BOTEPCO HOSTS AFRICA FEDERATION OF TEACHING REGULATORY AUTHORITIES (AFTRA)
EXECUTIVE BOARD MEETING AHEAD OF 2026 INTERNATIONAL CONFERENCE AND ROUNDTABLE

The Botswana Teaching Professionals Council (BOTEPCO), established under the Republic of Botswana Parliament Act No. 22 of 2019, today
commenced the Africa Federation of Teaching Regulatory Authorities (AFTRA) Executive Board Meeting at Grand Palm. The two-day high-
level engagement, running from 30th to 31st October 2025, marks the official start of preparations for the AFTRA 13th Teaching and Learning Conference and 15th Roundtable, to be hosted in Gaborone, Botswana,
from 5th to 8th May 2026 under the theme “Recasting Teaching as a Collaborative Profession: Implications for Africa.”
AFTRA, an intergovernmental organisation is dedicated to the regulation of teaching in Africa. It brings together Ministries of Education, National
Teaching Councils, Teacher Unions, Teacher Education Institutions, and international organisations focused on teaching regulation. AFTRA also serves as the Africa Regional Branch of the International Forum of Teacher Regulatory Authorities (IFTRA). In addition, AFTRA is the Co-
Chair of the African Union Teacher Development Cluster under the Continental Education Strategy for Africa (CESA 2016–2025) and a member of the International Task Force on Teachers for Education 2030.It maintains partnerships with the African Union Commission, UNESCO-
IICBA, UNESCO Regional Offices in Africa, and Education International Africa Region, among others. Speaking on behalf of the Ministry of Child Welfare and Basic Education; the acting Deputy Permanent Secretary: Education Support : Ms. Veronica Mochotlhi expressed gratitude to AFTRA for the opportunity granted to Botswana to host its 13th Conference and 15th Roundtable. She stated
“Your presence here today for it reflects your collegial commitment to assisting BOTEPCO to deliver the assignment following the highest
standards deemed fit for an event of this nature, the AFTRA Conference.
The Ministry pledges its unwavering support to BOTEPCO to ensure the its success. This gesture does not only signify the level of trust and
goodwill you have placed on us but a manifestation of the deep-seated sentiments of brotherhood that acknowledge the interconnectedness of our destiny in Africa. As I stand here in your midst, I wish to assure AFTRA Executives that the Republic of Botswana through the Ministry of Child Welfare & Basic Education is committed to professionalization of teaching and by and large transforming its education system”.
The President of the Africa Federation of Teaching Regulatory Authorities, Dr. Ebby Mubanga also Registrar of the Zambia Teaching Council, commended the Ministry of Child Welfare and Basic Education and BOTEPCO for their leadership and strong contribution to advancing teaching regulation in Africa. He appreciated the
Government of Botswana for agreeing to host the 2026 AFTRA Conference through BOTEPCO, reaffirming the country’s commitment to the professionalisation of teaching. “AFTRA is an intergovernmental organisation comprising Ministries of Education, teacher unions, training
institutions, and other key partners. Its mandate is to promote the professionalisation of teaching in Africa, just like law, engineering, and other professions because teaching is the mother of all professions.
We want to ensure that we have professionalised teachers in Africa interfacing with learners at all levels. AFTRA is there to ensure that we have the best teachers, and there are many benefits associated with being a member of AFTRA”, he stated in his welcome remarks.
For his part BOTEPCO Dr. Raphael Dingalo, expressed the country’s pride in hosting this significant conference. He highlighted Botswana’s
peaceful nature, cultural warmth, and rising achievements on the continental stage. “We are honoured to welcome AFTRA delegates
to Botswana, a peaceful and progressive nation that continues to shine in education, governance, and sports. Our recent gold medal achievements are not just for Botswana but for Africa as a whole. Our gold is for Africa. In that same spirit, we embrace collaboration and shared excellence as we work together to strengthen the teaching
profession. This meeting represents an opportunity for collective growth and renewed commitment to the advancement of education acrossthe continent,” he said.
Dr. Dingalo further emphasized the importance of advocating for the teaching profession and urged government to develop teacher wellbeing frameworks that align with professional realities. He noted that ensuring teacher wellbeing is central to sustaining motivation, productivity, and excellence in the classroom.
AFTRA holds annual conferences on a rotational basis across member countries, and next year, we are delighted that it will be hosted here in
Botswana as we begin our preparations,” he said.
BOTEPCO’s Registrar, Board Chairperson, and Vice Chairperson all serve on the AFTRA Board and will play leading roles in both the Executive
Board Meeting and the 2026 Conference preparations.
The ongoing Board Meeting also attended by Botswana Teacher
Unions Leadership BOSETU & BTU, BOTEPCO Board Members, Ministry of Child Welfare & Basic Education senior officials provides a platform
to deliberate on resolutions from the 14th AFTRA Roundtable held in Lubango, Angola, and to strategize for the successful hosting of the
upcoming 13th Conference and 15th Roundtable.
The AFTRA Executive Board Meeting reaffirms Botswana’s growing leadership in regional education and underscores the nation’s
commitment to advancing teaching excellence, professionalism, and collaboration across the African continent.

HON. SYAKALIMA URGES AFRICAN SOLUTIONS TO AFRICAN CHALLENGES
Minister of Education, Hon. Douglas Syakalima, has emphasized that the challenges faced by African nations can best be resolved through collective dialogue and homegrown solutions.
The Minister made these remarks when he received a six-member delegation from the Liberian Ministry of Education, who paid a courtesy call on him at the Ministry’s Headquarters in Lusaka.
“Africa must find its own solutions by interrogating itself,” Hon. Syakalima stated. He underscored that a nation’s greatest asset lies in its people, reaffirming the government’s unwavering commitment to providing inclusive and accessible education for all.
He added that Zambia’s policy of free education is an investment in its citizens, aimed at nurturing expertise across various sectors to drive the nation’s sustainable development.
The Liberian delegation is in Zambia for a five-day benchmarking visit to study the country’s education systems, with particular interest in the Teacher Management Information System (TMIS) administered by the Teaching Council of Zambia (TCZ).
Speaking on behalf of the delegation, Liberia’s Deputy Minister of Instruction, Hon. Amos Fully, expressed gratitude for Zambia’s hospitality and openness. He noted that Liberia is transitioning to a digital teacher database, making the visit both timely and beneficial.
“Our visit is timely, and we are confident that both Zambia and Liberia will benefit from shared experiences as we work towards realizing the African Union’s Continental Education Strategy for Africa,” said Hon. Fully.
Meanwhile, Dr. Ebby Mubanga, Registrar of the Teaching Council of Zambia, noted that Liberia is the seventh country to benchmark with TCZ this year.
“We are honoured to host them and contribute to regional education development,” Dr. Mubanga said.
The Teaching Council of Zambia remains committed to fostering regional collaboration and sharing best practices to strengthen education systems across the continent.
