To conduct operations as a Rapid Deployment Force anywhere in the country specifically in situations with national and international implications in the areas of counter-terrorism, counterinsurgency, hostage rescue, search and rescue, civil disturbance management, and other special operations. SAF CONDUCTS IEP ENTRANCE BRIEFING TO ADVANCE INSTITUTIONAL EXCELLENCE

Sta. Rosa City, Laguna – On October 14, 2026, the Special Action Force under the leadership of PMGEN PAUL KENNETH T LUCAS, Director, SAF together with the Command Group; members of the SAF TWG; focal persons on the PNP P.A.T.R.O.L. Plan 2030; SAF Advisory Group for Police Transformation and Development (SAGPTD) participated in the Entrance Briefing for the Institutionalization Evaluation Process (IEP) spearheaded by the Third-Party Audit Team and Impact Validation Team led by PBGEN MADELINE D CACAO, Chief, Center for Police Strategy Management (CPSM) via virtual platform at the Conference Room, Headquarters SAF, Fort Sto. Domingo, Sta. Rosa City, Laguna.

The briefing covered SAF’s journey towards institutionalization, summary of mandatory elements, and its ways forward, providing an overview of the its progress in compliance with institutional requirements, and priority actions for the attainment of institutionalization goals.

The activity reaffirmed SAF’s commitment to continuous improvement, organizational excellence, and strengthened institutional capabilities in pursuit of its mission and mandate.

SAF WELCOMES US DELEGATES, STRENGTHENS EFFORTS ON COUNTERTERRORISM TRAINING

Sta. Rosa City, Laguna – On October 14, 2026, the Special Action Force led by PMGEN PAUL KENNETH T LUCAS, Director, SAF welcomed Mr. Thomas McDonough, ATA Resident Program Manager together with other delegates from the US Department of State, Bureau of Diplomatic Security, Office of Antiterrorism Assistance (DS/ATA) during a courtesy visit at the VIP Lounge, Headquarters SAF, Fort Sto. Domingo, Sta. Rosa City, Laguna.

The visit highlights opportunities to strengthen training cooperation, exchange expertise, and enhance the counterterrorism capabilities and operational readiness of SAF personnel through continued partnership with US security counterparts.

CTG Supporter Voluntarily Surrenders in Sta. Ana, Cagayan; Arms Cache Recovered

Cagayan – On October 10, 2026, personnel from 1SAB, SAF provided tactical support to 2nd Provincial Mobile Force Company, Cagayan Police Provincial Office other PNP units, AFP counterparts and PCG Intelligence units in a joint counterinsurgency operation that facilitated the voluntary surrender of a.k.a. Dondon, non-PSR listed CTG supporter under Komiteng Rehiyon Cagayan Valley in Brgy. Marede, Sta. Ana, Cagayan.

Upon his surrender, he turned in one 7.62mm M14 r***e with one magazine and three rounds of am******on. He also disclosed the location of arms cache which led to the recovery of one disassembled caliber .38 pistol, one homemade sh***un, two rounds of high explosive (HE) r***e grenades, two rounds of 40mm HE am******on, 250 rounds of 7.62mm am******on, two blasting caps, and seven meters of detonating cord.

The surrenderer is currently undergoing documentation and processing for possible enrollment in the E-CLIP to support his integration into mainstream society.

PECU - Cagayan PPO took custody of the recovered explosives and am******on, while 2nd PMFC took custody of the other surrendered items for documentation and proper disposition.

The successful surrender and recovery of the arms cache underscore the continued efforts of the PNP and other government security forces to encourage CTG supporters to return to the fold of the law, prevent the proliferation of loose fi****ms and explosives, and promote lasting peace and security in the community.

SAF-Initiated Operation Leads to Arrest of No. 6 MWP in Quezon City

Quezon City – On October 5, 2026, personnel from RDB, SAF conducted SAF-initiated law enforcement operation together with Provincial Intelligence Unit, Pangasinan Police Provincial Office that resulted in the successful arrest of a.k.a. Fidel/Kalbo, member of the Delisted Sison Private Armed Group (PAGs) and Number 6 Most Wanted Person of Region 1 for 2nd Quarter CY 2026 in Timog Avenue, Corner Scout Santiago, Brgy. Laging Handa, Quezon City.

The subject was arrested by virtue of a Warrant of Arrest for Murder with Criminal Case No. 11067 issued by RTC, Branch 56, 1st Judicial Region, San Carlos City, Pangasinan dated February 25, 2025.

