Two days ago, we held the inaugural meeting of the Development Cooperation Monitoring Committee. The Committee will serve as the main inter-institutional mechanism to support the coordination, monitoring, and implementation of funding provided by the European Union and development partners.

The meeting brought together representatives of institutions benefiting from EU funding to discuss the key opportunities and challenges in the implementation of IPA and WBIF funds, as well as to prepare for the upcoming dialogue with the EU.

In the upcoming months, Kosova institutions stand to benefit considerably from the opportunities provided by the Reform and Growth Facility funds, disbursed based on the achievement of the Reform Agenda as well as the Instrument of Pre-accession Assistance.

Kosova stands to gain significantly from the lifting of EU measures in 2026. Many of the funds will focus on improving infrastructure and supporting the implementation of reforms.

EU funds under the IPA 2021 and 2022 programmes, which were suspended until recently, are expected to be contracted soon and to begin implementation during 2026, amounting to approximately €74.4 million.

Another major project, released from EU measures last year, is the Prishtina district heating project under the IPA 2020 programme. It will benefit from €17.6 million in EU funding, following the recent approval of the agreement that enables its delayed contracting.

At the same time, approximately €129 million is expected to be approved by the WBIF - Western Balkans Investment Framework as investment grants, financing projects such as wastewater treatment plants in Prishtina and Podujeva, early childhood education, and the improvement of energy transmission. The latter will be covered by the first pre-financing under the Reform and Growth Facility of the EU Growth Plan. A further €4 million will support the technical preparation of future investments under the WBIF.

These figures do not include the total value of the projects. They represent only the non-repayable grant component. The overall value will be much higher, consisting of additional funds from Kosova, bilaterally secured loans, and loans secured through the WBIF.

Development Cooperation Office, in its capacity as NIPAC Office will continue to coordinate planning and implementation of EU funds for Kosova.

📊 Raporti mbi Pjesëmarrjen e Kosovës në Programet e BE-së (2024)

Zyra e Bashkëpunimit për Zhvillim, në bashkëpunim të ngushtë me Pikat Kombëtare të Kontaktit për programet e Bashkimit Evropian, ka përpiluar Raportin mbi Pjesëmarrjen e Kosovës në Programet e BE-së për vitin 2024.

Raporti paraqet një pasqyrë të qartë të progresit, rezultateve dhe sfidave kryesore në pjesëmarrjen e Kosovës në programe si Kosovo Erasmus+ Office, Creative Europe Desk Kosovo, Horizon Europe, CERV Kosova - Fuqizimi i Pjesëmarrjes Qytetare dhe Barazisë, Digital Europe, Single Market Programme, si dhe programe të tjera sektoriale.

🔹 Disa pika kyçe nga raporti:

- Pjesëmarrja e Kosovës në programet e BE-së ka shënuar rritje të qëndrueshme ndër vite, si në numrin e aplikimeve ashtu edhe në projektet e financuara.

- Përfitimet financiare nga programet e BE-së për periudhën 2021–2024 kanë arritur rreth 13.3 milionë euro, duke tejkaluar ndjeshëm kontributin e paguar nga Kosova gjatë së njëjtës periudhë.

- Fondet kanë përfituar drejtpërdrejt organizata, institucione arsimore, shoqëri civile, biznese dhe individë, duke kontribuar në zhvillimin institucional, inovacion, kulturë dhe shkëmbim ndërkombëtar.

- Ndër sfidat kryesore mbeten nevoja për forcim të kapaciteteve aplikuese, rritje të përfshirjes sektoriale dhe koordinim më të hershëm ndërinstitucional.

📈 Grafiku i përfitimeve financiare 2021–2024, tregon qartë trendin pozitiv të rritjes së përfitimeve nga programet e BE-së dhe potencialin e mëtejmë për vitet në vijim.

Falënderim i veçantë për Pikat Kombëtare të Kontaktit, të cilat me punën e tyre të palodhshme, përkushtimin profesional dhe mbështetjen e vazhdueshme për aplikuesit kanë dhënë një kontribut thelbësor në këtë sukses të përbashkët.

Ky raport dëshmon se investimi në koordinim, ekspertizë dhe bashkëpunim institucional sjell rezultate konkrete për Kosovën.
