Our detectives have arrested two people in connection with Monday night's murder of 19-year-old Fran'Davion Smith on Blanton Street.

Using surveillance video from the area and leads developed by patrol officers, detectives were able to identify 32-year-old Willie Fobbs as the person responsible for shooting Smith. They also recovered the vehicle and weapon used in the murder earlier this week.

Investigators determined that Fobbs was apparently upset over something completely unrelated when he came across Smith walking down Blanton Street. Fobbs fired several shots at Smith as he ran into his front yard, striking him multiple times. Smith died at the scene before officers arrived.

Detectives also determined that 28-year-old Ravyn Betts had been driving Fobbs around the Beverly neighborhood as he looked for someone to confront. Betts knew Fobbs was armed with a gun and continued to stay with him at an area hotel for more than a day after the murder. She never contacted police to report what had happened.

Betts was arrested on Thursday as she walked near an apartment complex on College Drive.

The investigation continued as we kept watch on several locations where Fobbs was known to spend time. At approximately 9:00 this morning, detectives spotted him leaving an apartment complex on North Stateline Avenue. They conducted a traffic stop and arrested him without incident.

Both Fobbs and Betts have been charged with Murder and booked into the Bi-State Jail.

At this point, investigators have found no known connection between either suspect and Smith. The evidence indicates this was a completely random act of violence.

Chief Kevin Schutte commended the extraordinary efforts of our detectives who worked around the clock to solve this case. "This was a very difficult case to solve that initially had almost no leads. However, our officers and detectives have worked day and night for the last four days and never gave up. They left no stone unturned. While there's no way these arrests can heal the incredible hurt and pain for Fran'Davion's family and friends, we hope that the knowledge that those responsible will be held accountable will provide some measure of peace for them."

We know nothing can undo what happened or take away the pain this family is experiencing. But we are grateful for the dedication and determination of our officers and detectives in bringing those responsible into custody.

A big thanks to Tim O’Neal and Eagle Distributing for bringing by some energy drinks for our officers and dispatchers! Those long shifts can be a grind, so a little extra boost is always welcome.

Absurd was there to supervise, but we’re pretty sure he doesn’t need any extra energy. He’s got plenty of that on his own! :)

Thanks, Tim and Eagle Distributing, for looking out for our folks!

A woman accidentally dropped her wallet while leaving a business in the 4000 block of Summerhill Road the other day. Two men picked it up, slipped it into a pocket, and left the store.

Then, Darrel Dixon returned to the store while officers were still there. They immediately recognized him from the security video they'd just watched. When they asked him about the wallet, Dixon said he'd thrown it out the window while driving down the road.

Meanwhile, the woman checked with her bank and discovered her credit card had been used at three businesses in the last hour, including Dollar General and Sonic.

Dixon said they hadn't used the cards and hadn't even been to either of those places, but a Dollar General shopping bag and a Sonic cup sitting on the console in the truck definitely made the officers go, "Hmmmm".

Another officer made a quick trip to one of the businesses where the card had been used and checked the surveillance video. Sure enough, it confirmed Dixon had made a purchase there just a few minutes before. We arrested Dixon (23) at that point for Credit Card Abuse.

Remember that wallet Dixon said he'd thrown out the window? Well, officers found it inside his truck.

He was booked into the Bi-State Jail, where his bond was set at $25,000.

We’re investigating a shooting that happened overnight at an apartment complex in the 1000 block of College Drive.

Officers were called to the back of the complex a little before 2 a.m. after receiving a report that someone had been shot. Shortly afterward, we got word that another shooting victim was in the area of Texas Blvd. and W. 40th Street. A few minutes later, officers found that victim in the CVS parking lot on N. Stateline.

We later determined the two men were shot during the same incident at the apartment complex. Both had serious gunshot wounds, and our officers immediately began providing lifesaving measures when they found them. The men were taken to Christus St. Michael Hospital and later airlifted to hospitals in Little Rock, Arkansas.

Our detectives are working to figure out exactly what happened. If you know anything that could help with the investigation, please call us at 903-798-3116 or contact Texarkana Area Crime Stoppers at 903-793-STOP or www.p3tips.com.

Traffic is a bit of a mess out on Richmond Road right now, and we have a pretty rocky situation on our hands.

A dump truck driver accidentally released the gate on the bed of his truck, dumping hundreds of pounds of rocks onto the road over the course of about a mile. Unfortunately, he kept right on going. Officers tracked down the truck at a nearby construction site and issued the driver a ticket.

We’re working to get the mess cleaned up, and we want to give a big shoutout to Cranford Tree Service for jumping in to help right away with their front-end loader. We sure appreciate the help!

If you’re traveling north on Richmond Road, expect some delays while we get everything cleared up - or better yet, it would probably be better to take a different route.
