FOR IMMEDIATE RELEASE

12 October 2026

PDC Announces Ward Councillor Claude Terblanche as Mayoral Candidate for Plettenberg Bay.

PLETTENBERG BAY — The People's Democratic Congress (PDC) is proud to announce Councillor Claude Terblanche as its official Mayoral candidate for the upcoming elections.

Currently serving as the ward councillor for New Horizon, Terblanche will stand as the face of the PDC’s campaign, carrying the party’s vision to lead Bitou Municipality and secure the mayoralty of Plettenberg Bay.
Terblanche has built a strong reputation as a dedicated, community-first public servant. Throughout his tenure in New Horizon, he has been a relentless advocate for his constituents, consistently championing critical service delivery issues, infrastructure improvements, and community upliftment.

"Claude Terblanche has proven time and again that he puts the needs of the people first," said a spokesperson for the PDC. "His hands-on leadership style, coupled with his fearless commitment to addressing service delivery bottlenecks, makes him the ideal candidate to lead Plettenberg Bay into a new era of responsive, transparent, and effective local governance."

As the PDC’s Mayoral candidate, Terblanche’s campaign will focus on enhancing basic service delivery, improving municipal accountability, driving local economic development, and ensuring that every community across Plettenberg Bay receives fair and equitable resource allocation.
Speaking on his nomination, Terblanche expressed gratitude for the trust placed in him:
"It is a profound honor to be named the PDC's Mayoral candidate. Having served the residents of New Horizon, I know first hand both the challenges our communities face and the immense potential Plettenberg Bay holds. My commitment is simple: to bring energetic, accountable, and service-driven leadership to the Mayor’s office so that all residents enjoy the quality services and dignity they deserve."

The PDC invites all residents and stakeholders to join Councillor Terblanche and the campaign team as they engage communities across Plettenberg Bay in the coming weeks.

Thank You.

Meet your ward 4 councillor for a second term. We ask you vote behind Plett Democratic Congress - PDC because nothing in local government is done in the first term. In 2021 voters trusted PDC with their vote and to deliver on the local government mandate.

Local government is one of the three spheres of government with the provincial and the national spheres making up the other two.

Local government in South Africa consists of municipalities, which deliver many of the services that people rely on in their daily lives. Section 155 of the Constitution provides for three categories of municipalities.

These are metropolitan, district and local municipalities.

The Constitution determines the powers and functions of local government in Schedules 4 and 5. Municipalities have many functions that affect our lives daily. They mostly fulfil these services within the framework of the Constitution, National and Provincial legislation.

Those functions are, amongst others:

• Electricity
• Water and sanitation services
• Refuse removal
• Roads
• Parks and recreation
• Community halls and public places
• Cemeteries

Each municipality has a council, which is elected during Local Government Elections every 5 years. The municipal council governs the Municipality. The council is made up of elected members who adopt policies, make by-laws, raise income and spend funds and take decisions at council meetings on all matters that fall within its powers and functions.

4th November Vote PDC for improved and better service delivery. We have delivered the first time we will deliver the second time again.

Meet your ward 3 Councillor Candidate
Vote PDC 4th November 2026
Your vote for MTHETHELELI "MMTEZA" Mthizo Shweme Ngcebesha can bring change in your community.

Local Government is the sphere closest to the people.

Only voters can decide if their towns or cities fail or succeed”. Local elections use ward and PR systems, so a vote for PDC can directly translate into a councillor who sits in your council and votes on your municipal budget.

That’s different from national elections — your choice here changes who answers your call when there’s no water, electricity, potholes, broken stormwater safer communities.

When we make a decision in council, you feel it in your home the next week.
That’s why PDC need you with us. A councillor can table motions and write letters, but real change only happens when the community stands together and pushes.

And we will be honest, this work requires patience.
Budgets are tight. Processes are slow. Some projects take more than one term to finish. But patience does not mean we give up. It means we keep showing up. It means we keep reporting back to you, and you keep holding us accountable. Together, patience plus pressure gets results.
