Technical & Financial Details
• Design Speed: maximum of 350 km/h — over three times faster than Metro Line 1 (110 km/h).  
• Track Specifications: Standard double-track, standard gauge (1,435 mm).  
• Investment:
• Estimated at USD 4.09 billion
• Financing Model: Proposed under a public–private partnership (PPP) – Build–Own–Operate (BOO) model. Vingroup (via VinSpeed) aims to finance construction and operation, while the state handles land clearance. Financing structure included 15% equity and 85% debt.    

Timeline & Implementation
• Approval & Planning: The project is part of ’s revised master plan (2021–2030 with vision to 2050), also extended in long-term planning to 2040–2060.    
• Progress Status: As of mid-2025, Vingroup is preparing pre-feasibility and feasibility studies; authorities aim to approve the project for inclusion under a special mechanism (Resolution 188).

Expected Construction & Completion:
• Construction may begin early 2026, with trial operations and handover targeted by 2028.  

The large construction site to serve 2027 in Phu Quoc . The master plan is about 78 hectares wide, located in the south of the pearl island. The works serving located on the reclaimed land include:

- APEC multi-functional complex with a capacity of 15,000 attendees;

- APEC Park located in the center can host performances, exhibitions and community events both during and after the summit;

- More than 2km of sea frontage with promenades, squares, food courts, retail...

- An iconic tower;
