The National Assembly of the Socialist Republic of Viet Nam held the Opening of the 2nd Meeting 2026-2027 of the 16th Session of the 16th National Assembly on 17 October 2026 in which HE. Ambassador Timor-Leste to Viet Nam, Mr. João Pereira, together with all Ambassadors to Viet Nam to participate in the Openning Ceremony.
During the Ceremony of the Opening of the 2nd Meeting of the 16th Session, HE. Prime Minister of the Socialist Republic of Viet Nam, Le Minh Hung, presented the Report on the Results of the Implementation of Socio-economic Development of Viet Nam of 2026 to the National Assembly under the theme: "Independence, Freedom and Happiness".

Following Timor-Leste Signed as Member State Parties to the "Convention on Cluster Mu*****ns" represented by H.E. Minister of Foreign Affairs and Cooperation Timor-Leste, Bendito dos Santos Freitas, during the Third Review Conference of the Convention on Cluster Mu*****ns in Vientiane, Lao PDR, 14-18 September 2026, the Embassy of Timor-Leste in Viet Nam was invited and participated in "THE CONVENTION ON CLUSTER MU*****NS Forum by Mu*****ns Advisory Group (MAG) Viet Nam in Hanoi-Viet Nam on 15 October 2026.
During the forum, HE. Ambassador Timor-Leste to Viet Nam, Mr.João Pereira, provided update on
i)The rationale of Timor-Leste signed the State Party Membership to the Treaty;
2) The National Process toward accession to the Convention on Cluster Mu*****ns in accordance with the Constitutional and national procedures, including ratification on Timor-Leste signatory to the treaty; and
3) The longstanding commitment of Timor-Leste's participation in the broader international disarmament and non-proliferation framework.

The Embassy of Timor-Leste in Viet Nam is honored with the Courtesy Visit of HE. Jamal Sharfuddin Bin Johan, new Ambassador of Malaysia to Viet Nam, on 14 October 2026. It is an ASEAN way of strengthening bilateral relations among ASEAN Member States family in Viet Nam.
During the courtesy visit, the Ambassadors, exchange of views on Viet Nam, Malaysia and Timor-Leste and how to strengthen multilateral affairs among the ASEAN Member States Diplomatic Missions in Viet Nam with the host country Viet Nam and with other countries Mission in Viet Nam.

The 4th ASEAN -China Forum, 2026 counted on presence of the Head of the State Justice of China and the Head of State Justice of all ASEAN Member States, including the H.E. Head of Justice of Timor-Leste, Mr. Afonso Carmona, accompanied by HE. Ambassador Timor-Leste to Viet Nam, Mr. João Pereira.

At the closing of the 4th ASEAN-China Forum, the Head of State Justices decided Lao PDR as the host of 5th ASEAN-China Forum in 2027.

H.E. President of the Court of Appeal (Tribunal de Recurso) Timor-Leste, Mr. Afonso Carmona, accompanied by H.E. Ambassador Timor-Leste to Viet Nam, Mr. João Pereira, participated in the 4th ASEAN-China Justice Forum in Danang -Viet Nam, during 10-12 october 2026.
During the Forum, H.E. President of Court of Appeal delivered his Speech on Justice system in Timor-Leste representing Timor-Leste as an ASEAN Member State successively alphabetically following the other 10 ASEAN Member States and China.
One of the key output of the 4th ASEAN -China Justice Forum was the Declaration of Joint Statement of the ASEAN-China on the need to strengthen cooperation to address trans-national crimes.

The 4th ASEAN-China Forum is convened to further strengthen and deepen bilateral and multilateral judicial cooperation between the People's Courts of ASEAN Member States and the Supreme People's the People's Republic of China in contributing to advancing the ASEAN-China Comprehensive Strategic Partnership, and promoting regional economic integration.
The Theme of the 4th ASEAN-China Forum is: "Strengthening Regional Judicial Cooperation in the Context of International Integration and the Digital Era"
The Forum discussed sub-topics:
-"Cooperation in resolving cross-border criminal, civil and commercial disputes in the Digital Era";
-"Sharing experiences in developing e-courts, applying artificial inteligence (AI) to judicial adjudication, and future prospects".

Madam Isabel Pereira, spouse of the Ambassador of Timor-Leste to Viet Nam, attended the thematic session titled "Global Alliance for Children Initiative." The event was organized by the Ministry of Education and Training (MOET) in collaboration with UNICEF on the afternoon of October 8, 2026, at the Grand Plaza Hotel in Hanoi.
This activity took place within the framework of the 2026 International Conference on Education Cooperation in the Digital Era, hosted by MOET.
Participants included representatives from MOET departments, UNICEF, international organizations, education experts, educational institutions, businesses, and development partners.
Discussions focused on leveraging technology to address practical educational challenges, enhancing the quality of teaching and learning, and ensuring children develop their capabilities within the digital environment.
1. Helping students understand AI and use it to boost their learning capabilities
2. Technology must help children learn better and provide better support for teachers.
3. Building a safe and equitable digital educational environment for children.

