Deposit Insurance Fund of Kosovo (DIFK) represented by its Managing Director Ms. Shqipe Devaja participated, in the high level Regional Conference hosted by the Central Bank of the Republic of Kosovo (CBK) on Crypto-Assets and Digital Money, which brought together representatives of regional central banks, international financial institutions, and regulatory authorities from across the region and beyond.

The conference served as an important platform for the exchange of experiences and discussions on the latest developments in digital finance, crypto-assets, and financial innovation, as well as their implications for financial stability, regulatory frameworks, financial supervision, and consumer protection.

The discussions underscored the importance of developing clear and harmonized policy and regulatory frameworks that enable responsible innovation while preserving financial integrity, market confidence, and financial stability.

As a key component of Kosovo’s financial safety net, DIFK recognizes that the ongoing evolution of digital finance should be supported by strong institutional frameworks that contribute to safeguarding financial stability and strengthening public confidence in the financial system. In this context, an effective deposit insurance system remains a critical pillar for protecting depositors and enhancing the resilience of the financial sector in an increasingly dynamic and digitalized environment.

Fondi për Sigurimin e Depozitave në Kosovë (FSDK) përfaqësuar nga Drejtoresha Menaxhuese znj. Shqipe Devaja mori pjesë në Konferencën Rajonale të nivelit të lartë të mirëpritur nga Banka Qendrore e Republikës së Kosovës (BQK) mbi Kripto-Pasuritë dhe Paranë Dixhitale, e cila mblodhi përfaqësues të bankave qendrore të rajonit, institucioneve financiare ndërkombëtare dhe autoriteteve rregullatore nga rajoni dhe më gjerë.

Konferenca shërbeu si një platformë e rëndësishme për shkëmbimin e përvojave dhe diskutimin e zhvillimeve më të fundit në financat dixhitale, kripto-pasuritë dhe inovacionin financiar, si dhe ndikimin e tyre në stabilitetin financiar, kornizat rregullatore, mbikëqyrjen financiare dhe mbrojtjen e konsumatorëve. Diskutimet theksuan nevojën për politika dhe korniza rregullatore të harmonizuara që mundësojnë inovacionin e përgjegjshëm, duke ruajtur integritetin e sistemit financiar, besimin publik dhe stabilitetin e tregjeve financiare.

Si pjesë e rrjetit të sigurisë financiare në Kosovë, FSDK vlerëson se zhvillimet në financën dixhitale duhet të mbështeten nga mekanizma të fortë institucionalë që kontribuojnë në ruajtjen e stabilitetit financiar dhe forcimin e besimit të publikut në sistemin financiar. Në këtë kontekst, një sistem efektiv i sigurimit të depozitave mbetet një shtyllë e rëndësishme për mbrojtjen e depozitorëve dhe për forcimin e qëndrueshmërisë së sektorit financiar në një mjedis gjithnjë e më dinamik dhe të dixhitalizuar.

The Deposit Insurance Fund of Kosovo (DIFK), represented by its Managing Director Ms Shqipe Devaja, participated in the FinSAC Annual Conference 2026 held in Vienna, Austria.

This year’s conference was organized under the theme “Balancing Regulatory Simplification with Financial Stability Challenges”, bringing together more than 50 financial sector experts from several countries to discuss the evolving challenges facing financial systems and safety-net authorities.
The conference focused on several key topics, including regulatory simplification and its implications for financial resilience, crypto-asset regulation, and the strengthening of crisis preparedness and management frameworks.

Discussions emphasized the importance of ensuring that efforts to streamline regulatory requirements in support of financial stability, public confidence, or the capacity of financial systems to withstand periods of stress.
These discussions are particularly relevant for DGS given the essential role of deposit insurance systems in protecting depositors and maintaining confidence in the banking sector. The exchange of international experiences and best practices provided valuable insights for further strengthening financial safety-net arrangements and crisis preparedness mechanisms.

Fondi i Sigurimit të Depozitave në Kosovë (FSDK), i përfaqësuar nga Drejtorja Menaxhuese, znj. Shqipe Devaja, mori pjesë në Konferencën Vjetore të FinSAC 2026, të mbajtur në Vjenë, Austri.

