PRESS RELEASE | CDC unveils upgraded Clark job portal for locators, workers

CLARK FREEPORT—The Clark Development Corporation (CDC) has unveiled an upgraded Clark job portal designed to connect employers with jobseekers through faster and more integrated recruitment tools.

CDC President and CEO Atty. Agnes VST Devanadera said the project strengthens employment services that directly support the manpower needs of Clark industries. She noted that the portal is part of CDC’s broader strategy to ensure locator companies have access to qualified talent, enabling them to sustain operations and expand investments in the Freeport.

The initiative forms part of CDC’s TRABAHO Program, or Transforming Recruitment and Building Accessible Hiring Opportunities, which consolidates vacancy posting, applicant profiling and matching, application management, electronic manpower reporting, and workforce data into one system. The project was implemented through CDC’s Corporate Social Responsibility and Placement Division.

For Clark locator companies, the portal offers quicker access to qualified applicants, streamlined recruitment processes, and workforce analytics to guide business decisions.

Fairmont Designs HR Consultant Melissa Sicat said the portal provides HR practitioners with easier access to applicant information and a wider pool of potential hires.

“The job portal is important for HR because it gives us more applicants and easier access to their information, experiences, and skills,” Sicat said.

Amertron Incorporated Recruitment Assistant Laurice Rose Isabel Badoy added that its manpower reporting and analytics tools are valuable for companies.

“The portal’s manpower reporting, analytics, and downloadable workforce data are useful tools for employers,” Badoy said.

Representing Devanadera during the launch on August 26, CDC Vice President for Administration and Finance Jose Miguel de la Rosa highlighted the portal’s role in extending employment support to the wider workforce community.

The upgraded portal complements CDC’s job fairs, employment facilitation, skills training, and partnerships with academic institutions and Public Employment Service Offices (PESOs). In its next phase, CDC will add dedicated modules for schools and PESOs to further connect employers, jobseekers, and workforce partners.

The launch drew participants from Clark locator companies, workforce groups, and partner institutions. Attendees joined a system demonstration, hands-on training, and an open forum.

CLARK FREEPORT ZONE, Pampanga — The Clark Development Corporation (CDC) has expanded the Benteng Bigas program within the Clark Freeport Zone (CFZ) into a daily selling operation, in partnership with the Food Terminal, Inc. (FTI), giving locators, their employees, and residents regular access to good-quality, government-subsidized rice at Php20 per kilo.

The initiative, which is being coordinated by CDC's External Affairs Department – Corporate Social Responsibility and Placement Division (EAD-CSRPD), began as a one-day Kadiwa ng Pangulo activity on July 31, 2026, and was repeated on August 14, 2026. Owing to strong demand from CFZ locators and the public, the selling station has since transitioned into a fixture at the Clark Freeport Zone, now operating daily starting August 17, 2026.

Number of qualified beneficiaries uptake of the program since its launch:

July 31, 2026 (Kadiwa ng Pangulo) — 234
August 14, 2026 (Kadiwa ng Pangulo) — 521
August 17, 2026 — 211
August 18, 2026 — 161
August 19, 2026 — 243
August 20, 2026 — 186

In just over three weeks, the program has already moved more than 15,000 kilos of rice to CFZ workers and residents, combining walk-in purchases with bulk orders placed by locator-companies for distribution to their employees.

Locators lining up for advance orders
Beyond daily walk-in sales, the program has drawn strong participation from CFZ business locators through an advance ordering scheme.
To date, 39 locator-companies have reserved a combined total of over 2,900 packs for their workforce, with several — including Aderans Philippines Inc., Charles Aerospace Industries Inc., Sinyang-Mugs Corporation, Welively Inc., GPNC Services, Wind Tunnel International Inc., Technowood Manufacturing Corporation, Punta LWA Properties Corporation, and SSI Corporation — having already fully availed of their orders.

A number of other locators, among them Hilton Clark Sun Valley Resort, Starboard Manpower Services Inc., Clearwater Resort & Country Club, Hann Philippines Inc., Target Lighting Manufacturing Corp, and SMK Electronics (Phils) Corp, have submitted certified lists of employee-beneficiaries and are set to receive their allocations in the coming rounds, while others are completing the requirements for P20 account registration and activation to formally join the program.

CDC emphasized that the rice being sold through the Benteng Bigas Meron Na! station is quality-assured despite its affordable Php20-per-kilo price point, consistent with the national government's thrust of ensuring food security and price stability for Filipino workers and families. The steady volume of repeat orders from both individual buyers and CFZ locators, CDC noted, reflects the level of trust the program has earned within the Freeport community since its rollout.

