NFP OFFICIALLY LAUNCHES ITS 2026 UGU DISTRICT LOCAL GOVERNMENT ELECTIONS MANIFESTO AND VOLUNTEERS CAMPAIGN

At Bhoshongweni Arts Centre, Umthwalume, Ugu District
17 October 2026

NOTHING ELSE BUT SERVICE DELIVERY!

The National Freedom Party (NFP) today marked an important milestone in its preparations for the 2026 Local Government Elections, with the official launch of its Ugu District Election Manifesto and Volunteers Campaign, led by the NFP KwaZulu-Natal Provincial Chairperson, Hon. Cynthia Mbali Shinga, MPL.

The launch brought together party leadership, members, volunteers and communities to reaffirm the NFP’s commitment to building accountable, responsive and service-oriented local government.

Delivering the keynote address, Hon. Shinga outlined the NFP’s vision for municipalities that place the needs of communities at the centre of governance, with particular emphasis on reliable water provision, rural road infrastructure, sanitation, youth development, local economic growth, support for emerging farmers, and the empowerment of women.

The NFP maintains that service delivery is not a political favour, but a constitutional responsibility that must be fulfilled with integrity, transparency and accountability.

The manifesto further emphasises the importance of sound municipal financial management, consequence management, cooperative governance and strengthening public participation in municipal decision-making.

A significant part of today’s programme was the launch of the NFP’s election volunteers and the presentation of candidates who will represent the party across municipalities in Ugu District.

The NFP believes that effective local government begins with capable leadership, councillors who understand their responsibilities, and representatives who remain accessible and accountable to the communities they serve.

Our commitment extends beyond election campaigns. It is about restoring public confidence in local government and ensuring that municipal resources are directed towards improving the lives of ordinary people.

The NFP extends its appreciation to the people of Ugu, party structures, volunteers, leadership and everyone who contributed to the success of today’s launch.

The NFP Caucus, led in the House by Hon. Cynthia Mbali Shinga, MPL, concluded its participation in the Taking Legislature to the People programme in Amajuba having made its presence felt across the business of the House.

With one Member representing the NFP in the Legislature, effective caucus management, research and preparation remain essential to ensuring that the Party participates meaningfully across the Legislature’s constitutional mandate. The measure of representation is therefore not simply the number of seats occupied, but what is done with the mandate entrusted to those seats.

On the Order Paper, Hon. Shinga advanced women’s leadership in local government, participated in the debate on the renewal of the Provincial Public Service Commissioner, defending strong and independent institutions, and delivered a robust contribution on the Amajuba Multi-Party Oversight Report, interrogating unresolved service-delivery failures and insisting that commitments made to communities must be tracked beyond TLTP.

Our approach connects the three pillars of legislative work: public participation must inform oversight; oversight must produce accountability; and where necessary, the evidence gathered from communities must inform law-making and policy intervention.

This is the standard the NFP Caucus continues to set for itself: prepared, substantive, evidence-driven and unapologetically centred on the people.

One seat can still carry a serious legislative programme when the work behind it is organised and purposeful.

NFP — NOTHING ELSE BUT SERVICE DELIVERY.

Hon. Cynthia Mbali Shinga, MPL, came to Amajuba to do the work — and left no room for distractions.

During the debate on the Multi-Party Oversight Report, Hon. Shinga delivered an uncompromising message: political battles must never become bigger than the people we were elected to serve. She challenged political grandstanding in the House and demanded consequences where communities continue raising the same service-delivery failures year after year.

The National Freedom Party in KwaZulu-Natal, led by Provincial Chairperson Hon. Cynthia Mbali Shinga, today officially opened the Duma family home in Roosboom, Ward 11, Alfred Duma Local Municipality, uThukela District.

This intervention reflects our commitment to constituency work that reaches people where they live.

For families with very little, leadership must translate into practical support, restored dignity and hope.

The NFP will continue working the ground across KwaZulu-Natal and placing communities at the centre of our work.

