Meet Janneke, one of our hydrogeologists in the Water Use Licensing and Authorisation Business Unit.

If you've ever wondered what goes into getting a water use licence over the line, her days are a good picture of it. Her work is a mix of geohydrological assessments and a lot of time with people: clients, public participation processes, and everyone who has a stake in how groundwater gets used.

"Whether I’m out in the field doing a hydrocensus or running a public participation, I love connecting directly with the people who depend on groundwater. It’s a chance to learn directly from local water users, ensure their voices are heard, and contribute to the equitable and sustainable management of this vital resource - because that’s what this work is really about."

In South Africa, it's not the borehole you register. 𝐈𝐭'𝐬 𝐭𝐡𝐞 𝐠𝐫𝐨𝐮𝐧𝐝𝐰𝐚𝐭𝐞𝐫 𝐮𝐬𝐞. That's what decides whether you need a Water Use Licence (WULA) or not. 💧

Since 1998, water has been a national resource. It doesn't belong to the landowner anymore, which is a big shift from the old 1956 Water Act.

𝐒𝐨 𝐰𝐡𝐞𝐫𝐞 𝐝𝐨 𝐲𝐨𝐮 𝐥𝐚𝐧𝐝?
🔹 Small-scale domestic use, gardening or livestock (Schedule 1): no registration or licence needed.
🔹 Within your catchment's General Authorisation limit: you need to register.
🔹 Over that limit: you need a Water Use Licence.

𝐍𝐨𝐭 𝐬𝐮𝐫𝐞 𝐨𝐟 𝐲𝐨𝐮𝐫 𝐥𝐢𝐦𝐢𝐭? It's your quaternary catchment's GA volume multiplied by your property size in hectares.

𝐎𝐧𝐞 𝐭𝐡𝐢𝐧𝐠 𝐰𝐞 𝐬𝐞𝐞 𝐭𝐫𝐢𝐩 𝐩𝐞𝐨𝐩𝐥𝐞 𝐮𝐩: changing your intended water use halfway through the application. One licence per property means any change can send you back to the start. We know of a Western Cape application that was rejected after two years for exactly this reason. Two years. Then a brand new application.

Our advice? 𝐁𝐞 𝐜𝐥𝐞𝐚𝐫 𝐚𝐛𝐨𝐮𝐭 𝐰𝐡𝐚𝐭 𝐲𝐨𝐮 𝐰𝐚𝐧𝐭 𝐭𝐨 𝐝𝐨 𝐧𝐨𝐰, 𝐚𝐧𝐝 𝐰𝐡𝐚𝐭 𝐲𝐨𝐮 𝐦𝐢𝐠𝐡𝐭 𝐰𝐚𝐧𝐭 𝐭𝐨 𝐝𝐨 𝐥𝐚𝐭𝐞𝐫, 𝐛𝐞𝐟𝐨𝐫𝐞 𝐭𝐡𝐞 𝐩𝐫𝐨𝐜𝐞𝐬𝐬 𝐬𝐭𝐚𝐫𝐭𝐬.

And a heads up on timing: submitting a WULA can take 3 to 6 months, and the assessment afterwards can take a lot longer. Once you've got the licence, the compliance work starts (reports, audits, sometimes within 3 months).
