The National Youth Policy and Youth Act Review (Zambia)
- The National Youth Policy and Youth Act recognize the importance of empowering Zambia’s youth, who form the majority of the population. While the frameworks address key areas such as employment, education, health, and civic participation, they fall short in delivering equitable access, particularly for underprivileged youth from rural and marginalized communities. Current gaps include inadequate decentralization of opportunities, limited funding for rural-based youth-led initiatives, and poor representation of underprivileged youth in national development processes.
Our Key Submission for the Call to Action on Accelerating Youth Participation and Empowerment in Zambia
1. Prioritize Rural and Underprivileged Youth in Policy Implementation- Amend the Youth Act to explicitly prioritize rural and marginalized youth in all empowerment programmes, ensuring fair distribution of resources and opportunities regardless of geographical location.
2. Enact a Legally Protected Rural Youth Development Fund- Establish a dedicated Rural Youth Fund, safeguarded by law, to support community-driven innovations, agriculture, environmental conservation, and entrepreneurship among underprivileged youth.
3. Create Rural Youth Leadership and Civic Hubs- Set up fully equipped Youth Civic Empowerment Centres in rural areas to train youth in leadership, governance, digital skills, and community organizing.
4. Include Rural Youth Voices in National Governance- Institutionalize mechanisms for rural youth consultation in national planning—such as provincial youth parliaments and district-level youth assemblies—linked directly to national decision-making platforms.
5. Bridge the Rural Digital Divide- Fast-track the digital inclusion of rural youth by providing community internet hubs, training in ICT, and subsidized access to e-learning and e-governance platforms.
6. Strengthen Monitoring and Accountability- Introduce community-based monitoring mechanisms led by local youth leaders to ensure transparency and effectiveness in delivering youth programmes to rural regions.
