๐ถ๐๐๐ถ๐ป๐ด ๐ก๐ฃ๐ข'๐ : We are writing to the National Deparment of DSD re failure of the new system i.t.o not allowing existing organisation to either link to their new system and not being able to submit compliance reports. We urge other organisations to also send letters [we have obtained the relevant email addresses- at bottom of post] -below copy of letter that we will be sending. You can copy and paste this on your letterhead or write your own. Please foward to as many as possible
DSD must stop hiding behind the spin of public relations and acknowledge the severity of this system failure. We urgently call on the Department of Social Development to:
1. Acknowledge Technical Reality: Publicly admit the ongoing system failures that are actively preventing existing NPOs from linking their historical profiles to the new portal.
2. Acknowledge Technical Reality of Legacy System: Acknowledge that the "legacy online system" was also chronically dysfunctional, which forced the vast majority of NPOs to rely on email submissions for both registration and annual compliance reporting.
3. Take Responsibility for Mismanaged Data: Address the catastrophic mismanagement of the manual and legacy data. The sector has serious, justified concerns regarding whether the DSD ever properly tracked, recorded, or maintained access to the thousands of compliance documents submitted over the years.
4. Stop Shifting the Blame: Cease pushing a public narrative that blames existing organisations for the current compliance crisis. While a minority of organisations may have failed to submit paperwork, the vast majority are fully compliant and possess years of DSD documentation to prove it. The department must stop penalizing civil society for its own administrative and technological failures.
5. Compliance Status: The Department must also refrain from publicly claiming that over 203,000 non-profit organizations (NPOs) are at risk of closure [due to a widespread failure to submit mandatory annual compliance reports]. The Department must admit that they have little insight into the compliance situation prior to Sept 2025, and further acknowledge that since Sept 2025 existing NPOโs have not been able to submit reports due to new system not allowing them to do so, and previous emails used for compliance reports not accepting attachments [and referring them to the non-functional online system]
6. Open Temporary Support Channels:
a) Provide a dedicated, staffed email address (that accepts attachments) specifically for existing NPOs to manually file compliance reports in the interim.
b) Draw up a Registration Form [Google Form] where all Existing NPOโs who have not been able to link to their NPO on the new system can provide basic information.
1. Name of Organisation
2. Contact Details
3. NPO Number
4. PBO Number
5. Tax Number
c) DSD to enter this information and supply existing organisations with log in details in order to submit reports and change requests.
