SUBMIT PROPOSALS FOR THE 2027 BUDGET & MEDIUM-TERM FISCAL REFORMS
The Government has opened consultations for the preparation of the 2027 National Budget and the Medium-Term Budget Framework covering the 2027–2029 period, as fiscal reforms aimed at strengthening domestic revenue mobilisation deepen, improving expenditure efficiency, and supporting long-term economic transformation.
The Ministry of Finance and National Planning invites submissions from stakeholders across the private sector, academia, civil society, professional bodies, research institutions, cooperating partners, and the wider public, with proposals due by June 30, 2026.

The process forms part of the implementation of Zambia’s Medium-Term Revenue Strategy (MTRS), a multi-year reform framework designed to strengthen tax administration, broaden the tax base, improve compliance, and reduce excessive reliance on debt financing.
Importantly, the exercise signals Government’s continued shift from short-term fiscal adjustments toward more structured, sequenced, and institution-led reforms anchored on sustainability, growth, and economic resilience.
Among the key areas identified for stakeholder input are:
• Mining taxation and revenue stabilisation;
• Rationalisation of tax exemptions and incentives;
• VAT efficiency improvements;
• Corporate income tax reforms;
• Digital economy and environmental taxation;
• Customs modernisation and anti-smuggling measures;
• Informal sector integration;
• Digitisation and smart invoicing systems;
• Public expenditure efficiency and reduction of wasteful spending; and,
• Strengthening transparency, accountability, and inter-agency coordination.
The consultative framework is provided for under Section 33 of the Planning and Budgeting Act No. 1 of 2020, which promotes stakeholder participation in national budget formulation.
As Zambia continues transitioning from macroeconomic stabilisation toward growth and economic expansion, strengthening domestic resource mobilisation remains central to financing infrastructure, supporting social services, improving fiscal credibility, and creating space for private sector-led growth and job creation..

ZAMBIA LAUNCHES ANTI-ILLICIT FINANCIAL FLOWS POLICY TRACKER
Zambia is this month expected to host a team from the Tax Justice Network Africa (TJNA) and other experts to rollout the Anti-Illicit Financial Flows (IFFs) Policy Tracker Assessment in Zambia.
The Policy Tracker is an African Union mandated tool designed to help member countries assess their national systems for combating tax-related illicit financial flows.
The Zambia Revenue Authority (ZRA) Commissioner General Dingani Banda has announced that the rollout of the Anti-Illicit Financial Flows Policy Tracker Assessment in Zambia is scheduled to take place on 18th May.
The Commissioner General, has also reaffirmed commitment to safeguarding the country’s resources through strengthening the fight against Illicit Financial Flows (IFFs).
He says addressing illicit financial flows is central to the country’s Domestic Resource Mobilisation drive.
Mr. Banda was speaking this morning during the virtual launch and orientation session for the Anti-Illicit Financial Flows Policy Tracker Assessment in Zambia.
The tool is developed by the Tax Justice Network Africa (TJNA) in collaboration with the Africa Tax Administration Forum (ATAF) and the African Union Commission.
At the same event, the African Union Commission (AUC) described Zambia’s assessment as timely and closely aligned with the continent’s direction.
Head of Economic Policy and Sustainable Development, Economic Development, Trade, Tourism, Industry and Minerals Department at AUC, Dr. Patrick Olomo, said the Anti-IFFs Policy Tracker provides a practical African-led tool to support the continental development strategy, particularly, Agenda 2063.
Earlier, the African Tax Administration Forum (ATAF) expressed confident the Anti-Illicit Financial Flows Policy Tracker will enhance how Zambia understands, measures and responds to illicit financial flows.
In a speech read on her behalf by Thulani Shongwe, the Head Africa Multilateral Tax Cooperation at ATAF, Executive Secretary Mary Baine said the collaboration between ZRA, the Ministry of Finance and National Planning and other key state and international institutions, demonstrates the seriousness Zambia has attached to the fight against illicit financial flows.
Zambia has over the years observed an increasing trend in IFFs and the Anti IFFs Policy Tracker remains a strategic tool to ensure that development in the country and Africa at large is not undermined.

ZRA DONATES MEDICAL EQUIPMENT TO LUSAKA'S CHIPATA LEVEL 1 HOSPITAL
The Zambia Revenue Authority (ZRA) has donated assorted medical equipment to Lusaka's Chipata Level I Hospital.
This initiative is part of ZRA's broader Corporate Social Responsibility (CSR) programme.
Handing over the equipment, ZRA Acting Director – Executive Support, Laban Simbeye, who spoke on behalf of Commissioner General Dingani Banda, said public healthcare remains a key pillar of the Authority's CSR agenda.
Mr. Simbeye also encouraged healthcare personnel at the facility to utilise the equipment effectively and reaffirmed ZRA's commitment to remaining a responsive and dependable partner to the health sector.
Meanwhile, Dr. Choolwe Sianchapa, Clinical Care Specialist at the Lusaka District Health Office expressed appreciation for the donation, commending ZRA for its timely and responsive support to the health sector.
The donated equipment includes twenty-five (25) heavy duty wheelchairs, ten (10) ABS hospital patient adjustable stretchers, ten (10) handheld pulse oximeters and three (3) CTG machines with inbuilt printers.
Thirty (30) medical oxygen gauges, fifteen (15) rechargeable blood pressure machines, one (1) digital portable human slit lamp optical equipment and twenty (20) hospital neonatal cot beds were also donated.
ZRA is resolved to making a meaningful contribution to the well-being of the communities it serves.
