๐Ÿšญ SPOTLIGHT: LUSAKA MAYOR CHITAMBALA MWEWA

Zambia ratified the WHO FCTC in 2008. Today, its new Lusaka Mayor is championing smoke-free public spaces.

Mayor Mwewa has long advocated for stronger to***co control, now leading from the front at Lusaka City Council.

This is what sustained advocacy looks like. ๐Ÿ‘

A smoke-free Lusaka is a healthier Lusaka.

Hereโ€™s a sneak peek into some of the to***co-control advocacy activities Mayor Mwewa has been involved in.

The latest pollution incident involving Konkola Copper Mines (KCM) in Chingola evokes a familiar and troubling sense of dรฉjร  vu. On 28th September 2026, KCM reported a pipe leak at its Tailings Leach Plant and an overflow from the Pollution Control Dam, which discoloured the Kafue River, a vital source of water for thousands of Zambians and agricultural production.

The Zambia Environmental Management Agency (ZEMA) confirmed elevated turbidity and conductivity, collected samples, issued
restoration orders, and invoked the Polluter Pays Principle. Necessary as these measures were, they remain reactive.

They addressed contamination without confronting the regulatory and economic conditions that make such disasters to recur with grim predictability.

We welcome this important public health message from the Lusaka City Council. Protecting people from second-hand smoke is everyoneโ€™s responsibility. No one should be forced to breathe to***co smoke in public spaces.

As CTPD, we call for the need to strengthen enforcement and awareness to keep public spaces smoke-free. Smoke-free spaces protect everyone. Letโ€™s keep Lusaka healthy and to***co-free. Mwewa Television๐Ÿšญ

Zambia has made significant progress in advancing electricity market reforms. The Electricity Open Access Regulations were enacted in 2024, followed by the launch of the framework in February 2025. Final operating procedures have also been published, while several transmission infrastructure investments are either planned or already underway.

The priority now is to ensure effective implementation by enabling users to access information on available network capacity, secure fair and non-discriminatory access, manage and settle imbalances, and clearly understand the full cost of electricity delivery.

This weekโ€™s Monday Opinion, authored by CTPD Head of Research Ibrahim Kamara, examines what must work between a generator and an eligible buyer to ensure reliable electricity delivery.

Development Gateway๐Ÿ“š In September 2026, the Centre for the Study of the Economies of Africa (CSEA) held a series of virtual training sessions to strengthen evidence-based reporting on to***co control for media practitioners across Africa using the To***co Control Data Initiative (TCDI) dashboard.

๐ŸŒ Earlier in the month, a training session was conducted for Francophone media practitioners in Senegal and the DRC, facilitated by Fatou Banรฉ Camara (Programme national de lutte contre le tabac du Sรฉnรฉgal, consultante-formatrice), Fanta Sylla (CRES), and Dr Sylvain Tshisekedi (CSEA, DRC). A subsequent session for Anglophone countries was led by key to***co control experts Philip Jakpor (Founder & Executive Director, Development Initiative), Rachel Kitonyo-Devotsu (Senior To***co Control Advisor, TCDI), and Thomas van Huyssteen (Country Lead for TCDI South Africa).

๐Ÿ“Š Grounded in the WHO FCTC and MPOWER frameworks, the programme covered the evolving context of to***co control reporting, highlighted the role of reliable data in journalism, and offered practical demonstrations on using the TCDI dashboardโ€™s country pages.

๐Ÿ“ By equipping participants with essential skills in data interpretation, source verification, and story construction, the training laid the groundwork for a collaborative cross-border media network.

This weekโ€™s Monday Opinion, authored by CTPD Head of Research Mr. Ibrahim Kamara, examines a distinction that is becoming central to Zambiaโ€™s energy and industrialization debate: installed electricity capacity is not the same thing as dependable power and dependable power is not the same thing as electricity that can actually reach a mine, smelter, factory or household when it is needed.

Well-designed to***co taxes offer a double benefit: they reduce the consumption of products that cause preventable illness while generating domestic revenue that governments can invest in health and other public services.

As external health financing declines and noncommunicable diseases place growing pressure on national budgets, this is an option African governments cannot afford to overlook.

In our latest blog, Jephiter Tsamwi draws on discussions and commitments from to examine what makes to***co taxation effective, who should benefit from the revenue, and how tools such as TETSiM can support evidence-based reforms.