Konferenca e këtij viti u organizua nën temën “Balancimi i thjeshtimit te kërkesave rregullatore në mbështetje të stabilitetit financiar” dhe mblodhi mbi 50 ekspertë të sektorit financiar nga disa vende për të diskutuar sfidat në zhvillim me të cilat përballen sistemet financiare dhe autoritetet e rrjetit të sigurisë financiare.

Konferenca trajtoi disa tema kyçe, përfshirë thjeshtimin e kërkesave rregullatore dhe ndikimin e tyre në qëndrueshmërinë financiare, rregullimin e kripto-aseteve, si dhe forcimin e kornizave për përgatitjen dhe menaxhimin e krizave. Diskutimet theksuan rëndësinë e sigurimit që përpjekjet për të thjeshtuar kërkesat rregullatore në mbështetje të stabilitetit financiar, besimit publik ose aftësisë së sistemeve financiare për të përballuar kriza, të jenë të balancuara dhe të mos cenojnë këto objektiva.

Këto diskutime janë veçanërisht të rëndësishme për sistemet e sigurimit të depozitave, duke pasur parasysh rolin e tyre thelbësor në mbrojtjen e depozitorëve dhe ruajtjen e besimit në sektorin bankar. Shkëmbimi i përvojave ndërkombëtare dhe praktikave më të mira ofroi njohuri të vlefshme për forcimin e mëtejshëm të mekanizmave të rrjetit të sigurisë financiare dhe mekanizmave të gatishmërisë për menaxhimin e krizave.

DIFK Participates in EFDI EU Committee Meeting

DIFK participated for first time in the European Forum of Deposit Insurers (EFDI) EU Committee Meeting, held on 22 and 23 April 2026 in Florence, Italy. DIFK was represented by Mr. Vllaznim Bytyqi, Senior Finance Officer and financial expert. The meeting was hosted by the Fondo di Garanzia dei Depositanti del Credito Cooperativo (FGDCC).

During the meeting, EU Committee members held in-depth discussions on the EU reform package on Crisis Management and Deposit Insurance (CMDI), which includes revisions to the Bank Recovery and Resolution Directive (BRRD), the Deposit Guarantee Schemes Directive (DGSD), and the Single Resolution Mechanism Regulation (SRMR).

The proposed reforms aim to enhance depositor protection, expand the application of bank resolution tools to institutions of all sizes when deemed to be in the public interest, and strengthen the role of deposit guarantee schemes in resolution financing, gradual shift from public funding more towards industry-funded mechanisms. These developments are expected to contribute to greater financial stability and support the further completion of the EU Banking Union.

The meeting brought together leading experts and representatives from deposit guarantee schemes across Europe to discuss key developments in the financial sector, including those of EU Banking Union. Keynote speakers included representatives from the Single Resolution Board (SRB) and the Bank of Italy, complemented by expert panel discussions led by distinguished academics.

DIFK’s participation in the EFDI EU Committee is important for further alignment with EU standards and international best practices.

FSDK merr pjesë në Takimin e Komitetit të BE-së të EFDI

FSDK merr pjesë për herë të parë në Takimin e Komitetit të BE-së të Forumit Evropian të Siguruesve të Depozitave (EFDI), të mbajtur më 22 dhe 23 prill 2026 në Firence, të Italisë. FSDK u përfaqësua nga Z. Vllaznim Bytyqi, Zyrtar i Lartë i Financave dhe ekspert financiar. Takimi u organizua nga Fondo di Garanzia dei Depositanti del Credito Cooperativo (FGDCC).

Gjatë takimit, Komiteti i BE-së zhvilloi diskutime të thella mbi paketën e reformave të BE-së mbi Menaxhimin e Krizave dhe Sigurimin e Depozitave (CMDI), e cila përfshin rishikimet e Direktivës së BE-së për Rimëkëmbjen dhe Përmbylljes së Bankave (BRRD) dhe Direktivës për Skemat e Sigurimit të Depozitave (DGSD), si dhe Rregulloren e Mekanizmit të Vetëm të Përmbylljes (SRMR).