San Carlos CPS, Pangasinan PPO took custody of the arrested subject for documentation and proper disposition.

The successful operation underscores the strong coordination of SAF and partner units in ensuring the arrest of wanted persons and the proper enforcement of the law.

Five BIFF Members Voluntarily Surrender through Joint Operation in Maguindanao del Sur

Shariff Aguak, Maguindanao del Sur – On October 7, 2026, personnel from 4SAB, SAF provided tactical support to Shariff Aguak Municipal Police Station, Maguindanao del Sur PPO; RIU 15, RID PRO BAR; PIU Maguindanao del Sur PPO; 1402nd MC, RMFB 14-A; 1st PMFC, Maguindanao del Sur PPO; and 34IB, Philippine Army in a joint operation that resulted in the successful facilitation of the voluntary surrender of a.k.a. Cmdr Laayon and four others, all non-PSR-listed LTG members under the BIFF Karialan Faction at Shariff Aguak MPS, Brgy. Mother Poblacion, Shariff Aguak, Maguindanao del Sur.

The other surrenderers were identified as a.k.a. Yong Ho, a.k.a. Black Eagle, a.k.a. Mokamad, and a.k.a. Norman. During the surrender, the individuals also turned over two homemade Rocket-Propelled Grenades (RPGs) to the authorities.

The surrenderers and turned-in items are currently under the custody of PIT Maguindanao del Sur and RIU 15 for documentation, proper disposition, and possible enrollment in the Enhanced Comprehensive Local Integration Program (E-CLIP).

The successful surrender reflects the continued efforts of the Special Action Force, in coordination with other law enforcement and security units, to support government initiatives promoting peaceful reintegration and contribute to lasting peace and security in conflict-affected communities.

No. 1 Regional Level Most Wanted Person Arrested through Joint Operation in Negros Oriental

Santa Catalina, Negros Oriental – On October 6, 2026, personnel from 2SAB, SAF provided tactical support to PIU-PDEU, Negros Oriental PPO, PIT Negros Oriental, RIU NIR, and Sta. Catalina Municipal Police Station in a joint operation that resulted in the successful arrest of a.k.a. Juvie, a Non-PSR-listed CTG member of the South East Front and Komiteng Rehiyon-Negros, Cebu, Siquijor, and No. 1 Regional Level Most Wanted Person of PRO NIR for the 3rd Quarter CY 2026 in Sitio Manggolod, Brgy. San Jose, Santa Catalina, Negros Oriental.

The subject was arrested by virtue of four Warrants of Arrest for Murder with Criminal Case Nos. 3089, 2023-29639, 2023-29640, and 2023-29641, issued by various Regional Trial Court branches in Negros Oriental.

Sta. Catalina MPS, Negros Oriental PPO took custody of the arrested subject for documentation and proper disposition.

The arrest reflects SAF’s sustained efforts, together with other law enforcement units, to neutralize wanted individuals and ensure that those facing serious criminal charges are brought before the proper judicial authorities.

PNP SAF HOLDS FLAG CEREMONY AND RECOGNITION OF OUTSTANDING PERSONNEL

Sta. Rosa City, Laguna – On October 12, 2026, the Special Action Force (SAF) under the leadership of PMGEN PAUL KENNETH T LUCAS, Director, SAF, conducted a Flag Ceremony and Awarding of Personnel at the HSAF Gymnasium, Fort Sto. Domingo, Sta. Rosa City, Laguna.

The activity also highlighted the recognition of outstanding personnel for their invaluable service and contributions to the organization and serving as the Guest of Honor and Speaker is Hon. Florence A. Batula, Municipal Mayor of Palapag, Northern Samar. In her message, Mayor Batula expressed her appreciation to the Unit, emphasizing that the contributions and sacrifices of its personnel have often been overlooked despite their vital role in addressing insurgency, promoting peace, and safeguarding national security.

She added that SAF personnel are not only skilled in tactical operations but also play an essential role in peacekeeping and nation building. She underscored that lasting peace cannot be achieved through armed action alone, but also through meaningful community engagement, building trust, and strengthening relationships with the people.

She further emphasized, “The strength of the SAF is not only measured by the weapons you carry, but by the trust you build with the people and the lives you protect.”

Her message recognized the often-unseen dedication of SAF personnel, whose efforts extend beyond combat operations to protecting communities and fostering lasting peace. Through their continued commitment to service, the SAF remains steadfast in fulfilling its mandate to protect the Filipino people and uphold national security.
