Citizens Knowledge Is the Key to Accountability

During the public lecture organized by CUTS Lusaka, I had the privilege of presenting on social sector spending in the 2026 National Budget, using the 2025 budget as a reference.

The presentation outlined key allocations to education, health, social protection and water and sanitation,showing how these sectors directly impact the daily lives of Zambians.

I believe that informed citizens are powerful agents of accountability. When people understand how public resources are allocated and spent, they are better positioned to protect the quality of essential services such as schools, hospitals and infrastructure.

The message was clear:: meaningful citizen participation is vital in shaping Zambia’s economy.

On 17th November 2025, Consumer Unity Trust Society - CUTS Lusaka signed a memorandum of understanding (MOU) with Lusaka Chamber of Commerce and Industry (LCC) to formalize their working relationship. The meeting, attended by key stakeholders, aimed to explore areas of mutual interest and strengthen collaboration between the two institutions. CUTS highlighted its recent activities, including political party training, engagement with MPs, interuniversity debates and several programs focused on public debt management and food systems transformation in Zambia.

The LCC President outlined the chamber's vision to create a conducive environment for trade and investment while noting its history since 1933. A significant discussion point was the need to transform the private sector in Zambia into a regional trading hub, improve access to affordable finances and enhance capacity building across both private and government sectors, the meeting was concluded with the signing of the agreement.

On 5th November 2025, I was privileged to represent CUTS International Lusaka on Millennium Radio to discuss a critical issue: Advocating for Prudent Public Debt Management in Zambia.

We delved into the urgent need for transparency and citizen engagement in how the government borrows and manages public funds. Key to this is making vital documents like the Annual Borrowing Plan readily available, detailing loan purposes, lenders and terms.

When citizens have access to this data, they can actively participate in monitoring, ask the right questions and help ensure that every Kwacha borrowed is used for national development which includes building schools, hospitals and a better future for all.

An informed nation is an empowered nation!!!!

On October 17, 2025, I had the opportunity to join CUTS Consumer Unity Trust Society - CUTS Lusaka and the Alliance For Community Action Zambia (ACA) on a live radio program on Flava FM in Kitwe. We broke down Zambia's debt situation, making complex issues simple and understandable. We discussed how public debt affects citizens' cost of living and access to essential services.

What struck me most was the passion and concern from listeners. We empowered them with practical ways to advocate for transparency and accountability in national debt management. It was inspiring to see citizens taking charge of their financial future.

The program was a great example of how collaborative efforts can educate and engage the public on critical issues. I'm grateful for the opportunity to be part of it and contribute to the conversation.

On 16th October 2025 Consumer Unity Trust Society - CUTS Lusaka in partnership with Alliance For Community Action Zambia and with support from the National Democratic Institute , convened a dynamic Inter-University Debate at The Copperbelt University in Kitwe. As part of the organising team in my role as Research Officer and honoured to serve as one of the judges during the debate, I witnessed firsthand the power of youth led dialogue on sustainable debt management, transparency and public accountability within Zambia’s public finance framework.

Four universities showcased their intellectual prowess and advocacy skills where Northrise University emerged as the overall winner, followed by Copperbelt University in second place, Zambia Institute for Business Studies and Industrial Practice in third and Catholic Church University in fourth. Each team demonstrated exceptional insight into Zambia’s debt landscape and its socio-economic implications.

The atmosphere was charged with passion and purpose. Students didn’t just exchange ideas they championed solutions. Their compelling arguments and visionary thinking affirmed that Zambia’s youth are not only informed but ready to lead the charge for responsible debt governance. This was more than a debate it was a catalyst for civic engagement and transformative change.

MY FAREWELL MESSAGE TO THE STUDENTS OF CHALIMBANA UNIVERSITY -CLOSING THE CHAPTER OF THE UMUKAYA ADMINISTRATION.

14th October,2025

As I prepare to graduate, I look back on my journey with deep gratitude.Serving you as CHAUSU Finance Minister in 2024/2025 Academic year has been one of the most meaningful experiences of my life.

This journey was not a smooth one , it came with late nights, tough decisions, laughter and unforgettable moments. But as the old saying goes, “Smooth seas do not make skillful sailors.” Every challenge helped me grow into the person I am today.

To everyone who believed in me, thank you from the bottom of my heart. Your trust gave me strength when things got tough. To those who questioned or challenged me ,I’m also grateful You reminded me that leadership is about learning every day and if at any point my actions hurt or disappointed anyone, please accept my sincere apology. It was never intentional , just part of the duty I carried.

I have now stepped aside to allow new leaders to rise. Leadership is a journey, not a position. It must continue and I have no doubt that the next team ( Uchaa administration ) will carry the torch even higher.

Special thanks go to Chausu President Mr Chilufya Mumba Ezra and the entire Umukaya team , it was an honour to serve alongside you. We faced storms, but we also created memories that will last forever.

To my fellow students , thank you for making Chalimbana University feel like more than just a school. You made it a home.

May God bless you all and continue to bless our beloved Chalimbana University.

As part of the Consumer Unity Trust Society - CUTS Lusaka team, I contributed to the parliamentary submission to the Committee on Local Governance, Housing and Chiefs Affairs on 6 th and 7 th October, 2025, providing critical analysis and insights on national budget allocations.

Our analysis focused on the Ministry of Local Government and Rural Development (MLGRD) and the Ministry of Small and Medium Enterprise Development (MSMED),which represents head 29 and 35 respectively.

Regarding MLGRD, we noted that the allocation reflects the government's commitment to decentralization, rural development and community empowerment through the Constituency Development Fund. However, we highlighted the need for a more balanced approach, with increased attention to urban infrastructure and human settlements planning. To ensure efficient service delivery, we recommended strengthened accountability, enhanced monitoring of rural infrastructure, promotion of digitalization and stronger partnerships.

On MSMED, we commended the government's recognition of MSMEs as drivers of economic diversification, job creation and inclusive growth. Nevertheless, we pointed out the need for a more comprehensive approach that combines financial support with non-financial interventions, such as entrepreneurship training, innovation, and market linkages.

We also emphasized the importance of gender and youth-focused programs, capacity building, and stronger institutional systems to enhance the sustainability and competitiveness of SMEs and cooperatives.

Through this submission, the CUTS team contributed to promoting evidence-based policymaking, transparency and accountability in governance.