MEDIA STATEMENT

15 SEPTEMBER 2026

HON. CYNTHIA MBALI SHINGA, MPL, NOTES PIETERMARITZBURG HIGH COURT JUDGMENT
AND CALLS FOR CALM WITHIN THE NFP

Hon. Cynthia Mbali Shinga, MPL, in her capacities as KwaZulu-Natal Provincial Chairperson of the National Freedom Party (NFP), NFP Member of the KwaZulu-Natal Legislature and Leader of the NFP in the KwaZulu-Natal Legislature, has noted the judgment handed down by Judge Mngadi in the Pietermaritzburg High Court.

From the outset, Hon. Shinga has maintained that matters placed before the courts must be determined through
the appropriate legal processes. She therefore respects the judgment and the constitutional authority of the
judiciary, notwithstanding her right to exercise any further legal remedies available to her.

This position is anchored in section 1(c) of the Constitution of the Republic of South Africa, 1996, which
recognises the supremacy of the Constitution and the rule of law as founding values of the Republic. As an NFP
MPL and Leader of the NFP in the KwaZulu-Natal Legislature, Hon. Shinga remains duty-bound to uphold
these constitutional principles and to respect the institutions established to protect South Africa's constitutional
democracy.

Hon. Shinga therefore calls upon all NFP members, structures, public representatives and supporters in
KwaZulu-Natal to remain calm, disciplined and focused. The judgment must not be used to fuel internal
divisions, public attacks or conduct that undermines the unity, stability and constitutional functioning of the NFP.

Most importantly, this matter must not derail the NFP's political programme in KwaZulu-Natal.

The NFP's structures must remain focused on strengthening branches, mobilising communities, growing the Party's electoral support and advancing its campaign to gain control and meaningful representation in
municipalities across KwaZulu-Natal.

The people of the province continue to confront unemployment, poverty,
failing infrastructure and serious service-delivery challenges. These are the issues that must remain at the centre of the NFP's work.

Hon. Shinga has been advised that legal remedies remain available following the judgment. She has accordingly instructed her legal team to consider the judgment in its entirety and explore the option of an appeal within the applicable legal timeframe.

An urgent meeting with the legal team has been confirmed for this afternoon, where the judgment, its implications and the appropriate legal way forward will be considered. Any decision arising from that consultation will be communicated through the appropriate channels.

NFP KZN Legislature Caucus | Remembering Our Founding President

Today, 06 September, the National Freedom Party KwaZulu-Natal Legislature Caucus pauses to remember and honour the life and enduring legacy of our Founding President, Mam Zanele KaMagwaza-Msibi, who departed this life on 06 September 2021.

Hon. KaMagwaza-Msibi dedicated her life to public service and to uplifting communities too often forgotten. From local government, where she served as Mayor of Zululand District Municipality, to the national stage as a Member of Parliament in the National Assembly and Deputy Science and Technology Minister, she demonstrated that leadership must ultimately translate into development, dignity and opportunity for ordinary people.

Her journey remains particularly important to us as the NFP Caucus in the KwaZulu-Natal Legislature. She taught us that occupying seats in government and Parliament is not enough; those seats must be used to speak for communities, strengthen service delivery, advance women and young people, confront poverty and unemployment, and ensure that rural communities are never treated as an afterthought.

As we remember her today, we recommit ourselves to carrying that work forward through our daily responsibilities in the Legislature — through oversight, debates, legislation, constituency work and holding government accountable. Our responsibility is to ensure that the NFP remains rooted amongst the people while contributing meaningfully towards building a KwaZulu-Natal in which communities have access to opportunities, social support and sustainable development.

The greatest tribute we can pay to Mama KaMagwaza-Msibi is not simply to remember her name, but to continue the work she began.

Her vision lives on. Her work continues through us. Her legacy remains our responsibility.

Lala ngokuthula, Mama wesizwe. 🕊️

Zanele KaMagwaza-Msibi (1962–2021)
