The National Assembly wishes to inform the general public of the appointment of Mrs Loveness Maambo Mayaka as Clerk of the National Assembly of Zambia following a swearing-in ceremony by the Republican President on Wednesday, 27th May, 2026.
The appointment follows the ratification of Mrs Mayaka by the National Assembly of Zambia on Sunday, 10th May, 2026, pursuant to Section 3(1) of the National Assembly Staff Act, Chapter 257 of the Laws of Zambia.
Mrs Mayaka has over thirty (30) years work experience in public service of which twenty (20) years is at the National Assembly of Zambia, having joined the institution in 2005. She served as Principal Clerk for Research from 2015 to 2022, where she contributed to parliamentary research, policy analysis and institutional development. She later served as Deputy Clerk (Administration) from 2022 to 2025, overseeing administrative operations. Prior to her ratification, Mrs Mayaka served as Acting Clerk of the National Assembly from April, 2025.
The National Assembly congratulates Mrs Mayaka on her well-deserved appointment and wish her success as she takes on this new responsibility.

President Hakainde Hichilema has sworn in Mrs Loveness Mayaka as Clerk of the National Assembly of Zambia.
Her swearing-in follows her appointment and subsequent ratification by the National Assembly pursuant to section 3 (1) of The National Assembly Staff Act, Chapter 257 of the Laws of Zambia.
Speaking during the ceremony held on Wednesday, 27th May, 2026 at State House, President Hichilema said the appointment of Mrs Mayaka is critical to the smooth operation of the Legislature.
President Hichilema urged the Clerk to ensure that laws are properly drafted and structured to enhance effective governance and service delivery.
โWe expect efficiency, integrity and accountability in the discharge of her duties,โ he said.
And the President has since called on all Arms of Government to align themselves with Governmentโs agenda of turning around the economy.
He said national progress requires collective effort and coordination across public institutions.
President Hichilema said that the Executive remains mindful of the challenges facing other Arms of Government as the country works towards economic recovery and national development.
President Hakainde Hichilema also swore in 40 judges to the Supreme Court, Constitutional Court, Court of Appeal and High Court.

Speaker of the National Assembly of Zambia, Rt. Hon. Dr. Nelly B.K. Mutti, SC, MP, FAPRA, has stated that the establishment of a Zambia-Serbia Parliamentary Friendship Group would be a significant step towards strengthening Parliamentary relations and enhancing mutually beneficial cooperation between the two countries.
Speaking when Ambassador of the Republic of Serbia to Zambia, Her Excellency Ms. JasnaZrnovic, paid a courtesy call on her on Wednesday, 20th May, 2026, at Parliament Buildings, Speaker Mutti said Zambia and Serbia have continued to grow over the years through cooperation in various sectors aimed at promoting national development and improving the welfare of citizens.
She expressed appreciation to the Government of Serbia for its continued support to the Zambian education sector through the Serbian Scholarship Programme.
She said the scholarship programme has contributed significantly to building the capacity of many Zambian students and provide them with opportunities to acquire quality education and skills.
Speaker Mutti further noted that Zambia and Serbia have continued to make progress in agriculture, trade, education, technology and investment, with the aim of driving development and enhancing citizensโ welfare.
And Ambassador Zrnovic echoed the importance of establishing the Parliamentary Friendship Group. She noted that thirty years had passed without a resident Serbian representation in the country.
The Ambassadorthus expressed hope that the establishment of the Parliamentary Friendship Group will materialize soon and that the cooperation between the two countries would continue to grow in the years ahead.
Her Excellency noted Serbiaโs historic contribution to Zambia through the construction of key institutions, including the Kafue Gorge, Findeco House, the University Teaching Hospital and the Mulungushi International Conference Centre.
She also stated that Zambians have been benefiting from the Serbian scholarships and recently four Zambian students had received scholarships from the Serbian Government named World in Serbia to study in Belgrade and expressed hope that such programmes would continue to expand in the coming years.
The Ambassodor further extended an invitation to Speaker Mutti to participate in a conference jointly organised by the Inter-Parliamentary Union and the National Assembly of Serbia scheduled for June this year.
She said the conference would focus on breaking down gender stereotypes and challenging negative social norms.
The Expo 2027, to be held in Belgrade under the theme โPlay for Humanity,โ will provide an important platform for collaboration, engagement and strengthened international partnerships, she noted.