𝐀 𝐂𝐒𝐑 𝐦𝐚𝐧𝐝𝐚𝐭𝐞 𝐢𝐧 𝐚𝐜𝐭𝐢𝐨𝐧
The daily operation of the Benteng Bigas selling station forms part of CDC's broader corporate social responsibility programming, which seeks to directly benefit the workforce that sustains the Clark Freeport Zone's economic activity. By partnering with FTI to bring affordable, quality rice within reach of CFZ locators and their employees, CDC reaffirms its commitment to ensuring that economic growth within the Zone translates into tangible benefits for the workers and communities who help drive it.

CFZ-based companies interested in enrolling their employees in the advance ordering scheme, or in registering for a P20 account, may coordinate with the External Affairs Department – Corporate Social Responsibility and Placement Division (EAD-CSRPD) for assistance, or email [email protected].

Today, 14 August 2026, the Clark Development Corporation, in partnership with the Department of Agriculture – Food Terminal, Inc. (DA-FTI), successfully brought the Benteng Bigas at Kadiwa program to the Clark Freeport Zone!

Under the direction of CDC President and CEO Atty. Agnes VST Devanadera, DA-FTI delivered 2,500 packs of 10-kilogram rice for the qualified beneficiaries of our Clark locators — assistance that could not have come at a better time as our workers and their families face the challenges of this calamity period. 🌧️🍚

✅ Approximately 1,000 beneficiaries were assisted today.

📢 HINDI PA TAPOS DITO! Ang natitirang qualified beneficiaries ng ating mga locators ay maaari nang makakuha ng bigas sa susunod na linggo. DA-FTI has stationed its staff in Clark daily to keep the distribution going, para mas marami pang pamilya ang matulungan. 🙌

𝐂𝐋𝐀𝐑𝐊 𝐅𝐑𝐄𝐄𝐏𝐎𝐑𝐓 𝐙𝐎𝐍𝐄, 𝐏𝐚𝐦𝐩𝐚𝐧𝐠𝐚 — Residents and shoppers gathered at Clark Mangan Tamu on August 14, 2026, for the joint holding of Kadiwa ng Pangulo and Benteng Bigas, two programs aimed at providing more affordable food and goods to the public amid the continuing rise in the cost of daily necessities.

Buyers began lining up early in front of the Benteng Bigas selling site, located within the Clark Freeport Zone and recognized as one of the program's regular sites in the area. Photos from the event show staff members serving as cashiers and line coordinators, using folding tables set up as a makeshift counter outside the shuttered storefront. Also visible in the images is signage identifying Benteng Bigas as part of CDC's "Araw-Araw Na" service to residents and locators of Clark.

Part of the process observed on site included buyers carrying their purchases home in bags they brought themselves, while some staff members were seen using mobile phones, apparently for recording or processing transactions.

Adjacent to the Benteng Bigas site was the Kadiwa ng Pangulo area, where a wide range of fresh agricultural produce from farmers and suppliers was on display. Photos show a broad selection of vegetables and fruits — including cabbage, carrots, winter melon, string beans, tomatoes, chayote, bitter gourd, potatoes, and onions — alongside fruits such as rambutan, lansones, apples, and blueberries arranged in baskets and metal display racks.

Beyond fresh produce, several stalls also sold eggs displayed on large trays and in cartons, dried fish, and various processed food items such as chicharon, banana chips, and rice crispies packed in large bags and jars. Ingredients such as garlic and ginger were also displayed in parts of the venue.

Photos show vendors actively selling and attending to their goods at their respective tables, while shoppers can be seen carefully selecting items — a scene typical of an ordinary market or trade fair setup.

Uniformed staff were also present at the venue, reflecting the involvement of Clark Development Corporation personnel in maintaining order during the program. Members of the public were likewise observed passing through the area to purchase fresh vegetables and fruits, using bags they brought along to carry their purchases.

As part of the program's outreach to the Freeport Zone's workforce, the Benteng Bigas initiative also extended its reach to employees of CFZ locator companies, with rice benefits made available for distribution to the following:

𝐀𝐝𝐞𝐫𝐚𝐧𝐬 𝐏𝐡𝐢𝐥𝐢𝐩𝐩𝐢𝐧𝐞𝐬 𝐈𝐧𝐜. — 393 employees released
𝐂𝐡𝐚𝐫𝐥𝐞𝐬 𝐀𝐞𝐫𝐨𝐬𝐩𝐚𝐜𝐞 𝐈𝐧𝐝𝐮𝐬𝐭𝐫𝐢𝐞𝐬 𝐈𝐧𝐜. — 8 employees released
𝐖𝐞𝐥𝐢𝐯𝐞𝐥𝐲 𝐈𝐧𝐜. — 155 employees, for release next week upon generation of the distribution codes
𝐒𝐢𝐧𝐲𝐚𝐧𝐠 𝐌𝐮𝐠𝐬 𝐂𝐨𝐫𝐩𝐨𝐫𝐚𝐭𝐢𝐨𝐧 — 66 employees, for release next week, registration already completed

Aside from the locators already served, 12 other CFZ-based companies have likewise placed advance orders under the Benteng Bigas program, with a combined estimated volume of 500 to 600 orders still pending processing and release.

