The PLMun Political Science Society (PSS), the Parliamentary Council representing the Politicos of the Department of Political Science under the College of Arts and Sciences of the Pamantasan ng Lungsod ng Muntinlupa, strongly condemns the unjust MEMORANDUM ON THE IMPLEMENTATION OF THE MODIFIED PRESCRIBED STUDENT UNIFORM.
According to Memorandum UPSD-LTR-2026-001, the implementation and compliance with the prescribed student uniform is stated to be “EFFECTIVE IMMEDIATELY,” with the full implementation of the policy set to commence on September 7, 2026, requiring students to wear the prescribed uniform from Monday to Saturday. The guidelines further discourage practices such as wearing white or colored socks, cross-dressing, and the use of gender-affirming uniforms. Students who fail to comply may be subjected to warnings by security personnel stationed at university entry points.
Habang kinikilala at iginagalang natin ang mga panuntunan sa loob ng pamantasan, discipline should never come at the expense of students’ rights, dignity, and freedom of expression.
Higit dito, nararapat ding isaalang-alang ang Republic Act No. 11313, or the Safe Spaces Act, which recognizes the importance of protecting individuals from gender-based sexual harassment and promoting a safe and respectful environment, including within educational institutions. The law emphasizes the responsibility of educational institutions to maintain an environment that is gender-responsive, respectful, and free from discriminatory and degrading treatment.
Sa ganitong konteksto, anumang institutional policy concerning clothing and gender expression should be carefully examined to ensure that it does not result in the humiliation, discrimination, or unnecessary policing of students based on their gender expression.
The implementation of a uniform policy should never become a means of policing a student's identity.
Now, we call on the PLMun Administration to review and reconsider the provisions of the memorandum, clarify its implementation and disciplinary mechanisms, uphold due process, conduct genuine and meaningful consultation with the student body, and remove provisions that unnecessarily restrict gender expression and student rights.
It should empower, not police.
It should protect, not discriminate.
