NPA HOSTS MALAWI DPP DELEGATION ON BENCHMARKING VISIT
Lusaka | May 2026 - The National Prosecution Authority this week hosted a five-member delegation from Malawi led by Director of Public Prosecutions Mr. Fostino Yankho Maele on a benchmarking visit focused on prosecution reforms and institutional development.
The Malawian delegation comprised Mr. Dziko Joseph Malunda, Director of Criminal Litigation; Mrs. Josephine Lucia Gwaza, Director of Criminal Litigation; Mr. Mathews Kafumba, Director of Administration; and Mr. Kassim Mponda, Chief Human Resources Officer.
The visit forms part of ongoing institutional reform efforts by the Malawi Director of Public Prosecutions aimed at developing a National Prosecution Policy and ultimately establishing a National Prosecution Authority in Malawi.
According to Malawi’s Learned Director of Public Prosecutions, Mr. Fostino Yankho Maele, the reform process towards establishing a National Prosecution Authority in Malawi identified Zambia’s National Prosecution Authority as a successful regional model, particularly in areas relating to institutional structure, specialised prosecution systems, and coordinated approaches to complex crime and asset recovery.
Leading the host team was the NPA’s new Chief State Advocate Mrs. Chali Mbewe-Hambayi. During the delegation’s engagement with the Anti-Corruption Commission, Mrs. Hambayi was accompanied by NPA Chief Administrator Ms. Cassandra Soko. For engagements at the Drug Enforcement Commission and the Financial Intelligence Centre, she was accompanied by Deputy Chief State Advocate in charge of the Economic and Financial Crimes Department Mrs. Gracillia Chipulu Mulenga.
During the visit, the delegation engaged with the National Prosecution Authority on its institutional structure, specialised departments, prosecution systems, and approaches to asset recovery and coordinated enforcement. The Malawi delegation interacted with the heads of all the specialised departments as well as the head of Lusaka province.
Particular interest was placed on the operations of Zambia’s Asset Forfeiture Department and the country’s inter-agency framework in combating financial and organised crime.
The benchmarking mission provided an opportunity for both institutions to exchange experiences, strengthen professional networks, and deepen regional cooperation in the administration of criminal justice.

NPA APPOINTS NEW CHIEF STATE ADVOCATE
Lusaka | May 14, 2026 – The National Prosecution Authority (NPA) has announced the appointment of Mrs. Chali Rachel Mbewe Hambayi as the new Chief State Advocate.
She succeeds Ms. Nkumbiza Thelma Mumba, who has been appointed Judge of the High Court of Zambia, pending her swearing‑in following ratification by the National Assembly.
Mrs. Hambayi brings over two decades of distinguished service to the NPA. Most recently, as Deputy Chief State Advocate, she led the Gender‑Based Crimes and Child Protection Department (GBCCPD). A passionate advocate for gender equity and equality, she has dedicated her career to eradicating violence against women, children, and other vulnerable groups.
Her arguments before Zambia’s highest courts have profoundly shaped the nation’s jurisprudence on sexual and gender‑based violence. She has handled several landmark child sexual abuse cases before the Supreme Court.
Beyond the courtroom, Mrs. Hambayi is a prolific legal innovator. She has initiated and developed several essential resources, including the Prosecutor’s Handbook on Sexual Violence, the Prosecutor’s Handbook for Children in the Justice System, and the Prosecutor’s Handbook on the Management of Gender‑Based Violence. Beyond her domestic contributions, she has gained international recognition for her published work on sexual harassment.
A certified National Trainer of Trainers in child protection and gender‑based violence, Mrs. Hambayi has strengthened the entire justice chain by training judicial officers, police officers, health practitioners, social workers, and community‑based organisations. Her expertise has crossed borders, with training engagements conducted internationally.
One of her most significant achievements is pioneering the multi‑disciplinary management approach to sexual and gender‑based violence cases. This holistic framework has revolutionised case handling by integrating legal, medical, and social responses to better serve survivors. Her impact has established her as a leading figure in the global fight for human rights and child protection.
For three consecutive years, Mrs. Hambayi has chaired the organising committee of the Annual Prosecutors’ Conference, the NPA’s flagship event that has flourished under her leadership. Over the years the conference has grown garnering over 700 partipants both local and international, reflecting the conference’s deepening influence on Zambia’s prosecutorial landscape. Beyond presiding over the sessions, she leads and coordinates the organising committee, overseeing every facet of planning and ex*****on. Crucially, she has shown exceptional skill in mobilising resources to sustain and expand the conference, evidence of her exceptional skills and strategic leadership.
Taking over from Mrs. Hambayi as Deputy Chief State Advocate in charge of the GBCCPD is legal powerhouse Mrs. Margaret Kapambwe Chitundu, who transfers laterally from the Asset Forfeiture Department.
Mrs. Chitundu brings 19 years of prosecutorial experience. She is the current President of the Asset Recovery Inter‑Agency Network for Southern Africa (ARINSA) and convenor of the Inter‑Agency Framework on Cooperation and Coordination in Asset Recovery. She is also an alumna of the prestigious United States International Visitors Leadership Programme (IVLP).
In addition, she is a Money Laundering and Countering the Financing of Terrorism (ML/CFT) specialist and a practising Assessor under the Eastern and Southern African Anti‑Money Laundering Group (ESAAMLG).
Her strategic focus spans asset recovery and forfeiture of proceeds of crime, money laundering prosecutions, human trafficking, and gender‑based crimes.
Prior to her appointment as Deputy Chief State Advocate in charge of the Asset Forfeiture Department, she served as head of the NPA’s district offices in Southern and Central Provinces respectively, and later headed the Appeals Department.
Mrs. Chitundu holds a Master of Laws degree from the University of South Wales, a Postgraduate Diploma in Legislative Drafting, and a Bachelor of Laws degree from the University of Zambia. She is admitted as an Advocate of the High Court of Zambia and all superior courts.