The successful conduct of the program was made possible through the efforts of the 𝐂𝐚𝐩𝐚𝐜𝐢𝐭𝐲 𝐁𝐮𝐢𝐥𝐝𝐢𝐧𝐠 𝐒𝐞𝐜𝐭𝐢𝐨𝐧 (𝐂𝐁𝐒) of the 𝐂𝐨𝐫𝐩𝐨𝐫𝐚𝐭𝐞 𝐒𝐨𝐜𝐢𝐚𝐥 𝐑𝐞𝐬𝐩𝐨𝐧𝐬𝐢𝐛𝐢𝐥𝐢𝐭𝐲 𝐚𝐧𝐝 𝐏𝐥𝐚𝐜𝐞𝐦𝐞𝐧𝐭 𝐃𝐢𝐯𝐢𝐬𝐢𝐨𝐧 (𝐂𝐒𝐑𝐏𝐃), under the 𝐄𝐱𝐭𝐞𝐫𝐧𝐚𝐥 𝐀𝐟𝐟𝐚𝐢𝐫𝐬 𝐃𝐞𝐩𝐚𝐫𝐭𝐦𝐞𝐧𝐭 (𝐄𝐀𝐃) of 𝐂𝐥𝐚𝐫𝐤 𝐃𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭 𝐂𝐨𝐫𝐩𝐨𝐫𝐚𝐭𝐢𝐨𝐧, in implementing the program under the leadership of 𝐏𝐫𝐞𝐬𝐢𝐝𝐞𝐧𝐭 𝐚𝐧𝐝 𝐂𝐄𝐎 𝐀𝐭𝐭𝐲. 𝐀𝐠𝐧𝐞𝐬 𝐕𝐒𝐓 𝐃𝐞𝐯𝐚𝐧𝐚𝐝𝐞𝐫𝐚.

The simultaneous holding of Benteng Bigas and Kadiwa ng Pangulo at Clark Mangan Tamu is part of ongoing efforts to give residents and locators of the Clark Freeport Zone access to affordable rice and fresh produce in a single location, amid the continuing challenge of rising costs faced by Filipino families.

PRESS RELEASE | CDC, TESDA Open HQ for WorldSkills Philippines Clark 2026 Competition

CLARK FREEPORT —Clark Development Corporation (CDC) and the Technical Education and Skills Development Authority (TESDA) opened a temporary headquarters to serve as the planning hub for WorldSkills Philippines Clark 2026, scheduled on September 8–10.

The office, located at CDC’s Building 2122, will coordinate logistics, stakeholder engagement, and venue preparations for the national competition. Around 350 competitors from 18 regions will showcase skills in 30 areas, with more than 2,000 participants, experts, and delegates expected to attend.

It can be recalled that TESDA and CDC formally launched WorldSkills Philippines Clark 2026 last July, underscoring Clark’s role as venue partner. The turnover of the headquarters builds on that launch, providing a working base to translate commitments into daily coordination, stakeholder engagement, and operational planning.

CDC President and CEO Atty. Agnes VST Devanadera said the initiative reflects a shared commitment to workforce development. “Programs like WorldSkills bridge classroom learning with the competencies needed to succeed in careers,” she noted.

TESDA Deputy Director General Vidal Villanueva III, representing Director General Sec. Jose Francisco ‘Kiko’ Benitez, thanked CDC for the headquarters, describing it as a hub for planning and coordination toward the successful staging of the competition.

WorldSkills competitions globally cover six major sectors — Construction and Building Technology, Creative Arts and Fashion, Information and Communication Technology, Manufacturing and Engineering Technology, Social and Personal Services, and Transportation and Logistics — encompassing more than 60 skill areas. For Clark 2026, TESDA has aligned 30 disciplines with industries operating inside the Freeport, including electronics, welding, aircraft maintenance, cybersecurity, logistics, hospitality, cooking, and electrical installation.

WorldSkills Philippines, organized by TESDA, serves as the country’s platform for showcasing technical‑vocational excellence and identifying skilled Filipinos who may represent the nation in regional and international events. The turnover forms part of continuing collaboration between CDC and TESDA to strengthen the country’s pool of globally competitive professionals.

Follow the official WorldSkills Philippines page and visit worldskills.ph for the latest updates, announcements, and stories as we count down to the competition.
