The Free Movement of Goods held on 15 July 2021 its formal closing event to mark the end of the project in the presence of the EU Ambassador, Tomas Szunyog, and Minister for Industry, Entrepreneurship and Trade, Rozeta Hajdari.

Ambassador Szunyog and Minister Hajdari discussed EU-Kosovo cooperation in the field of trade, product regulations and consumer protection, past, present and future. Meanwhile, the Project Director from IBF Alessandra Bortolameazzi outlined the consortium’s experience in the region, while the Project Team Leader Vitomir Fister highlighted the results of the project: safer products, reliable testing, accurate measurements, increased consumer protection and better access to standards.

The EU-funded Free Movement of Goods Project had a budget of EUR 3,5m and it ran from January 2018 until July 2021. It supported the Kosovo Quality Infrastructure, Market Surveillance and Consumer Rights in order to improve production processes and increase quality and safety of products and services made available on the domestic market, as well as integration of Kosovo in the EU market with the elimination of unjustified technical barriers to trade and strengthening its position on the external markets.

The EU funded FMG Project held a two-day training on 25 and 26 May for the Accreditation Directorate of Kosovo on ISO / IEC 17065: 2012 - "Conformity assessment - Requirements for Bodies that certify products, processes and services".

This activity is an integral part of the process of setting up a new accreditation scheme for certification bodies for construction products.

The EU funded Free Movement of Goods project joined the Kosovo Metrology Agency to celebrate 20 May - World Metrology Day.
The project supported the KMA in preparation of visibility materials and to produce a video highlighting important lab work conducted every day by the Agency.

The EU funded FMG Project organized two days training on the Risk Assessment and Decision criteria for calibration and verification measurement results for the Kosovo Metrology Agency (KMA) and Kosovo Accreditation Directory (DAK). The education training on the Risk Assessment can be important in an effective management of the KMA and get some understanding to the DAK accessors.

The training focused on the reinforcement of professional skills and knowledge for the KMA human capacity and supported them to the full implementation of the Quality System according to EN ISO/IEC 17020:2012 "Conformity assessment — Requirements for the operation of various types of bodies performing inspection" and EN ISO/IEC 17025:2017 "General requirements for the competence of testing and calibration laboratories“ and the effective implementation or application of the Risk assessment and the Decision criteria into the KMA calibration laboratories procedures.

Altogether 17 participants participated in the both trainings. Either of the trainings was completed with an application part examples during which the participants were solving the given exercises.

The 2018 Law on Consumer Protection gave Kosovo citizens many of the same rights as EU consumers. Yet a December 2020 survey on consumer rights - 2nd Consumer Barometer - showed that many citizens are not familiar with their rights.

The EU funded Free Movement of Goods project held a training for the Working Group on the Field Action of Inspectorates and Customs discussing “Preparation of “Field Action” – requirements in standards and legal aspects of taking measures.

FMG expert Hans-Joerg Windberg provided information on planning the “action” and requirements and test methods in standards for surgical masks and Personal Protective Equipment masks. The markets are full of masks which have been made on the basis of different national standards. As a rule they are equivalent in quality and safety but the danger of forgeries on the market is very present.

Meanwhile, FMG Team Leader Vitomir Fister discussed the legal basis for and mandatory elements of inspection decision as well as recognition of foreign certificates and other documents on the basis of new Governmental administrative instruction which will start to be applied in April 2021 and will enable inspectors to evaluate the characteristics of products under their surveillance.

Today the FMG project organised a training on personal protective equipment.

Participants from the Ministry of Trade and Industry were joined by inspectors from the work safety inspectorate, as well as members from the emergency response service. The expert from the Croatian authorities gave a detailed overview of EU regulation and practices in use and inspection of protective wear, masks, firefighting clothing, risk assessment of products, and inspection practices.

The training will provide the Kosovo authorities with the expertise to inspect safety equipment on the market, in businesses, on work site. It will also allow authorities to better select the right equipment for their emergency response services.

Another training is planned on safety of machinery next month.