The First Deputy Speaker of the National Assembly of Zambia, Hon Malungo Chisangano, MP, has called for enhanced parliamentary cooperation between Zambia and Azerbaijan through strengthened parliamentary diplomacy and legislative collaboration.
Hon Chisangano said this during a high-level bilateral meeting with the First Deputy Speaker of the Milli Majlis (Parliament) of the Republic of Azerbaijan, Hon Ali Javad oglu Ahmadov, held on the sidelines of the 13th World Urban Forum (WUF13) in Baku, Azerbaijan, on Thursday, 21st May, 2026.
She stated that Zambia and Azerbaijan continue to enjoy warm and cordial bilateral relations, largely sustained through their shared membership in international organisations such as the Non-Aligned Movement and the Inter-Parliamentary Union (IPU).
Hon Chisangano noted the importance of deepening the longstanding diplomatic ties between the two countries. She described parliamentary diplomacy as an important tool in promoting peace, democracy, sustainable development and stronger people-to-people relations between nations.
The First Deputy Speaker therefore, called for the establishment of a ZambiaโAzerbaijan Parliamentary Friendship Group, which she said would provide a platform for strengthening relations between the two legislatures, promoting parliamentary exchanges and fostering cooperation in areas of mutual interest.
Meanwhile, First Deputy Speaker of the Milli Majlis of the Republic of Azerbaijan, Hon Ali Javad oglu Ahmadov, welcomed the proposal to establish a Parliamentary Friendship Group between the two Parliaments.
He stated that the Friendship Group has significant potential to further expand cooperation, particularly at parliamentary level.
Hon Ahmadov reiterated Azerbaijanโs commitment to strengthening bilateral relations with Zambia and expressed optimism that increased parliamentary engagement would contribute to enhanced cooperation in various sectors of mutual interest.
Hon Ahmadov also extended his best wishes to Zambia ahead of the countryโs General Elections scheduled for 13th August 2026, expressing hope for peaceful and successful elections.
Earlier in the day, Hon Chisangano participated in a Roundtable Discussion for Parliamentarians, where discussions focused on the role of Parliaments in translating global commitments into national outcomes.
The discussions also examined how legislatures can strengthen oversight and accountability mechanisms to ensure that housing policies and budgets deliver tangible improvements for vulnerable communities, among other issues.
Hon Chisangano is in Baku attending the 13th World Urban Forum (WUF13), one of the worldโs premier global conferences on sustainable urbanisation convened under the auspices of the United Nations Human Settlements Programme.
The Zambian delegation includes Permanent Secretary in the Ministry of Local Government and Rural Development, Dr Gabriel Pollen, Permanent Secretary for Luapula Province, Ms Prudence Chinama, Zambiaโs High Commissioner to Kenya, Mr Alfred Musemuna and other Government officials.

*SPEAKER OF THE NATIONAL ASSEMBLY ADVOCATES FOR WOMEN IN LOGISTICS AT HIGH-LEVEL FUNDRAISER*
The Speaker of the National Assembly of Zambia, the Rt. Hon. Dr. Nelly B K Mutti, SC, MP, FAPRA, has called for the dismantling of barriers preventing women from ascending to leadership roles within the transport, logistics and supply chain sectors.
Speaking as the Guest of Honor at a high-level fundraising breakfast organized by the Women in Logistics, Transport and Supply Chain Management (WILTAS), Dr. Mutti characterized the empowerment of women in these traditionally male-dominated industries as a strategic economic imperative rather than just a matter of social equality.
Speaker Mutti highlighted the progress made by women who have broken into boardrooms and technical operations in shipping, aviation and warehousing. However, she said that there remained the โunconscious biasโ and โunequal opportunitiesโ against women that have to be challenged.
Speaking at the same event, President of the Zambia Chartered Institute of Logistics and Transport, Brigadier General Fred Mwale, Rt, said that, โwhen women thrive, industries thrive. And when industries thrive, nations prosper.โ
He urged industry leaders to move beyond mere inclusion but toward genuine empowerment that uplifts and harnesses the skills of women in the sector making it more accessible to them.
Speaking earlier WILTAS Chairperson Ms Bridget K***a in her welcoming remarks encouraged all the delegates in attendance at the Business Networking Breakfast to make use of the opportunity to network with each other. She noted that this was an opportunity to foster co-operation and growth for women in the industry.
The event also served to highlight the work of the Nelly Mutti Foundation, which focuses on sustainable livelihoods for women and children in rural areas. Speaker Mutti shared insights into the foundationโs initiatives, which include providing mobility tools like bicycles to rural women and awarding scholarships to high-performing students.
The WILTAS Business Networking Breakfast concluded with a strong emphasis on โcollaboration, not competition.โ Attendees were encouraged to foster mentorship programs and leadership training to ensure that young women pursuing careers in supply chain management and aviation operations find an open door and a supportive network.
Key challenges identified during the symposium included: limited access to mentorship and leadership roles; the difficulty of balancing professional demands with family responsibilities; and a persistent lack of inclusive and safe workplace environments.
An upcoming key date is the Annual General Meeting scheduled for August 2026 in Livingstone to further the agenda of the Zambia Chartered Institute of Logistics and Transport.
