📢 Update on Private Waste Operator Compliance Activity in Port Vila 📢
On the 8th of April 2026, DEPC staff were present on site at the Bouffa Landfill entrance to monitor vehicles both licensed and unlicensed that are transporting waste to the landfill. As per the Waste Management Act No. 24 of 2024, any person who wishes to undertake any of the following waste management operations or services must hold a private waste operator’s license:
1. Providing waste collection and transport service
2. Operating a landfill
3. Operating a controlled waste dump
4. Operating a waste transfer station
5. Operating a recycling centre
6. Operating a waste treatment plant
7. Operating a composting plant
8. Operating a waste incinerator
Undertaking this compliance task has assisted the department in identifying operators who still need to obtain a valid license from the Department of Environmental Protection and Conservation. Few operators have been issued with an abatement notice to acquire a license within a period of two weeks. Non-compliance could lead to fines.
The department continuously encourages those who have received an abatement notice and those that are operating illegally to come forward and apply. We urge everyone to do the right thing so we can all work collaboratively to protect our environment. 🤝

As we are in the first quarter of 2026, the department emphasizes that all individuals wishing to provide the following operations or services must be knowledgeable about and comprehend the application processes and requirements necessary to obtain a valid license for operation.
1. Provide waste collection and transport service
2. Operating a landfill site
3. Operate a controlled waste dump
4. Operate a waste transfer station with the capacity to store more than 5 litres of liquid waste or over 1 tonne of solid waste
5. Operating a recycling Centre

8. Operate a waste incinerator
The half-day training has enabled participants to gain a better understanding of the DEPC & Shefa Provincial Government PWOs License and permit application processes, as well as the requirements that must be fulfilled. Considering ongoing waste management challenges such as littering and illegal dumping, the department is committed to enhancing measures to maintain a clean environment. Consequently, this training empowers PWOs to better grasp their roles and responsibilities when delivering these services. 🤝
