ActionSA mayor in Tshwane protects ANC deputy at taxpayers’ expense
by _Ald Cilliers Brink - DA Tshwane Mayoral Candidate_

Date: 27 September 2026
Release: Immediate

Mayor Nasiphi Moya is jeopordising the finances of the Tshwane Metro by keeping Eugene Modise in the position of Member of the Mayoral Committee (MMC) for Finance.

Modise, the top ANC candidate in Tshwane for the 2026 local government election, not only benefits unlawfully from a municipal contract, and has links to a company that owes Tshwane tens of millions of rands, he also cannot pay his personal debt.

Today News24 reports that property beloning to Eugene Modise, also the ANC regional chairperson, is to be attached in ex*****on of judgment debt. In the same judgment, adverse findings were made against Modise’s attorney.

Triotic Protection Services, the company belonging to Modise and has a security contract with Tshwane, is also cited in the judgment.

In line with a general pattern of dishonesty, Modise continues to deny that he has a proprietry interest in Triotic Protection Services.

Despite being found guilty of failing to declare and divest his interest in a municipal contract, Mayor Moya has kept Modise on in the critical portfolio of finance.

While Moya cannot replace Modise as deputy mayor, she can fire him as Finance MMC. Her failure to do so confirms that she is a proxy for the ANC.

Tshwane residents who trusted ActionSA with their votes in the past should take care not to make the same mistake on 4 November 2026.

*Coalition chaos in Tshwane as ANC walks out on ActionSA*

Cllr Dana Wannenburg-DA Chief Whip in Tshwane

Today’s collapse of the Tshwane Council is yet another sign that the ANC–EFF–ActionSA coalition is coming apart at the seams.

ANC councillors walked out and broke quorum — reportedly against the wishes of their own leaders, Eugene Modise and Aaron Maluleke.

This is bigger than a walkout. It is a government that cannot govern.

The ANC, EFF and ActionSA cobbled together a coalition to take power in Tshwane. Now, their infighting, instability and competing interests are paralysing the City.

While coalition partners fight among themselves, residents pay the price: potholes remain unfixed, power outages continue, water is lost, and opportunities for investment and jobs disappear.

Tshwane cannot afford another five years of coalition chaos.
DA councillors remained in their seats, ready to work, because Tshwane needs a stable government with a clear programme and the ability to deliver it.

The ANC coalition is falling apart. The DA is ready to take back Tshwane and get our City working for all.

In a massive victory against state capture the Gauteng High Court has overturned Johann Mettler’s suspension as city manager, the result of a rigged council vote. A lesson to the ANC, EFF and ActionSA.
