A DA-led government will prioritise upgrading and maintaining the electricity network, while partnering with the private sector to attract investment and improve reliability.

The goal is simple: fewer outages and a more reliable power supply for residents and businesses.

*Load reduction signals big trouble for Tshwane electricity grid*
_by Ald Cilliers Brink - DA Tshwane Mayoral Candidate_

DA councillors in Tshwane are working hard to keep residents informed of progress in restoring electricity across the city.

The fire at the Waltloo substation damaged the Njala infeed station, one of the critical points from which the city receives bulk electricity from Eskom.

We are very concerned that Tshwane might have lost critical transformer capacity at Njala and that the damage is more severe than the city had led on.

The loss of transformer capacity has necessitated attempted load reduction, in other words, the effective ‘rationing’ of electricity supply between different areas to avoid overloading the transformer capacity.

We hope that the city will be able to devise an engineering solution to stabilise the supply of electricity as soon as possible. This might include backfeeding electricity from other infeed stations.

But the need for such piecemeal solutions itself indicates how badly Tshwane’s electricity infrastructure has deteriorated in the past year.

The DA has had sight of a report by the Energy and Electricity Business Unit dated 1 June 2026 in which the following warning is signaled:

“Despite best efforts with existing resources, the lack of additional capital and operational funding places the electricity network at HIGH RISK of widespread unplanned outages during the 2026 Winter peak demand period, with the potential for large-scale blackouts in the event of Primary Substation Transformer failure.”

This is why the DA has lodged a NERSA complaint against Tshwane, to check that the city’s compliance with electricity license conditions, including maintenance obligations, is in fact being met.

We call for the city to make every effort to keep the public and councillors informed of plans to mitigate the power outage, and to commence an independent engineering condition assessment of the electricity network.

I also call on Mayor Nasiphi Moya to come out of hiding and address this crisis. She should make a public statement today.

This will enable the city, including a new government after the 4 November local government election, to optimise taxpayers’ money in order to prevent a catastrophic collapse of the Tshwane grid.

*DA demands Tshwane implement Modise salary sanction before end of term*
by Cllr Jacqui Uys - DA Tshwane Spokesperson for Finance

The DA in Tshwane demands immediate implementation of the two-month salary sanction imposed on Deputy Executive Mayor and MMC for Finance Eugene Modise (ANC), as there is no formal indication that it has been implemented.

Modise was found guilty of failing to declare his financial interest in Triotic Protection Services, a security service provider to the City of Tshwane. Council subsequently sanctioned him to the equivalent of two months’ salary, approximately R200 000.

Failing to declare financial interests undermines fair contracting, putting opportunities for local businesses and the jobs they create at risk.

While Modise faces a roughly R200 000 salary sanction, Triotic has, until recently, continued to earn approximately R3 million a month from the ANC Government in Tshwane.

We have been clear from the outset that a two-month salary deduction is wholly inadequate given the seriousness of the finding. We are challenging Council’s decision in court because we believe the sanction is inconsistent with the constitutional principles of accountability and good governance.

Yet, despite the slap-on-the-wrist nature of the sanction, the ANC/ActionSA government in Tshwane has not given any indication that Modise salary has in fact been docked.

A Council resolution cannot simply be ignored when it concerns a senior political office bearer.

Only two months remain in the current term. We therefore demand confirmation that Modise’s salary has been docked, and if it hasn’t been docked that it be done immediately.

If the sanction has not been implemented, the ANC/ActionSA government must explain why Modise is being protected.

In accordance with our Manifesto 2026, if elected, we will strive to build corruption-free and professional municipalities by appointing competent people based on merit, not political connections.

Tshwane residents deserve accountability from those entrusted with managing the City and its finances. On 4 November, Tshwane residents will vote for a Mayor committed to rooting out corruption.

*DA withdraws from Tshwane council meeting to prevent waste of taxpayers’ money*

23 September 2026

By Alderman Dana Wannenburg

The Democratic Alliance (DA) caucus in the Tshwane Metro successfully blocked the election of a new chief whip today, preventing the ANC-led coalition from filling the position during the final days of the council term.

Other parties, including the Vryheidsfront Plus, supported the DA’s position.

By choosing not to participate in the meeting, the DA caucus ensured the session failed to reach a quorum, thereby saving taxpayers from paying a significant salary for a role that would have been largely inactive.

Furthermore, the DA withdrew from a subsequent council meeting to block two additional items that were presented with insufficient notice.

These items included a salary adjustment for senior managers and the appointment of a non-executive director to an entity board.

The DA maintains that such decisions carry serious financial and political implications and should not be finalised by the outgoing administration just before an election.

Instead, these matters should be left for the new political leadership to consider after the upcoming election cycle.

Voters will have the final say on the future of Tshwane's governance when they head to the polls on the 4th of November.

Since the DA was removed in Council and the allocated ringfenced funds disappeared I kept on fighting for the upgrading of the Feeder cables towards Cessna, Doornpoort and Bon Accord substations.

We as the DA succeed to have this project be back on track to provide a more sustainable Electricity grid.

All the feeder cables will be replaced.

Commencement of the project 21 September 2026 till March 2027, weather permitting.

Handover was done to the Contractor

The DA is the only party that will keep on fighting for the residents

Be sure to vote DA in the upcoming Local Elections to bring the change

For a very long time I fought for the upgrading of the SP line from Soshanguve Substation and eventually towards my end of term it became a reality.

Loads of inconveniences caused due to theft and unforeseen circumstances but to the end it is the results that matter.

The theft of the cables is due to lack of security by the City of Tshwane.

Only the DA can change this.

Please vote DA on the 4th of November 2026

DA rejects unnecessary Chief Whip appointment as Tshwane approaches elections
by Alderman Dana Wannenburg

-The DA abstains from the Special Council meeting.
-Tshwane does not need another appointment for the final weeks of a Council whose term is coming to an end.
-Money is being spent on a political appointment that will be effective for less than a month.

The DA will not attend or participate in the Special Council meeting scheduled for 23 September 2026 to elect a new Chief Whip of Council.

Our position is clear: Tshwane does not need another appointment for the final weeks of a Council whose term is coming to an end.

We question the decision to spend money on a political appointment that could last little more than a month before a new Council is elected. The position carries remuneration of approximately R104,608 per month. At a time when residents face financial constraints, Tshwane should cut unnecessary expenditure, not create additional political costs.

There are just 43 days before the 4 November 2026 Local Government Elections. Instead of focusing on the urgent challenges facing residents, the City’s leadership is convening a Special Council meeting to fill a position that does not prevent Council or the administration from functioning.

The argument that appointing a Chief Whip is necessary to prevent disruption to service delivery is not credible. Service delivery is not delivered by political titles. It requires an effective administration, oversight, responsible leadership and political will. The vacancy does not prevent the City from providing water, electricity, refuse removal, roads, infrastructure and other municipal services.

Tshwane residents deserve better than political musical chairs at the end of a municipal term.

We will not legitimise an unnecessary political process and will not support the election of a new Chief Whip.

The governing parties should answer the questions residents care about: Where is the improvement in service delivery? Where is the financial discipline? Where is accountability for the City’s performance? Why spend money on a position the incoming Council can fill after the election?

With elections weeks away, the focus must remain on residents, service delivery, and fixing Tshwane - not securing political positions for the final days of a departing Council.