HE. Ambassador Extraordinary and Plenipotentiary of Timor-Leste to Viet Nam, Mr. João Pereira, accompanied by the 2nd Secretary of the Embassy of Timor-Leste in Viet Nam, Mr. Jorge de Araujo, were invited and participated in the "18th International Conference on South China Sea, held at the Sheraton Hotel, Hanoi-Viet Nam during 7-8 October 2026 hosted by the Diplomatic Academy of Viet Nam (DAV).

The International conference brings together representatives of Diplomatic Missions and International Organizations, maritime experts, Scholars and academicians, practitioners, from all 5 continents, and students to table discussions arround the the theme of the 18th South China Sea International conference:
"Contestation, Connectivity, and Cooperatio: The South China Sea and the Regional Maritime Order".

HE. Ambassador João Pereira was selected among Ambassadors to Viet Nam and trusted by the DAV as the Moderator of 4 Panelist of the Session 3 of the Conference titling: "From Hormuz to the South China Sea: Oil Shock, Shipping Disruption, and Regional Energy Security" with the Panelists:

H.E. Ambassador Timor-Leste to Viet Nam, Mr. João Pereira, was invited and participated in the Openening Ceremony of the International "Conference on Education Cooperation in the Digital Era" under the Theme: "Building the Future Together: Advancing Safe, Inclusive and Responsible Digital Futures through Global Partnerships" by Ministry of Education and Training (MoET) Viet Nam at Hotel Grand Plaza, Hanoi-Viet Nam, on 8 October 2026.

In is Openning Speech of the Conference, H.E. Minister of Education and Training of the Socialist Republic of Viet Nam and Member of the 14th Central Committee of the Communist Party of Viet Nam, Mr. Associate Professor Hoang Minh Son, underscored the growing demands and the importance of Artificial Inteligence (AI) and digital transformation are creating significant opportunities for education worldwide: expanding access to knowledge, personalizing learning, supporting creativity, and improving management and governance.
At the same time, AI presents new challenges related to information quality and reliability, ethics, copyright, data security, and risk of widening digital devides. More importantly, education must address a fundamental question: how do we prepare people to master and work effectively with AI rather than depend on it.

To realize the Resolution No.20-NQ/TW dated 28 July 2026 on the new vision for building and developing maritime, Viet Nam calls for strengthened international expertise, technology, finance, data, training, and experience, while also sharing its own experience and contribution to regional and global maritime cooperation for shared benefit, the Diplomatic Academy of Viet Nam (DAV) held the "Viet Nam Maritime Forum" at Grand Plaza Hotel-Hanoi on 2 October 2026 under the theme: "Advancing International Cooperation and Integration for a Strong Maritime Viet Nam".

H.E. Ambassador Timor-Leste to Viet Nam, Mr. João Pereira, was invited to participate in the Viet Nam Maritime Forum 2026 together with several Ambassadors of other countries to Viet Nam, the Communist Party of Viet Nam's leaders, Viet Nam's Government Members of Ministry of National Defense, Min. Public Security, Min.Agriculture and Environment, Min. H.E. Ambassador Timor-Leste to Viet Nam, Mr. João Pereira, was invited to participate in the "2026 International Forum on Public Governance" held by the Diplomatic Academy of Viet Nam (DAV) at Ho Chi Minh National Academy of Politics, Hanoi-Viet Nam, during 5-7 October 2026, under the theme: "inclusive Governance in the New Era of Development: Systems Transformation, Innovation and Future- Ready Government.

The President of Civil Service Commission (CSC) Timor-Leste and his delegation also participated in the International Conference.

One of the main agenda of the 2026 International Forum on Public Governance was the "High-Level Board Meeting of the Eastern Regional Organization of Public Administration (EROPA)" held at the National Academy of Public Administration and Governance (APAG) Viet Nam in Hanoi on 6 October 2026.
During the 2026 EROPA high-Level Meeting on 6 October in APAG, Timor-Leste was approved as a new Member of the EROPA after its application in 2023 meeting.
During the EROPA board meeting approval of Timor-Leste membership, H.E. Ambassador Timor-Leste to Viet Nam, Mr. João Pereira, represented the Government of Timor-Leste, accompanied by H.E. President of CSC Timor-Leste, delivered a grateful remarks on the approval of Timor-Leste membership.

H.E. President of the Civil Service Commission (CSC)Timor-Leste, Mr. Agostinho Leitêncio de Deus and his Delegation, arrived at Noi Bai International Airport, Hanoi-Viet Nam on 3 October 2026 and welcomed by H.E. Ambassador Extraordinary and Plenipotentiary of Timor-Leste to Viet Nam, Mr. João Pereira and the Diplomats of the Embassy of Timor-Leste in Viet Nam.

The President CSC Timor-Leste will participate in the "2026 Annual International Forum on Public Governance" under this year theme "Inclusive Governance in a New Era: Systems Transformation, Innovation, and Future-Ready Government" to take place in Hanoi-Viet Nam during 5-7 October 2025 hosted by Academy of Public Administration and Governance (APAC), Hanoi-Viet Nam and the Ho Chi Minh National Academy of Politics (HCMA).

The Forum brings together policymakers, public leaders, scholars, practitioners and representatives of International Organizations and leading institutions in public administration and governance. It provides a platform for substantive dialogue on the major transformations shaping public governance, with particular attention to system transformation, implementation, innovation, inclusive governance, local development, and future-ready government.
