🎤 KEYNOTE SPEAKER REVEAL
Alistair Croll is coming to Prishtina and he's got stories to tell!
You know that moment when you refresh a webpage and it actually loads fast? You can thank Alistair. He spent years building the tech that makes the internet not so completely terrible to use, then he had co-founded a company, sold it for $135M, and thought, "What's next?"
Turns out, "what's next" was helping thousands of startups figure out if their big ideas were actually worth pursuing. His book "Lean Analytics" became the go-to guide for entrepreneurs who wanted to build something people actually wanted (imagine that). It's been translated into 8 different languages because apparently, good sense is universal.
But here's why we're excited: Alistair doesn't just talk about technology, he's lived through every major shift of the past 25 years. He's seen the promises, the failures and the unexpected ways tech actually changes how we work and live. At Harvard, he taught future leaders how to think critically about data. At his conferences he brings together the people who are quietly shaping our digital world.
His latest book? "Just Evil Enough" — because sometimes you need to think like an outside the box to solve big problems.
Now, as Kosova and countries everywhere navigate AI in government and public sectors, we get to hear from someone who's been there before. Someone who's watched technology transform industries, has seen what works, what doesn't, and most importantly — what happens to people in the process.

We are excited to unveil our next speaker: Celestino Barros, Pro-Rector for Technology, Innovation, and Data, University of Cabo Verde, Cabo Verde.
Dr. Celestino is a distinguished technology leader and academic innovator with over 17 years of comprehensive experience spanning higher education administration, research, and digital transformation. He holds a Ph.D. in Science and Web Technologies from the University of Trás-os-Montes e Alto Douro and Open University in Portugal, along with a Master's in Electronic Engineering and Telecommunications from the University of Aveiro, providing him with deep expertise in emerging technologies and their applications.
Currently serving as Pro-Rector for Technology, Innovation and Data at the University of Cabo Verde since 2023, Dr. Barros provides strategic leadership in institutional digital transformation and data governance. His extensive academic portfolio includes serving as Director of the Postgraduate course in Cyber Security and as a member of the Coordination Committee for the Master's Degree in Computer Science, positioning him at the forefront of cybersecurity education and advanced computing research.
Dr. Barros's practical expertise extends beyond academia through his consulting work with Mundi Consulting Cabo Verde and the National Direction of Education, as well as his previous role as Director of IT Services at Uni-CV from 2009 to 2022. His experience as an Educational Technology Consultant and Instructional Designer with the African Virtual University demonstrates his commitment to leveraging technology for educational advancement across Africa.
As we explore the question "Capacity in PA for or through AI?", his unique combination of senior academic leadership, cutting-edge research in AI applications, cybersecurity expertise, and extensive experience in digital transformation will be essential to understanding how educational institutions and public administrations can build sustainable AI capacity while maintaining security and fostering innovation.

We are excited to unveil our next speaker: Bernarda B. Radoncic, Biomedical Engineer, Republic of Kosova.
Bernarda is a distinguished biomedical engineer and innovation catalyst with a multidisciplinary background spanning science, technology, healthcare, and public service. Currently specializing in vigilance for diagnostic medical devices at the globally recognized Radiometer Medical, she brings cutting-edge expertise in medical technology and regulatory compliance to the intersection of healthcare and artificial intelligence.
Her remarkable professional journey encompasses pivotal roles with leading international institutions, including the World Health Organization (WHO), Agilent Technologies in cancer diagnostics, and Engineering World Health (EWH) at DTU, where she served as Vice President and founded the Kosova EWH Summer Institute. Her diverse experience extends to IT consulting within Capital Region hospitals of Denmark and technical engineering in Nepalese hospitals, providing her with unique insights into global healthcare systems and technology implementation challenges.
As a passionate advocate for cross-cultural collaboration and knowledge sharing, Bernarda has founded several transformative organizations, including serving as Founder and President of the Danish chapter of the Albanian Medical Federation for Europe (AMFE), Co-founder of the first Albanian-Danish Engineer Association, and Founder and Head of Events for the Danish branch of Illyrian Brains. Her commitment to bridging international expertise with local development exemplifies innovative approaches to capacity building.
Her dedication to ethical AI governance is demonstrated through her voluntary commitment to Connected Women in AI and its committee board for AI Ethics and Governance. This expertise, combined with her role as Co-founder and Chairman of the Danish branch of Levizja Vetevendosje and her advisory position to the Ministry of Health of Kosovo, positions her uniquely to address AI integration challenges in public administration.
Beyond her professional achievements, Bernarda champions women's empowerment and sustainable development as founder of Global Goals World Cup in Kosovo, using football to advance UN 2030 Sustainable Development Goals. Her holistic approach to leadership encompasses technical excellence, ethical considerations, and social impact.
At KosovaPAR, Bernarda will moderate the panel discussion "Future-Proofing the Public Sector: The Missing AI Skills That Will Define Governance," where she will guide critical conversations on building institutional capacity, fostering digital confidence, and embedding ethical, inclusive AI literacy into governance frameworks.