NPA, ZAMBIA METROLOGY AGENCY MOVE TO STRENGTHEN ENFORCEMENT AND PUBLIC SAFETY PARTNERSHIP
Lusaka | May 13, 2026 - The National Prosecution Authority today hosted the Zambia Metrology Agency for a high-level courtesy call focused on strengthening cooperation in enforcement, technical prosecutions, and public safety regulation.
The engagement at NPA Headquarters was led by Learned Director of Public Prosecutions Mr. Gilbert A. Phiri, SC, alongside Chief State Advocate Mrs. Chali Mbewe-Hambayi; Deputy Chief State Advocates Ms. Makumba Gwendolyn Kashishi, Ms. Gracillia Chipulu Mulenga, Mr. Frank Mpezeni Sikazwe and Mrs. Martha Weza Tembo; Principal State Advocate Mrs. Rhoda Malibata Jackson; and Ms. Ruth Mwangulukulu, State Advocate in the Office of the Director Public Prosecutions.
The Zambia Metrology Agency delegation was headed by Executive Director Mr. Humphrey Nkobekani together with senior officials from the Agency.
Discussions centred on strengthening collaboration in the prosecution and enforcement of offences relating to measurements, standards, trade compliance, and public safety across sectors including mining, petroleum, agriculture, manufacturing, and healthcare.
The parties further explored the proposed signing of a Memorandum of Understanding aimed at enhancing technical cooperation, capacity building, and coordinated enforcement efforts.
The Learned Director of Public Prosecutions stressed the importance of accountability where manipulation of standards and measurements places lives, infrastructure, and national interests at risk.
The meeting concluded with renewed commitment from both institutions to deepen cooperation in safeguarding public confidence, consumer protection, and the integrity of national standards.

