The National Robot Rodeo marked its 10th anniversary this year with record-setting vendor participation, advancing technology designed to support explosive ordnance disposal warfighters. The premier, multiday event brought together military, civilian, and international bomb squads to test the limits of emerging explosive ordnance disposal (EOD) platforms in realistic operational scenarios.

During the event, EOD teams rotated through 10 lanes, where evaluators scored them on speed, task ex*****on, and feedback provided to vendors—a framework industry partners now use as a key development milestone.

As the Department of Defense’s leader in EOD technology, the Naval Surface Warfare Center Indian Head Division (NSWC IHD) EOD Department plays a pivotal role in designing, facilitating, and evaluating these exercises. By connecting warfighters, first responders, and commercial developers, NSWC IHD ensures service members receive advanced, field-tested equipment to neutralize explosive threats safely.

Students with the Naval Surface Warfare Center Indian Head Division's (NSWC IHD) Naval Energetics Technology Apprenticeship Program (NETAP) prepare to launch their underwater remotely operated vehicle (ROV) as part of the program's underwater competition at Naval Support Facility Indian Head Aquatics Center, July 17.

NETAP provides students an opportunity to engage in a hands-on internship to
develop their engineering skills. Over the course of the two-week program,
students divided into four teams and spent two weeks designing,
programming and building an underwater ROV that could maneuver under its own
power. During the competition, each team raced their ROV between three
challenges in the pool that tested control, speed, delivery, containment and
recovery. Each of the challenges were designed to mirror actual U.S. Navy
systems at NSWC IHD.

Naval Surface Warfare Center Indian Head Division’s (NSWC IHD) Explosive Ordnance Disposal Technology Center (EODTECHCEN) hosted its first joint EOD Technology Blitz at Fort A.P. Hill, July 16-21, to create the opportunity for end-users and vendors to interact and provide feedback to meet warfighter needs by closing technology gaps.

The event hosted members from all four service branches and incorporated multi-lane multi-scenarios focused on radiographic technology, which is the only non-destructive method of viewing the internal structure of ordnance not requiring physical contact.

As leaders in the EOD community, NSWC IHD’s EODTECHCEN is the bridge between the operational force and technology developers. The Tech Blitz enabled NSWC IHD to provide technical expertise and facilitate direct collaboration between users, engineers, acquisition professionals and industry, which will help the command mature capabilities faster while reducing the risk of developing solutions that do not fully meet fleet requirements.

While honoring Capt. Steve Duba for his years of service and welcoming Capt. Paul Mahoney, Naval Surface Warfare Center Indian Head Division (NSWC IHD) hosted a change of command ceremony July 10.

“In the past three years, Capt. Steve Duba has stoked the fires of this great foundry,” said NSWC and Naval Undersea Warfare Center (NUWC) Commander Rear Adm. Peter Small, the ceremony’s keynote speaker. In recognition of his retirement from the Navy, Duba was awarded the Department of War’s (DoW) Defense Superior Service Medal during the ceremony.

Designated as an explosive ordnance disposal warfare officer, surface warfare officer, diving officer, and naval parachutist, and authorized to wear the Joint Chiefs of Staff and Secretary of War identification badges, Mahoney is primed to lead the Navy’s Arsenal.

“Every round fired, every missile launched, every device rendered safe, every warfighter who has come home because a system worked the way it was designed can be traced back to work done on this base with this workforce,” Mahoney said. “To be entrusted with the command of this warfare center is one of the greatest honors of my career, and I do not take it lightly.”

It’s the sound of a ribbon-cutting, marking the opening of the command’s latest state-of-the-art Advanced Energetic Research Laboratory Complex (𝘯𝘰 𝘢𝘤𝘵𝘶𝘢𝘭 𝘣𝘰𝘰𝘮𝘴 𝘸𝘦𝘳𝘦 𝘱𝘳𝘰𝘥𝘶𝘤𝘦𝘥 𝘥𝘶𝘳𝘪𝘯𝘨 𝘵𝘩𝘦 𝘮𝘢𝘬𝘪𝘯𝘨 𝘰𝘧 𝘵𝘩𝘪𝘴).

June 24 marked the day that Naval Surface Warfare Center Indian Head Division (NSWC IHD) hosted a ceremony to announce the opening of its new facility, establishing a home for the development of novel materials and formulations - a key component in enhancing current and emerging joint weapon systems.

In his opening remarks, NSWC IHD Commanding Officer Capt. Duba highlighted the added value of the facility for the Navy, “With this addition, NSWC IHD will continue operating as one of the largest energetic materials research and development activities in the Department of War [DOW].”

The command recently hosted the Department of the Navy’s Office of Small Business Programs Director Andrew Magliochetti to explore collaboration opportunities between the command and small businesses.

Naval Surface Warfare Center Indian Head Division briefed Magliochetti on the Navy’s multi-year, multi-billion-dollar Energetics Comprehensive Modernization Plan and the command’s critical public-private partnerships. Highlights included discussions on energetics industry leaders to increase production of Mk 104 dual-thrust rocket motors used in Standard Missile, collaborations with industry to establish the Maryland Energetics Innovation Hub, and a tour of current strategic industrial base assets under renovation that are set to address wartime surge demands.

Naval Surface Warfare Center Indian Head Division (NSWC IHD) celebrates a major milestone with its first-ever regrained Mk 70 solid rocket motor (SRM) cast in the command’s manufacturing facilities, marking NSWC IHD as the Department of War’s (DoW) second source for reclaimed and regrained SRMs.

The Mk 70, a high-performance solid rocket booster, is known for its’ heavy use by the DoW and NASA for various missions across the globe.

So, what does this mean for NSWC IHD’s next chapter?
• A major step towards increasing production capacity of large SRMs for national defense programs
• Addressing the bottleneck in the defense industrial base

“This cast was more than four years in the making. A lot of learning and adjustment went into this,” NSWC IHD Cast Propellant Production Branch Manager Frank Cooper said. “The ability to cast a Mk 70 is a big first step in revitalizing the command’s diminished capacity.”

Earlier this year, the Naval Surface Warfare Center Indian Head Division (NSWC IHD) awarded an initial $50 million contract to the American Center for Manufacturing & Innovation (ACMI) to establish a collaborative research and development ecosystem for industry, academia, and other private organizations to enhance the nation's energetics and production capabilities.

On May 28th, key stakeholders—including city, county, state, and Federal officials—attended a groundbreaking ceremony at a future site of the 𝐌aryland 𝐄nergetics 𝐈nnovation 𝐇ub (𝐌𝐄𝐈𝐇) in Indian Head, Maryland. Once completed, MEIH will 𝘴𝘪𝘨𝘯𝘪𝘧𝘪𝘤𝘢𝘯𝘵𝘭𝘺 𝘣𝘳𝘰𝘢𝘥𝘦𝘯 𝘤𝘰𝘭𝘭𝘢𝘣𝘰𝘳𝘢𝘵𝘪𝘰𝘯 𝘢𝘯𝘥 𝘪𝘯𝘯𝘰𝘷𝘢𝘵𝘪𝘰𝘯 among public and private partners within the munitions industrial base.

Located just outside the Navy’s Arsenal at Indian Head, the hub will address critical challenges in energetic systems, accelerate research and development, and improve production efficiency.
