For today’s we feature last week’s heartfelt "thank you" and farewell to CW5 Kenneth McClain, as his tenure as the chief technical advisor to the organization concluded.

The silver bar with a black line insignia on CW5 McClain’s uniform signifies he has achieved the most senior warrant officer rank in the U.S. military. During his time with CPE C2IN, he provided decisive guidance for the Army Data Operations Center, accelerated software deployment tactical network modernization, and synchronized critical network requirements across three geographic combatant commands.

BG Shane Taylor, CPE for C2IN, presented CW5 McClain with the Meritorious Service Medal and the organization’s unique Chesapeake Bay plaque during a ceremony at Aberdeen Proving Ground, MD.

“Chief McClain is a tremendous, talented, tactically, and technically competent individual,” Taylor said. “Obviously, you don't get to the rank of CW5 unless you possess these qualities.”

CW5 McClain’s diverse background afforded a critical perspective for his current role, having excelled at assignments within the Army’s schoolhouses, “in the dirt,” and at the Pentagon, Taylor said.

“He is probably one of the more informed subject matter experts on how the Army runs,” he said.

“I'm excited for what we're doing, and the impact that we're making on the Army,” McClain said. “I was there 20 years ago, trying to figure out why this piece of kit was issued to me and why it works the way it works.”

McClain will draw from his collective expertise to provide holistic high-level strategic planning, operational integration, and policy guidance to the Army in his next assignment.

“It's been an honor to be part of the organization,” McClain said. “We all love the Army, and we do it for the Soldiers.”

Product Manager (PdM) Wideband Enterprise Satellite Systems (WESS) has a new leader!

On June 17, Mr. Jason Morneault passed the PdM charter to LTC John Close in a ceremony at Heroes Hall, Fort Belvoir, VA, hosted by COL Alan Stephens, Project Manager (PM) for Integrated Enterprise Network (IEN).

PdM WESS manages the acquisition, fielding, and lifecycle sustainment of strategic satellite communication and satellite control systems for the Department of War.

Noting that the enterprise satellite systems are “the bedrock of military operations,” Stephens thanked Morneault for his contributions.

“Jason is a leader who has not only met expectations but consistently shattered them,” Stephens said. “In just three years he led the charge to build multiple new strategic SATCOM terminals at critical locations, all while orchestrating modernization efforts of countless others.”

From creating transformation architectures to being a “master architect of cross-organizational partnerships,” Stephens stated Morneault’s legacy would be one of “innovation, ex*****on, collaboration, and taking care of your people.”

“You leave this command stronger, more capable, and better prepared for the future,” he said.

In welcoming LTC Close, Stephens acknowledged LTC Close’s wealth of experience as an Army Acquisitions leader, which led him to this assignment. “I know the team behind you won’t let you fail. We’re excited to have you as part of the IEN family,” he said.

Thank you Mr. Morneault, and congratulations LTC Close as you assume your new role to deliver resilient and secure communications for our forces!

CPE C2IN’s Project Manager (PM) C2 Applications and PM Integrated Enterprise Network (IEN) leaders participated in panels during last week’s Potomac Officers Club 2026 Army Summit, held in Reston, VA, to provide insights on how industry can support the Army’s high priority network and command and control (C2) initiatives.

During the “From Pilot to Production: Accelerating Commercial Capabilities at Scale” panel, Mr. Dennis Teefy, PM C2 Apps (photo 1, far left) discussed how his program is supporting the “commercial first” strategy within the Army’s Next Generation Command and Control (NGC2) effort.

“Using the best industry technologies, we're continually delivering capability to implement into the NGC2 full stack,” Teefy said. “This approach is allowing us to promote competition and accelerate the speed of delivery.”

His team is creating an “Application Store and Pipeline” to help vendors determine if their apps can integrate into the stack, meet security requirements, and are operationally ready for delivery to the warfighter.

“We are creating a sandbox for our industry partners that includes standard software development kits, which will ensure what they build meets the standards of the NGC2 network rules,” Teefy said. “Now, when you bring your commercial offerings, you understand the rules of road.”

COL Alan Stephens, PM IEN (photo 2, second from left) joined the “Continuous Modernization Incorporating Wireless Spectrum, SD-WAN, Open Ecosystems, and Cybersecurity” panel to address how architecting the Army’s network must change to be more fluid and meet current threats.

“Our mission is to deliver a standardized, secure, resilient global network that will enable data-centered operations, with decision dominance, and extend all the way from enterprise down to the warfighter,” Stephens said.

PM IEN’s true focus, he said, is improving network performance, strengthening cybersecurity, and simplifying the user experience; this is done through continuous modernization, increasing cost efficiency, reducing latency, and configuring commercially available solutions.

Zero trust is another key focus area industry should be mindful of when bringing potential solutions to the Army. Most importantly, solutions must be transport agnostic, Stephens said.

“Whether it be FutureG, 5G, or even 4G LTE, we want to be able to incorporate that network technology into the enterprise network,” he said. "Across the board, industry collaboration is absolutely essential for us to achieve our goals.”

Today’s high schoolers have a whole lot in common with our newest Soldiers—eager to learn, tech-savvy, and ready to contribute!

Project Manager Data & AI recently had the opportunity to team up with the bright minds at the Havre de Grace High School Information Technology Oracle Academy for a real-world challenge. Over the course of 3 months, these technologically adept students put their coding and design skills to the test to redesign the user dashboard for an Army system that helps Soldiers manage and consolidate data for operational planning.

Working in groups, the students pitched fresh, intuitive "splash page" designs. Some created customizable apps for task tracking, while others thoughtfully designed real-time server monitoring displays. No two designs were the same, but they were all built with the Soldier in mind. In the near future, PM Data & AI plans to incorporate some of these standout design elements into the redesigned real-world software.

A huge thank you to these aspiring tech leaders for bringing such incredible innovation and fresh perspectives to the CPE C2IN mission. The future of Army tech is in great hands!

The Capability Program Executive Command and Control Information Network (CPE C2IN) recognized LTC Herbert Gamble Jr., Product Manager Command Post Modernization (CPMod), during a Relinquishment of Charter ceremony on May 29, 2026, at Aberdeen Proving Ground, Maryland.

Gamble was awarded the Meritorious Service Medal, presented by COL Jeremy Rogers, Project Manager for Command and Control Infrastructure, who hosted the event.

Over the past three years, Gamble led the CPMod team through a period of significant transformation, guiding the evolution of command post capabilities into dispersed and distributed nodes with command-and-control (C2) functionality. Under his leadership, the teams’ efforts improved C2 mobility, agility, scalability and survivability across the force, helping shape the Army’s Next Generation Command and Control (NGC2) initiatives by integrating commercial technologies to meet the demands of modern combat.

Rogers recognized Gamble’s impact on the organization and the Soldiers who will benefit from the capabilities delivered under his leadership.

“You’ve left an indelible mark on PM C2 Infrastructure and the entire command and control enterprise,” Rogers said. “The warfighters who rely on these capabilities may never know your name, but they will rely on the systems you helped deliver.”

Gamble’s commitment to Soldiers and mission success remained at the center of his leadership philosophy.

“Don’t judge your importance to the mission based on your proximity to the mission,” Gamble said. “Whether you conduct a review or put on the uniform every day, you are contributing to the warfighter. You are important.”

CPE C2IN thanks LTC Gamble and his family for their dedication, leadership and service. We wish him continued success as he begins his next chapter.
