英帶領AEO團隊與哈薩克斯坦財政部國家收入委員會代表商討互認安排發展工作， 雙方人員及後亦到訪現行的AEO公司進行聯合認證工作，以加快落實AEO互認安排👍🏻。

【Conducting the 1st AEO MRA Bilateral Meeting cm Joint Validation Visit with the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan🇰🇿🤝🏻】

Following the AEO Mutual Recognition Arrangement (MRA) Action Plan signed with the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan in October 2025 in Astana, Kazakhstan, Deputy Head of the Customs Operations Division of the Customs Control Department of the State Revenue Committee, Mr. Zhandos Sekenov led a delegation to Hong Kong for the 1st bilateral meeting cm Joint Validation Visit (JVV) on 🔟 March 2026⭐️.

During the visit, Acting Senior Staff Officer for Trade Relations and Public Communication, Ms Kit SHEK, led her team in productive deliberation with the Kazakhstan delegation regarding the development on the AEO MRA. Subsequently, JVV was conducted at an existing HKAEO company to expedite the implementation of the AEO MRA👍🏻.

【Attending the Seminar on “Optimizing Business Growth: Leveraging Customs Trade Facilitation Schemes”⭐️】

Invited by GS1 Hong Kong Limited, Hong Kong Customs participated in the seminar “Optimizing Business Growth: Leveraging Customs Trade Facilitation Schemes” on 16 January 2026 and introduced “Hong Kong Authorized Economic Operator (AEO) Programme” and other trade facilitation schemes implemented by Hong Kong Customs including “Free Trade Agreement Transhipment Facilitation Scheme”, “Single E-Lock Scheme”, “Cross-boundary Express Cargo Clearance Facilitation Arrangement”, “Air-Land Fresh Lane” and “Trade Single Window” to over 5️⃣0️⃣ participants. Officers introduced the features, application procedures and benefits of the schemes including reduced Customs inspection, prioritized Customs clearance and preferential tariff, aiming at assisting local enterprises to enhance their competitiveness 💪🏻.

As the global trade environment evolves rapidly🌍, enterprises encounter challenges from rising operating costs and intensifying market competition. The Commissioner of Customs and Excise, Mr Chan Tsz-tat signed the Mutual Recognition Arrangement (MRA) on Authorized Economic Operator (AEO) Programme ⭐️ between Hong Kong Customs and the National Superintendence of Customs and Tax Administration (SUNAT) of Peru 🇵🇪 in hybrid mode at the Customs Headquarters Building on 3️⃣0️⃣ December 2025. The MRA with Peru is Hong Kong Customs’ first MRA concluded with Customs administrations in the South American Region, marking a significant step in strengthening trade ties between the two places as well as the South American Region🤝🏻.

【香港海關協調香港AEO成功獲取內地AEO認證✅】

為積極落實《深化粵港澳大灣區AEO合作的備忘錄》，香港海關一直與內地海關緊密合作🤝🏻，協調香港AEO申請內地AEO認證的事宜，以加快認證的時間。

去年1️⃣2️⃣月，香港海關人員率領由五間香港AEO組成的代表團赴深圳考察，並與內地海關AEO團隊進行直接交流。在代表團成員中，繼香港AEO「利記國際有限公司」的內地公司於今年年初成功獲得內地認證後，今年 8️⃣月，另一香港AEO「愛普生香港有限公司」的內地公司「愛普生（中國）有限公司」亦正式獲得內地海關的AEO認證，展現了兩地深化AEO合作的成效。香港海關會繼續發揮「AEO超級聯繫人」的角色與功能，持續為深化大灣區AEO合作事宜作出貢獻👍🏻。

【Hong Kong Customs facilitates HKAEO in obtaining Mainland AEO Certification✅】

To implement the "Memorandum of Understanding on Enhancing AEO Co-operation in the Guangdong-Hong Kong-Macao Greater Bay Area", Hong Kong Customs has been collaborating closely with the Mainland Customs to follow up on Hong Kong AEOs’ applications for the Mainland AEO certification and expedite the accreditation process🤝🏻.

In last December, Hong Kong Customs officers led a delegation of five Hong Kong AEOs to Shenzhen for a visit and arranged direct communication with AEO officials from the Mainland Customs. Following the successful accreditation of the mainland company of one of the delegation members, HKAEO "Lee Kee International Limited" earlier this year, "Epson (China) Co., Ltd.", the Mainland company of another delegation member HKAEO "Epson Hong Kong Limited" also obtained AEO accreditation from the Mainland August. This showcases the effectiveness of enhancing AEO cooperation between the two Customs adminstrations. Hong Kong Customs will continue to serve as the "AEO super-connector", further enhancing AEO cooperation in the Greater Bay Area👍🏻.

香港海關貿易關係及公共傳訊科人員於12月1️⃣至3️⃣日，以線上形式參與了由世界貿易組織（WTO）於瑞士日內瓦舉行的貿易便利化委員會會議，與其他WTO成員國家及地區代表進行交流，探討促進全球貿易便利化的方案。會議期間，貿易關係及認證組助理參事謝曼嘉向與會人士介紹「香港認可經濟營運商（AEO）計劃」如何為企業提供通關便利及提升市場競爭力💪🏻，並分享香港海關如何協助中小企業參與計劃。是次會議匯聚了來自不同國家及地區的WTO成員代表🌍，冀望加強相互之間的合作，提升全球貿易便利化的效率。

【Attending the Meeting of the Committee on Trade Facilitation held by the World Trade Organization⭐️】

Officers of the Office of Trade Relations and Public Communication attended the meeting of the Committee on Trade Facilitation held by the World Trade Organization (WTO) at Geneva, Switzerland, online from 1️⃣ to 3️⃣ December 2025. During the meeting, Ms. TSE Man-kar, Assistant Staff Officer (Trade Relations and Accreditation), introduced how the Hong Kong Authorized Economic Operator (AEO) Programme provided customs facilitations to enterprises and enhanced their market competitiveness💪🏻 and shared how Hong Kong Customs facilitated the integration of small and medium enterprises into the Programme. The meeting brought together the representatives of WTO members from different countries and regions🌍, aiming at strengthening the mutual cooperation and enhancing the efficiency of global trade facilitation.