Reformat e propozuara synojnë të rrisin mbrojtjen e depozitorëve, duke ofruar më shumë fleksibilitet në aplikimin e instrumenteve të përmbylljes së bankave për bankat e të gjitha madhësive kur konsiderohet në interes publik, të forcojnë rolin e skemave të sigurimit të depozitave në financimin e përmbylljes, një kalim gradual nga financimi publik drejt mekanizmave të financuar nga industria bankare. Reformat pritet të kontribuojnë në në rritjen e stabilitetit financiar dhe të mbështesin përfundimin e mëtejshëm të Unionit Bankar të BE-së.

Takimi mblodhi ekspertë dhe përfaqësues nga skemat e sigurimit të depozitave nga e gjithë Evropa për të diskutuar zhvillimet kryesore në sektorin financiar, duke përfshirë ato të Unionit Bankar të BE-së. Folësit kryesorë përfshinin përfaqësues nga Bordi i Autoritetit Evropian për Përmbyllje të Bankave (SRB) dhe Banka e Italisë, të plotësuar nga diskutime në panel ekspertësh të udhëhequra nga akademikë nga Universitetet Evropiane. Pjesëmarrja e FSDK -së në Komitetin e BE-së është e rëndësishme për për harmonizim të mëtejshëm me standardet e BE-së dhe praktikat më të mira ndërkombëtare.

DIFK Participates in the Core Principles Training Workshop Organized by the International
Association of Deposit Insurers (IADI)
During April 20–24, 2026, the Deposit Insurance Fund of Kosovo (DIFK), represented by Senior
Compensation Officer Ms. Lirika Jashari, participated in the Core Principles Training Programme
organized by the International Association of Deposit Insurers (IADI), held in Basel, Switzerland.
The training programme served as a foundational stage aimed at supporting participants in understanding,
implementing, and assessing compliance with the IADI Core Principles as international standards for
Effective Deposit Insurance Systems.
Participation in this workshop, through group discussions and guided exercises, provided participants
with practical insights into the Essential Criteria (EC), evaluation methodologies, and the implementation
of the Core Principles within deposit insurance systems.

Jashari, mori pjesë në Programin e Trajnimit për Parimet Themelore të organizuar nga Shoqata
Ndërkombëtare e Siguruesve të Depozitave (IADI), i mbajtur në Bazel, Zvicër.
Programi trajnues shërbeu si fazë themelore me qëllim të mbështetjes së pjesëmarrësve për të kuptuar,
zbatuar dhe vlerësuar përputhshmërinë me Parimet Themelore të IADI si standarde ndërkombëtare për
Sistemet Efektiv të Sigurimit të Depozitave.
Pjesëmarrja në këtë punëtori, përmes diskutimeve në grup dhe ushtrimeve të udhëzuara mundësoi fitimin
e njohurive praktike mbi kriteret themelore (EC), metodologjitë e vlerësimit dhe zbatimin e Parimeve
Themelore në sistemet e sigurimit të depozitave.

DIFK met with the IMF Technical Assistance Mission to advance the crisis management and financial stability framework

Pristina, 27 April 2026 – The Managing Director of the Deposit Insurance Fund of Kosovo (DIFK), Ms. Shqipe Devaja, together with the Senior Compensation Officer, Ms. Lirika Ulaj, met with representatives of the Technical Assistance Mission from the International Monetary Fund (IMF), led by Ms. Vasilika Kota, Senior Financial Sector Expert, and Ms. Minke Gort, Senior Expert from the Monetary and Capital Markets Department.

The purpose of the meeting was to support the advancement of the inter-institutional framework for crisis management and to strengthen financial stability in Kosovo.
During the meeting, the IMF Mission representatives presented the key objectives and components of the technical assistance, focusing on formalizing and strengthening effective inter-institutional coordination among financial safety net participants, with the aim of enhancing institutional preparedness for the prevention, preparedness, and management of financial crisis situations.
Ms. Devaja expressed her appreciation for the IMF’s continued support to reforms in the financial sector and informed the IMF team about recent developments in the deposit insurance system in the Republic of Kosovo. She emphasized the importance of strengthening coordination among financial safety net institutions, particularly in the areas of crisis management, early intervention, bank resolution, and the effective use of funds, with the objective of advancing institutional capacities and fulfilling public policy objectives related to maintaining financial stability and protecting depositors.

In this context, she also underlined the importance of alignment with Core Principle 17 of the International Association of Deposit Insurers, which requires the formalization of cooperation and interaction between DIFK and other relevant institutions within the financial safety net.
