BITOU MUNICIPALITY PROVIDES UPDATE ON SPAZA SHOP LEGALISATION PROCESS

Issued: 24 October 2026

Bitou Municipality has completed the assessment and review of appeals relating to spaza shop legalisation applications across all wards, a process that commenced approximately six months ago. The process was conducted in accordance with the Bitou House Shop Policy, adopted in 2024, and the applicable land-use planning requirements.

The Municipality’s Town Planning and Development Department assessed compliance with the relevant requirements, including residency criteria and supporting documentation. This process was supported by relevant stakeholders, including immigration authorities, to assist with the verification of immigration documents where applicable.

The Executive Mayor considered the appeals and the Municipality is now ready to formally communicate the outcomes to appellants. Operators whose appeals were unsuccessful will receive notices requiring them to cease trading and remove unlawful structures within the specified timeframes. Successful appellants will be notified of their conditional approvals and the deadlines for complying with the conditions.

Bitou Municipality remains committed to ensuring that spaza shops operate lawfully and in accordance with municipal policies and regulations.

At the end of the notice period, Bitou Municipality, including law enforcement, will follow up to ensure compliance.

PUBLIC NOTICE: WATER DISCOLOURATION IN NATURES VALLEY
06h03 || 23 October 2026

Bitou Municipality wishes to inform residents of Nature's Valley that the current water discolouration is linked to the heavy rainfall, which has caused the river to flow strongly and carry a high level of natural colour into the water supply system.

Due to limited water storage capacity, the Municipality cannot stop the water treatment plant from operating while waiting for the raw water colour to subside.

Under normal circumstances, the reservoir would be full, allowing the plant to be temporarily shut down for a day or two until the river water becomes clearer. However, current storage levels do not allow for this option.

The Municipality’s Water and Wastewater team continues to monitor the situation and manage the water treatment process.

Residents are advised to avoid using the affected water for laundry, particularly in washing machines, as it may stain clothing.

Bitou Municipality appreciates residents’ patience and understanding and will provide further updates as the situation develops.

WITTEDRIF ROADWORKS UPDATE
23 October 2026

Bitou Municipality wishes to inform residents that the contractor appointed for the Wittedrif roads project remains on site. However, construction work has been temporarily suspended due to wet weather conditions. The temporary pause is necessary because the current ground conditions are not suitable for construction work.

Residents are assured that the temporary suspension does not mean the contractor has abandoned the project.

Work will resume when weather and site conditions are suitable to allow construction to proceed safely and effectively.

The Municipality appreciates the community’s patience and understanding.

BITOU BEACH ACCESS REPAIRS PROGRESSING AHEAD OF FESTIVE SEASON

Five Bitou beaches—Nature’s Valley, Singing Kettle, The Waves, The Dunes and Lookout Beach—have received Full Blue Flag Status, while Nature’s Valley also earned Green Coast recognition.

Repairs and maintenance to storm-damaged beach walkways and boardwalks are well underway. The Robberg 10 walkway has been repaired along its original footprint, with the remaining work scheduled for completion within the stipulated timeframe.

The Municipality has largely funded repairs and maintenance from its own resources while awaiting insurance payouts following the May and June 2026 disasters. The impact of the severe weather on numerous municipalities across the Western Cape has slowed the assessment and processing of insurance claims from this insurance provider.

This week, the insurer confirmed that payments are imminent, which will help accelerate repairs at other affected beaches.

The Municipality has resolved to implement a temporary solution to restore access at Robberg 5. A temporary walkway will be installed with the necessary safety provisions to allow beachgoers to access the beach. This arrangement will remain in place while the required environmental and public participation processes are undertaken to enable the construction of a permanent boardwalk.