COPPERBELT PROVINCE HOLDS LABOUR DAY AWARDS CEREMONY
Ndola | May 13, 2026 - From Western Province, we now turn to Copperbelt Province, as filed by Ms. Precious Mukela, State Advocate and PR Unit focal point person for the province.
On Friday, May 8, the NPA Copperbelt Province gathered at the Provincial Headquarters in Ndola for its internal Labour Day awards ceremony transforming a regular workday into an occasion of recognition and renewed commitment.
The event was opened by the Acting Deputy Chief State Advocate for Copperbelt Province, Ms. Jacklyn Banda, who was joined by the Senior Human Resource and Administration Officer, Mr. Andrew Kakanda, and Senior State Advocate, Mr. Bright Siafwa.
Addressing the gathering, Ms. Banda commended the award recipients and encouraged them to continue their hard work. She reminded the entire Copperbelt team that their daily efforts do not go unnoticed, urging those who did not receive awards not to be discouraged but to remain assured that dedication and perseverance are always seen. She called on everyone to maintain the good work they are already putting into their duties, emphasising that every contribution strengthens the administration of justice.
Four members of staff were recognised for their exceptional service:
- Ms. Juliet Chipeta – Senior Public Prosecutor from Ndola, awarded Most Disciplined for serving the institution with diligence, professionalism, and loyalty.
- Mr. Niza Silwamba – Registry Clerk from Ndola, awarded Most Innovative for diligence and exceptional innovation in records management.
- Ms. Nita Myzece – Senior Public Prosecutor from Chingola, awarded Most Reliable for prompt performance of tasks and quality of work.
- Mr. Winas Nkwendenda – Public Prosecutor from Kitwe, awarded Most Hardworking for exceptional commitment to work, evidenced by attending to other prosecutors' cases when they are indisposed.
At the close of the ceremony, Ms. Banda reiterated that hard work does not go unnoticed. The commemoration served as a reminder to all staff on the Copperbelt that their labour, whether recognised publicly or not, forms the bedrock of the Authority's mandate.

WESTERN PROVINCE HOLDS LABOUR DAY AWARDS CEREMONY
Mongu | May 13, 2026 ~ From Northern Province, we now turn to Western Province, as filed by Mr. Given Mwandemena Sililo, the PR Unit's focal point person for the province. There, on Friday, May 8, 2026, staff turned a regular workday into a moment of genuine recognition and unity.
All roads led NPA Western Province staff to the NPA provincial office in Mongu where they gathered for the provincial Labour Day awards ceremony.
The day began with the provincial headquarters connecting online with NPA Headquarters (HQ), where messages of congratulations and encouragement were delivered by the learned Director of Public Prosecutions, Mr. Gilbert A. Phiri SC and the Chief Administrator, Ms. Cassandra Soko, before provinces proceeded with their own activities.
After the online session with HQ, the gathering was addressed by the Deputy Chief State Advocate for Western Province, Ms. Mwangala Iris Mwala, who honoured the dedication that sustains the Authority's work in the province. She congratulated the awardees, noting that their integrity, professionalism, and commitment to justice have set a standard for all, strengthening public confidence in the NPA's mandate. To those not recognised, she reminded them that their contribution remains significant, as the administration of justice depends on daily and diligent work. Ms. Mwala called on everyone to recommit to excellence, ethical conduct, and impartiality, emphasising that every role within the Authority matters.

The Senior Human Resource Development and Management Officer, Mrs. S. Phiri, congratulated the awardees. She stated that the awards recognised hard work, perseverance, and commitment to service delivery. She noted that while individual officers were recognised, the achievement reflected the collective effort of the province. She urged staff to maintain dedication and teamwork in carrying out the NPA's mandate under Act No. 34 of 2010.
The ceremony recognised the contribution of staff in Western Province, and the province restated its commitment to delivering justice to the people of Zambia.

NPA LUAPULA PROVINCE COMMEMORATES LABOUR DAY WITH STAFF AWARDS AND MESSAGE OF UNITY
Mansa | May 12, 2026 - On Friday, May 8, NPA Headquarters in Lusaka led its annual internal Labour Day celebrations with awards, special recognition, and improved staff conditions. Similar celebrations took place across all ten provinces.
And in Luapula Province, as filed by State Advocate Colin Kabalata, the PR Unit's focal point person, the team made sure the day meant something too.
Luapula Province joined the rest of the institution in celebrating workers' contribution to justice during a luncheon and award ceremony held at the Zambia Army Officers' Mess in Mansa. The gathering brought together the Deputy Chief State Advocate, Senior State Advocate, Senior Human Resource Management and Development Officer, State Advocates, Public Prosecutors, and support staff in an atmosphere of unity, appreciation, and reflection.
Speaking at the event, Deputy Chief State Advocate for Luapula Province, Mr. Oberty Siankanga, emphasised that every employee plays a significant role in the institution's effectiveness. He reminded staff not to feel overlooked if they did not receive an award, noting that every member contributes meaningfully to the province's success and the administration of justice.
